The Emirates Elite Panel of ICC Referees is composed of former international cricket players who are appointed by the ICC to oversee all Test match, One Day International and Twenty20 International cricket matches in the capacity of Match referee. The referees are ultimately in charge of all international cricket matches, and act as the ICC's representative at the grounds. In addition they are responsible for imposing penalties for infringements of the ICC Code of Conduct, and so being ex-international cricketers they can ensure that the punishments dealt out are just. The referees also form part of the ICC's umpire performance review, submitting reports about the umpires after each match.

Mike Procter was criticised for failing to persuade umpires Darrell Hair and Billy Doctrove to continue with the match, which was awarded to England when Pakistan refused to take the field in protest at being accused of ball tampering. [9]
Jeff Crowe was seen as ultimately responsible for the failure of the five match officials (himself and umpires Bucknor, Dar, Koertzen and Bowden) to adhere to the ICC's playing conditions regarding to the number of overs required before Duckworth-Lewis can determine the outcome of a match.
This resulted in Australia and Sri Lanka having to play out three overs in near darkness, since they had been told they would otherwise have to return and play out the overs the following day. In the aftermath of this fiasco, Crowe apologised on behalf of the playing control team for the error. [10]

In cricket, an umpire is a person who has the authority to make decisions about events on the cricket field according to the Laws of Cricket. Besides making decisions about legality of delivery, appeals for wickets and general conduct of the Game in a legal manner, the umpire also keeps a record of the deliveries and announces the completion of an over.
The International Cricket Council (ICC) is the global governing body of cricket. It was founded as the Imperial Cricket Conference in 1909 by representatives from Australia, England, and South Africa. It was renamed as the International Cricket Conference in 1965 and adopted its current name in 1987. The ICC has its headquarters in Dubai, United Arab Emirates.
Deshabandu Ranjan Senerath Madugalle is a former Sri Lankan cricketer who currently serves as the Chief of the panel of ICC match referees. He was educated at Trinity College, Kandy, and Royal College, Colombo.
The third umpire is an off-field umpire used in some cricket matches, particularly international matches. Their role is to make the final decision in questions referred to them by the two on-field umpires or the players.
Stephen Anthony Bucknor, OJ is a Jamaican former international cricket umpire.
Rudolf Eric Koertzen was a South African international cricket umpire and former cricketer. A cricket enthusiast since his youth, he played league cricket while working as a clerk for South African Railways. He began umpiring in 1981, before becoming a full-time official eleven years later. In an international career spanning 18 years, he officiated in a record 331 matches and is only behind Aleem Dar in officiating as an umpire in most international matches.
Simon James Arthur Taufel is an Australian former cricket umpire who was earlier a member of the ICC Elite umpire panel. He won five consecutive ICC Umpire of the Year awards between 2004 and 2008, and is widely regarded as one of the top 10 the greatest umpire of all time. He announced his retirement from international cricket on 26 September 2012, after the 2012 ICC World Twenty20 final. He subsequently worked as the ICC's Umpire Performance and Training Manager until October 2015. In 2020 he joined the Channel Seven commentary team as an expert commentator for the 2020/21 test series.
Aleem Dar PP is a Pakistani cricket umpire and former first-class cricketer. He has been a member of the Elite Panel of ICC Umpires. Dar won the David Shepherd Trophy three years in a row from 2009 to 2011, after being nominated twice in 2005 and 2006. Aleem Dar, Marais Erasmus, Richard Kettleborough, Kumar Dharmasena and Simon Taufel were the only umpires to have received the award from its inception until 2017. Before becoming an umpire, Dar played first-class cricket as a right-handed batsman and a leg-break bowler for Allied Bank, Gujranwala, Lahore and Pakistan Railways teams.
Ian James Gould is an English former first-class cricketer and a former member of the ICC Elite Panel of cricket umpires. He previously also served as the chairman of English football club Burnham FC. In April 2019, Gould announced that he would retire as an umpire following the 2019 Cricket World Cup. On 6 July 2019, Gould retired from umpiring, after officiating in the World Cup match between India and Sri Lanka. However, he has since umpired in matches in the 2020 Under-19 Cricket World Cup.
Deshabandu Handunnettige Deepthi Priyantha Kumar Dharmasena is a Sri Lankan cricket umpire and former international cricketer. He is a member of the Elite Panel of ICC Umpires and the first person to participate in an ICC Cricket World Cup final both as a player and an umpire. A right-handed batsman and a right-arm off break bowler, Dharmasena was a member of the Sri Lankan side that won the 1996 Cricket World Cup.
Stephen James Davis is a former Australian Test cricket match umpire, from South Australia. He was appointed to the Elite Panel of ICC Umpires in April 2008.
Daryl John Harper, is an Australian former cricket umpire, who was a Test umpire between 1998 and 2011. He was a member of the ICC Elite Panel of Umpires from 2002 until 2011 when the ICC announced that Harper was being stood down at the termination of his contract in July 2011. In June 2011, following criticism from India during the India - West Indies Test series Harper retired from umpiring.
Asad Rauf was a Pakistani umpire and retired first-class cricketer. He was a member of the ICC Elite Umpire Panel from 2006 to 2013. Accused of involvement in match-fixing and spot-fixing of cricket matches, he was found guilty of corruption by the Board of Control for Cricket in India in February 2016 and banned for five years.
Billy Raymond Doctrove is a Dominica former international football referee, but is best known as an international cricket umpire.
Russell Blair Tiffin is a Zimbabwean cricket umpire and former cricketer. He was a member of the ICC International umpire panel from 1995 to 2018 when he retired.
Nigel James Llong is an English cricket umpire and former first-class cricketer. Until June 2020, he was a member of the Elite Panel of ICC Umpires and officiated in international matches - Tests, ODIs and T20Is. Earlier, he had played English domestic cricket during the 1990s with Kent County Cricket Club.
The umpiring panel for the 2007 Cricket World Cup comprised nine umpires from the Elite Panel of ICC Umpires, and nine umpires from the international panel. The refereeing panel comprises seven members from the Elite Panel of ICC Referees, with Clive Lloyd not being included due to his role as West Indies' team manager. Aleem Dar went on to stand as an umpire in his first World Cup final, alongside Steve Bucknor who was appearing in his fifth final in a row - extending his record of four from the 2003 World Cup.
Ruchira Palliyaguruge is a Sri Lankan umpire and a former first-class cricketer. He played for Bloomfield Cricket and Athletic Club, Chilaw Marians Cricket Club, Saracens Sports Club, Nondescripts Cricket Club, Old Cambrian Sports Club. Palliyaguruge bowled right-arm medium pace and batted right-handed. Playing mostly club cricket, he has over 200 first-class wickets to his name and also over 4000 runs in a career that began in 1989/90.
Suzanne Redfern MBE is an English cricket umpire and former cricketer. She played for the England women's team between 1995 and 1999, including at the 1997 World Cup.
Claire Antonia Polosak is an Australian cricket umpire. Polosak is a school teacher by profession. She was one of the four female umpires named by the ICC to stand in matches in the 2017 Women's Cricket World Cup Qualifier.
