The eThekwini Metropolitan Municipality council consists of 222 members elected by mixed-member proportional representation. 111 councillors are elected by first-past-the-post voting in 111 wards, while the remaining 111 are chosen from party lists so that the total number of party representatives is proportional to the number of votes received. [1]

After the death of the DA councillor in ward 10, a by-election was held on 2 November, consisting of candidates from the DA, ANC, IFP, EFF and eThekwini deputy mayor and Abantu Batho Congress (ABC) leader Philani Mavundla. The DA retained the seat, increasing its support from 80% to 95%, with Mavundla coming third, on 1%. [19]

After the murder of the ANC councillor in ward 99, a by-election was held on 14 December. The DA and the IFP agreed on an electoral pact, with the DA standing aside, and asking its supporters to vote for the IFP candidate. The IFP won 62% of the vote, with the ANC second on 36%. [20]

The 2021 South African Municipal Elections were held on 1 November 2021, to elect councils for all district, metropolitan and local municipalities in each of the country's nine provinces. Being the 6th municipal election held in South Africa since the end of apartheid in 1994. These held - since then -every five years. The previous municipal elections were held in 2016. On 21 April 2021, President Cyril Ramaphosa announced the elections to be held on Wednesday, 27 October 2021. It had been recommend by Dikgang Moseneke to delay the municipal elections until 2022. The Electoral Commission of South Africa (IEC) requested the Constitutional Court to support the date postponement. The Economic Freedom Fighters (EFF) supported the date postponement while the Democratic Alliance (DA) was against the postponement of the date. The Constitutional Court dismissed the application to postpone the date until 2022, ruling that they had to take place between 27 October and 1 November. On 9 September 2021, the Minister of Cooperative Governance and Traditional Affairs, Nkosazana Dlamini-Zuma announced that the elections would be held on 1 November.

The Cederberg Local Municipality consists of eleven members elected by mixed-member proportional representation. Six councillors are elected by first-past-the-post voting in six wards, while the remaining five are chosen from party lists so that the total number of party representatives is proportional to the number of votes received. In the election of 1 November 2021, no party won a majority, with the African National Congress the largest party with four seats.

The Saldanha Bay Local Municipality consists of twenty-seven members elected by mixed-member proportional representation. Fourteen councillors are elected by first-past-the-post voting in fourteen wards, while the remaining thirteen are chosen from party lists so that the total number of party representatives is proportional to the number of votes received. In the election of 1 November 2021 the Democratic Alliance (DA) obtained a plurality of thirteen seats on the council.

The Stellenbosch Local Municipality council consists of forty-three members elected by mixed-member proportional representation. Twenty-two councillors are elected by first-past-the-post voting in twenty-two wards, while the remaining twenty-one are chosen from party lists so that the total number of party representatives is proportional to the number of votes received. In the 2021 local government elections, the Democratic Alliance (DA) received a majority of twenty-eight seats on the council.

The City of Johannesburg Metropolitan Municipality council consists of 270 city councilors elected by mixed-member proportional representation. The councillors are divided into two kinds: (a) 135 Ward councillors who have been elected by first-past-the-post voting in 135 wards; and (b) 135 councillors elected from party lists.

The City of Tshwane Metropolitan Municipality council consists of 214 members elected by mixed-member proportional representation. 107 are elected by first-past-the-post voting in 107 wards, while the remaining 107 are chosen from party lists so that the total number of party representatives is proportional to the number of votes received. In the election of 1 November 2021, no party won a majority of seats on the council.

The Mangaung Metropolitan Municipality council consists of one hundred and one members elected by mixed-member proportional representation. Fifty-one councillors are elected by first-past-the-post voting in fifty-one wards, while the remaining fifty are chosen from party lists so that the total number of party representatives is proportional to the number of votes received.

The City of Ekurhuleni Metropolitan Municipality council consists of 224 members elected by mixed-member proportional representation. 112 are elected by first-past-the-post voting in 112 wards, while the remaining 112 are chosen from party lists so that the total number of party representatives is proportional to the number of votes received. In the election of 1 November 2021, no party obtained a majority of seats on the council.

The Ray Nkonyeni Local Municipality council consists of seventy-one members elected by mixed-member proportional representation. The Newcastle Local Municipality council consists of sixty-seven members elected by mixed-member proportional representation.
