Doomsday plane [1] is an unofficial denomination of a class of aircraft which is used as an airborne command post in an event of nuclear war, disaster or other large scale conflict that threatens key military and government infrastructure.

Contents

The only countries known to have designed and manufactured such aircraft are the United States and the Russian Federation.

About the planes

Known officially to the United States as National Airborne Operations Centers (NAOC), [2] these planes allow leaders to issue commands and wage war from the sky. They also feature a vast array of defense mechanisms, including the ability to withstand electromagnetic pulses. The jet's crews also use traditional analog flight instruments to navigate as they are less susceptible to cyberattack. The planes, while not technically secret, are rarely mentioned; the United States Air Force, for example, will not even publicly acknowledge owning some of them. In operation since the 1970s, these airborne command posts were long considered the best chance for a Cold War president to survive a nuclear attack. Unlike the ceremonial and comfort-focused Air Force One, the doomsday planes are flying war rooms staffed by dozens of military analysts, strategists and communication aides who would guide the president through the first days of a nuclear war.

United States

The Boeing E-4 is an Advanced Airborne Command Post, with the project name "Nightwatch", and is a strategic command and control military aircraft operated by the United States Air Force. The E-4 series was specially modified from the Boeing 747-200B for the National Emergency Airborne Command Post (NEACP) program. The E-4 serves as a survivable mobile command post for the National Command Authority, namely the President of the United States, the Secretary of Defense, and successors. [3]

Sierra Nevada Corporation, which has won an U.S. Air Force contract to develop a successor to the E-4B against Boeing, [4] will have five Korean Air Boeing 747-8s delivered by 2025. [5] [6] Development and delivery is expected to be completed by July 2036. [7]

The Boeing E-6 Mercury (formerly E-6 Hermes) is an airborne command post and communications relay based on the Boeing 707-320. The original E-6A manufactured by Boeing's defense division entered service with the United States Navy in July 1989, replacing the EC-130Q. This platform, now modified to the E-6B standard, conveys instructions from the National Command Authority to fleet ballistic missile submarines, a mission known as TACAMO (Take Charge And Move Out). The E-6B model deployed in October 1998 can also remotely control Minuteman ICBMs using the Airborne Launch Control System. With production lasting until 1991, the E-6 was the final new derivative of the Boeing 707 to be built. [8]

The Northrop Grumman E-10 MC2A was planned as a multi-role military aircraft to replace the Boeing 707-based E-3 Sentry and E-8 Joint STARS, the Boeing 747-based E-4B, and the RC-135 Rivet Joint aircraft in US service. The E-10 was based on the Boeing 767-400ER commercial airplane. In 2003, the Northrop Grumman, Boeing, and Raytheon MC2A team was awarded a $215 million contract for pre-System Development and Demonstration for the aircraft. It would have been the central command authority for all air, land, and sea forces in a combat theater. The E-10 was also considered for use as a command center for unmanned combat air vehicles. [9]

It tracks ground vehicles and some aircraft, collects imagery, and relays tactical pictures to ground and air theater commanders. The aircraft was operated by both active duty USAF and Air National Guard units and also carried specially trained U.S. Army personnel as additional flight crew until its retirement in 2023.

An airborne early warning and control (AEW&C) system is an airborne radar early warning system designed to detect aircraft, ships, vehicles, missiles and other incoming projectiles at long ranges, as well as performing command and control of the battlespace in aerial engagements by informing and directing friendly fighter and attack aircraft. AEW&C units are also used to carry out aerial surveillance over ground and maritime targets, and frequently perform battle management command and control (BMC2). When used at altitude, the radar system on AEW&C aircraft allows the operators to detect, track and prioritize targets and identify friendly aircraft from hostile ones in real-time and from much farther away than ground-based radars. Like ground-based radars, AEW&C systems can be detected and targeted by opposing forces, but due to aircraft mobility and extended sensor range, they are much less vulnerable to counter-attacks than ground systems.

The Boeing EC-135 is a retired family of command and control aircraft derived from the Boeing C-135 Stratolifter. During the Cold War, the EC-135 was best known for being modified to perform the Looking Glass mission where one EC-135 was always airborne 24 hours a day to serve as flying command post for the Strategic Air Command in the event of nuclear war. Various other EC-135 aircraft sat on airborne and ground alert throughout the Cold War, with the last EC-135C being retired in 1998. The EC-135N variant served as the tracking aircraft for the Apollo program.

Looking Glass is the historic code name for an airborne command and control center operated by the United States. In more recent years it has been more officially referred to as the ABNCP. It provides command and control of U.S. nuclear forces in the event that ground-based command centers have been destroyed or otherwise rendered inoperable. In such an event, the general officer aboard the Looking Glass serves as the Airborne Emergency Action Officer (AEAO) and by law assumes the authority of the National Command Authority and could command execution of nuclear attacks. The AEAO is supported by a battle staff of approximately 20 people, with another dozen responsible for the operation of the aircraft systems. The name Looking Glass, which is another name for a mirror, was chosen for the Airborne Command Post because the mission operates in parallel with the underground command post at Offutt Air Force Base.

The Airborne Launch Control System (ALCS) provides a survivable launch capability for the United States Air Force's LGM-30G Minuteman III intercontinental ballistic missile (ICBM) force. The ALCS is operated by airborne missileers from Air Force Global Strike Command's (AFGSC) 625th Strategic Operations Squadron (STOS) and United States Strategic Command (USSTRATCOM). The system is located on board the United States Navy's E-6B Mercury, which serves as USSTRATCOM's "Looking Glass" Airborne Command Post (ABNCP). The ALCS crew is integrated into the ABNCP battle staff and is on alert around the clock.

The Boeing C-137 Stratoliner is a retired VIP transport aircraft derived from the Boeing 707 jet airliner used by the United States Air Force. Other nations also bought both new and used 707s for military service, primarily as VIP or tanker transports. In addition, the 707 served as the basis for several specialized versions, such as the E-3 Sentry AWACS aircraft. The designation C-18 covers several later variants based on the 707-320B/C series. The C-137 should not be confused with the similar Boeing C-135 Stratolifter; although they share a common ancestor the two aircraft have different fuselages, among other structural differences.

Fleet Air Reconnaissance Squadron 4 (VQ-4), nicknamed the Shadows, is a naval aviation squadron of the United States Navy based at Tinker Air Force Base, Oklahoma. The squadron flies the Boeing E-6B Mercury airborne command post and communications relay aircraft. It is part of the U.S. Navy's TACAMO community, whose mission is to enable the President of the United States and the Secretary of Defense to directly communicate with U.S. submarines, bombers, and missile silos during a nuclear war.

The AN/ALQ-218 is an American airborne electronic warfare system, found on Northrop Grumman EA-6B Prowler and Boeing EA-18G Growler military aircraft.

The Doomsday plane is a planned Airborne Command Post to be operated by the Russian Air Force. It is based on the Ilyushin Il-96-400-M commercial aircraft airframe and is scheduled to replace the older Ilyushin Il-80 models introduced in the early 1990s.

The Survivable Airborne Operations Center (SAOC) is a United States Air Force program to develop a replacement for the E-4 National Airborne Operations Center (NAOC), a strategic command-and-control military aircraft used as a mobile command post for the National Command Authority in emergency situations.

The Lockheed E-XX is a planned United States Navy aircraft based on the EC-130J and intended to replace the Boeing E-6 Mercury in the TACAMO role, communicating with US nuclear ballistic missile submarines. The current E-6 aircraft were built in the late 1980s, and while they are expected to fly into the 2030s, the underlying platform is aging and support costs are increasing. Because of this, in 2020, the Navy began a program to develop a new platform. This program will take several years to complete, and the E-6 will continue to fulfill the role in the meantime.
