Devika Rotawan is a survivor of the 2008 Mumbai attacks (also referred to as 26/11) and a key witness who identified Ajmal Kasab during trial as a perpetrator of the attack. [1] She was nine years old when she was shot in the leg during the attack in the Chhatrapati Shivaji Terminus, Mumbai. [2] [3]

Early life and education

Devika Rotawan was born to Sarika and Natwarlal Rotawan [1] and has two brothers. [4] Her mother died in 2006. [1] Her father sold dried fruit before the 2008 Mumbai attacks. [1] [5]

After the attack, she and her family moved to Rajasthan, where her father is from and has family, [6] [5] then returned to Mumbai for the trial, and moved to a Bandra slum in 2009. [7]

When she attempted to attend school after the 2008 Mumbai attacks, she was teased and shunned by her classmates. [8] She began school at age 11, [7] but had at first encountered resistance to her enrollment due to security concerns. [1] She enrolled to IES New English High School, Bandra east, completed HSC from Siddharth College, Fort. She completed her graduation in Arts from Chetana College in 2023. [6]

2008 Mumbai attacks

Rotawan was nine years old when she was injured in the 2008 Mumbai attacks. [9] On 26 November 2008, she was waiting for a train with her father and brother when the attack started, and she was shot in her leg. [10] [11] After the attack, she had six surgeries and spent 45 days in the hospital. [10] She lost the use of her right leg [11] during her treatment and recuperation. [12] [13]

She was the youngest witness in the trial against Ajmal Kasab. [9] [5] She was recuperating from her injuries while also preparing for the trial in meetings with lawyers and depositions. [6] On 10 June 2009, during her trial testimony, she identified Kasab as an attacker in the train station, and her father also testified. [14] [4] [15]

Post-attack life

After the attacks, her family received compensation from the government and financial support from politicians and organizations, and spent much of the money on the medical care for her brother Jayesh. [1] She has said additional compensation later went to her own medical treatment. [9]

She has said she wants to become an IPS officer. [6] [7] In 2019, she shared her story with the website Humans of Bombay. [16] In 2020, she said she still had not received the home she had been promised by the government, [9] [7] and Maharashtra MLA Zeeshan Siddique advocated to Chief Minister Uddhav Thackeray for the home to be provided to her. [16] [17] In October 2020, after she filed a petition in court seeking the home from the government and asserted her family was unable to pay rent on their chawl in Bandra, the Bombay High Court ordered Chief Secretary Sanjay Kumar to consider it. Devika Rotawan vs State of Maharashtra

In 2020, as a victim of terrorist attack Devika filed a petition to request the government to allot for a house under the economically weaker section (EWS) and the high court directed the government to consider her plea and pass appropriate orders. In 2022, Rotawan once again moved the high court noting that her representation was rejected by the government. The government had then said that a compensation amount of Rs 13.26 lakh was handed to Rotawan on compassionate grounds. The high court had then directed the state government to reconsider her representation for allotment of residential premises.

Devika again approached the high court with the help of her lawyer and In March 2024, the high court observed it as a genuine case of one of the youngest survivors and eye-witnesses of the 26/11 terror attacks which requires to be dealt with more sensitivity and being mindful of her human rights, the Bombay High Court on Wednesday told the State Housing Minister to consider a request made by Devika Rotawan for a house under the economically weaker section (EWS) quota.

The Bombay High Court has rebuked the Maharashtra government for its handling of a housing request by Devika Rotawan, a victim of the 2008 Mumbai terror attacks. The court directed the housing department to review Rotawan's request for a house under the economically weaker section (EWS) scheme with greater sensitivity, considering her exceptional circumstances and basic human rights.

The bench of Justices GS Kulkarni and Firdosh Pooniwalla emphasised a comprehensive review of all allotments, stating, "We will appoint a high power committee of independent persons. We are very serious about this issue. Once we see a violation of human rights, and mechanically closing files, we will not appreciate this." In its order, the bench stressed that cases like Rotawan's, involving victims of terrorist attacks, demand more human sensitivity and discretion, urging the housing minister to take an appropriate decision. Honours, awards and recognition

In 2009, she was honoured with an award from a NGO.[ citation needed ] She also received the Nagrik Ratan award in Rajasthan from Banwari Lal Joshi.[ citation needed ] In 2014, she was awarded a Women Achievers Award, Rajasthan Gaurav Award, Shree Ganganagar Rajasthan Award from Tapovan trust, and the Baramati Award from Ajit Pawar and Sharad Pawar.[ citation needed ]

In Oct, 2022 United Nations Secretary-General, António Guterres met with 26/11 Mumbai attack survivor Devika Rotawan. Speaking at the special meeting of the United Nations Security Council Counter-Terrorism Committee, Rotawan said she wanted to become a police officer so that she can play a role in combating terror. She also demanded a strong law to deal with the terror.

Attribution of the 2008 Mumbai attacks were first made by the Indian authorities who said that the Mumbai attacks were directed by Lashkar-e-Taiba militants inside Pakistan. American intelligence agencies also agree with this attribution. Pakistan initially contested this attribution, but agreed this was the case on 7 January 2009. To back up its accusations, the Indian government supplied a dossier to Pakistan's high commission in Delhi. The Pakistan government dismissed the dossier as "not evidence," but also announced that it had detained over a hundred members of Jamaat-ud-Dawa, a charity linked with Lashkar-e-Taiba. In February 2009, Pakistan's Interior Minister Rehman Malik agreed that "some part of the conspiracy" did take place in Pakistan.

Mohammed Ajmal Amir Kasab was a Pakistani terrorist and a member of the Islamic terrorist organization Lashkar-e-Taiba through which he took part in the 2008 Mumbai terrorist attacks in Maharashtra, India. Kasab, alongside fellow Lashkar-e-Taiba recruit Ismail Khan, killed 72 people during the attacks, most of them at the Chhatrapati Shivaji Terminus. Kasab was the only attacker captured alive by police.

Rakesh Maria is a former Indian Police Officer. He last served as the Director General of Home Guard. Before that he served as the Police Commissioner of Mumbai.

<i>The Attacks of 26/11</i> 2013 Indian film

The Attacks of 26/11 is a 2013 Indian Hindi-language action thriller film directed by Ram Gopal Varma, based on the book Kasab: The Face of 26/11 by Rommel Rodrigues about Ajmal Kasab, perpetrator of the 2008 Mumbai attacks. The film stars Sanjeev Jaiswal in his film debut, playing the role of terrorist Ajmal Kasab, with art direction by Uday Singh. It also features Nana Patekar in a pivotal role. A seven-minute promo of the film was released over the Internet on 23 November 2012.

Raju Ramachandran is a senior advocate at the Supreme Court of India and a former Additional Solicitor General. He served as an amicus curiae for the Supreme Court of India in the 2002 Gujarat riots case and in the appeal of Ajmal Kasab in the 2008 Mumbai attacks case.

M. L. Tahaliyani is the Lokayukta of Maharashtra and is a retired Judge of the Bombay High Court. Justice Tahaliyani presided over high-profile cases including the 2008 Mumbai attacks and the Adarsh Housing Society scam.

<i>Kasab: The Face of 26/11</i> English crime novel

Kasab: The Face of 26/11 is an Indian non-fiction crime novel written by a journalist and author Rommel Rodrigues, first published by Penguin Books India in December 2010. The book narrates an in-depth account of events that culminated in the 2008 Mumbai attacks (26/11) and Ajmal Kasab, also talked about people who perpetrated them. The author Rommel Rodrigues was also the writer and associate director of Ram Gopal Varma's film The Attacks of 26/11 which was released in 2013 to positive reviews.

Humans of Bombay(HoB) is an Indian photoblog about people in Mumbai (previously known as Bombay). It was started in 2014 by Karishma Mehta. It is inspired by Humans of New York (HoNY). With her team, Mehta documents the stories of individuals and showcases it to the world through social media posts and a website.
