The Dare County Board of Commissioners is the governing body of Dare County, North Carolina . It runs in the manner of a county commission. It has seven seats held by elected officials called County Commissioners. The Commissioners are elected at large in countywide elections and serve four-year staggered terms. The Board elects a chairman and vice-chair for a one-year term at its organizational meeting in December. [1]
The Board has countywide responsibility for educational funding, libraries, Parks and Recreation, and tax assessment. The Board is the sole governing body for the unincorporated areas of Dare County including Colington, Martin’s Point, Manns Harbor, Stumpy Point, East Lake, Wanchese, northern Roanoke Island, and all of Hatteras Island. In these areas, the County is responsible for planning and zoning, solid waste management and law enforcement. [2]
The Board meets on the first Monday of the month at 9:00 AM and the third Monday of each month at 5:00 PM at the Dare County Administrative Annex located at 954 Marshall C. Collins Drive in Manteo.
In 2008, the Board adopted a resolution making English the official language of Dare County. The resolution was crafted by Jack Shea. The Commissioners voting for the resolution were Jack Shea, Richard Johnson, Mike Johnson and Max Dutton. Dissenting Commissioners were Warren Judge, Allen Burrus and Virginia Tillett. [3]

Allen Burrus was appointed to the Board in February 2006 to fill the remaining term of Joseph "Mac" Midgett who died in Jan 2006. [4] Burrus was then elected to the seat in 2008.
All incumbent Commissioners ran for re-election in 2010.
Max Dutton was elected in 2006 in an upset over incumbent Chairman Stan White, 52% to 48% in the Primary. He was unopposed in the General Election.
Jack Shea was unopposed in the primary. He defeated Rex Tillett in the General Election. Tillett is the nephew of North Carolina State Senator Marc Basnight.
Virginia Tillett won the primary over two challengers, Robin Mann and Sybil Daniels Ross. She defeated John M. Robbins, III in the General Election.
Roanoke Island is an island in Dare County, bordered by the Outer Banks of North Carolina, United States. It was named after the historical Roanoke, a Carolina Algonquian people who inhabited the area in the 16th century at the time of English colonization.
The establishment of the Roanoke Colony was an attempt by Sir Walter Raleigh to found the first permanent English settlement in North America. The English, led by Sir Humphrey Gilbert, had briefly claimed St. John's, Newfoundland in 1583 as the first English territory in North America at the royal prerogative of Queen Elizabeth I, but Gilbert was lost at sea on his return journey to England. Roanoke colony was founded by governor Ralph Lane in 1585 on Roanoke Island in what is now Dare County, North Carolina, United States. Following the failure of the 1585 settlement, a second expedition, led by John White, landed on the same island in 1587, and set up another settlement that became known as the Lost Colony due to the subsequent unexplained disappearance of its population.
Dare County is the easternmost county in the U.S. state of North Carolina. As of the 2020 Census, the population was 36,915. Its county seat is Manteo. Dare County is named after Virginia Dare, the first child born in the Americas to English parents, who was born within the county's current borders. Founded in 1870 from parts of Tyrrell, Currituck and Hyde counties, it consists of a large segment of the Outer Banks of North Carolina, along with Roanoke Island and a peninsula of land attached to the mainland. Most of the county consists of a string of resort communities along the Outer Banks. While lightly populated by year-round residents, the population swells during the summer with vacationers.
Manteo is a town in Dare County, North Carolina, United States, located on Roanoke Island. The population was 1,602 at the 2020 census. It is the county seat of Dare County.
Wanchese is a census-designated place (CDP) on Roanoke Island in Dare County, North Carolina, United States. It was named after Wanchese, the last known ruler of the Roanoke Native American tribe encountered by English colonists in the sixteenth century. The population was 1,642 at the 2010 census. Today, Wanchese is the center of commercial fishing and boatbuilding on the Outer Banks.
Marc Basnight was an American politician who served as a Democratic member of the North Carolina State Senate, representing the 1st district, from 1984 through his resignation just before the start of what would have been his 14th term in 2011. His district included constituents in Beaufort, Camden, Currituck, Dare, Hyde, Pasquotank, Tyrrell, and Washington counties.
Colington Island is an island located to the west of Kill Devil Hills in Dare County, North Carolina, United States. The island is located at the converging point of Albemarle Sound, Currituck Sound, Croatan Sound, and Roanoke Sound. While it is commonly referred to as one island, there are actually two separate islands, Big Colington Island and Little Colington Island. Colington Harbour is a gated community located on Big Colington Island.
Manteo High School is one of ten schools located in Dare County, North Carolina. The high school was named after the Native American chief Manteo, who assisted the Roanoke Colony. Renovations to the school were completed in 2007.
The Outer Banks are a 200 mi (320 km) string of barrier islands and spits off the coast of North Carolina and southeastern Virginia, on the east coast of the United States. They line most of the North Carolina coastline, separating Currituck Sound, Albemarle Sound, and Pamlico Sound from the Atlantic Ocean. A major tourist destination, the Outer Banks are known for their wide expanse of open beachfront and the Cape Hatteras National Seashore. The seashore and surrounding ecosystem are important biodiversity zones, including beach grasses and shrubland that help maintain the form of the land.
Manns Harbor is a census-designated place (CDP) in Dare County, North Carolina, United States. As of the 2010 census it had a population of 821.
North Carolina Highway 345 (NC 345) is a primary state highway in the U.S. state of North Carolina connecting Wanchese and Manteo on Roanoke Island. The highway begins at The Lane and Thicket Lump Drive south of the town marina. Following Mill Landing Road through Wanchese, the road eventually becomes the western boundary for the Roanoke Island Marshes Dedicated Nature Preserve, before reaching its northern terminus at US 64.
The Lost Colony is an historical outdoor drama, written by American Paul Green and produced since 1937 in Manteo, North Carolina. It is based on accounts of Sir Walter Raleigh's attempts in the 16th century to establish a permanent settlement on Roanoke Island, then part of the Colony of Virginia. The play has been performed in an outdoor amphitheater located on the site of the original Roanoke Colony in the Outer Banks. More than four million people have seen it since 1937. It received a special Tony Honors for Excellence in Theatre award in 2013.
Manley Caldwell Butler was an American lawyer and politician widely admired for his integrity, bipartisanship and courage. A native of Roanoke, Butler served his hometown and wider community first as a member of the Republican Party in the Virginia General Assembly (1962–1972) and later United States House of Representatives (1972–1983).
Manteo was a Croatan Native American, and was a member of the local tribe that befriended the English explorers who landed at Roanoke Island in 1584. Though many stories claim he was a chief, it is understood that his mother was actually the principal leader of the tribe. This leadership would not have automatically passed down to her children as many English at the time may have assumed.

James Easley Edmunds II is an American politician. He has served in the Virginia House of Delegates since 2010, representing the 60th district in Southside Virginia. He is a member of the Republican Party.
First Flight High School is a public high school serving grades 9–12. The school was established in 2004, and is located in Kill Devil Hills, North Carolina on the Outer Banks of North Carolina.
Stan M. White is a North Carolina politician who served as a member of the North Carolina Senate. A Democrat, he was appointed to represent Senate District 1 following the resignation of Sen. Marc Basnight just before the opening of the 2011 session of the legislature. He went on to lose the 2012 election to retain his seat by 21 votes out of more than 87,000 cast. White announced plans to run for the seat again in 2014.
Robert Otho Hanig is an American politician who is a member of the North Carolina House of Representatives, representing District 6. He became the Republican nominee after defeating incumbent Beverly Boswell in the primary election. Hanig is an Army veteran and owns The Pool Guy Aquatic Services.
