Douglas C. Mintz (born 1952) is a judge on the Stamford/Norwalk District Superior Court in Connecticut. [1] He is a former Democratic member of the Connecticut House of Representatives from Norwalk,Connecticut's 140th House district. He resigned his seat to become a judge,causing a vacancy and a special election was held to fill it in February 1993. Mintz is now a partner at leading Connecticut law firm,Carmody Torrance Sandak &Hennessey LLP.[ citation needed ]
He is the son of Lewis and Lea Mintz. He graduated from the University of Michigan with a Bachelor of General Studies and from Western New England College with a Juris Doctor He was admitted to the bar in 1978. [2] In 1991,while serving in the Connecticut House,he met and married,the former Democratic clerk in the appropriations committee,Elaine Velleca. [3]
Mintz was chair of the Norwalk Conservation Commission. [4] [5]
He defeated incumbent Republican Janet M. Mills in 1986.
In 1992,he was selected by Governor Lowell P. Weicker Jr. to become a superior court judge. [6] A special election was called to fill the vacancy. [7]

The Connecticut Superior Court is the state trial court of general jurisdiction. It hears all matters other than those of original jurisdiction of the Probate Court,and hears appeals from the Probate Court. The Superior Court has 13 judicial districts which have at least one courthouse and one geographical area court. Civil cases,administrative appeals,family matters,and serious criminal offenses are generally heard in a judicial district courthouse. All criminal arraignments,misdemeanors,felonies,and motor vehicle violations that require a court appearance are heard in one of the 20 geographical area courts.

Morris serves as an assistant pastor at Macedonia Church in Norwalk. He served as Director of Human Relations for the Norwalk school system beginning November 5,1998 until September 2016. He then became District School Climate Coordinator until June 30,2017. He was also an elected executive board member of the National Black Caucus of State Legislators.
Joseph E. Mann is a former two-term member of the Connecticut House of Representatives from Norwalk,Connecticut's 140th assembly district. He served in the Connecticut House from 2003 to 2007. He also served nine years on the Norwalk Common Council,including as its president. He currently serves on the board of Norwalk Economic Opportunity Now.
