Environmental issues in Kolkata refers to the air pollution, water pollution, garbage problems, and other problems of the natural environment prevalent in the city of Kolkata, the capital of the Indian state of West Bengal. It severely affects Kolkata's biophysical environment as well as human health.

Air pollution

According to data released in 2009 by the Scientific and Environmental Research Institute, atmospheric suspended particulate matter (SPM) in Kolkata was 511. This made Kolkata the most polluted metropolitan city in India, followed respectively by Mumbai, Delhi and Chennai. [1] In a 6-years long study completed in 2007, the Chittaranjan National Cancer Institute (CNCI) found that 70% of residents of Kolkata suffer from respiratory diseases, like lung cancer, dyspnea and asthma, caused by air pollution. According to the CNCI study, 18.4 cases of lung cancer per 100,000 people were reported from Kolkata. [2]

According to data collected in 2010 by the Central Pollution Control Board (CPCB), Kolkata, along with Delhi, is among the worst affected Indian cities when it comes to air pollution. Between 2009 and 2011, the highest number of lung cancer cases in India were reported from Kolkata, Delhi and Mumbai. According to a report prepared by the Centre for Science and Environment (CSE), among the number of cancer cases reported between 2009 and 2011, the most frequent cases were of lung cancer with a share of 12%. [3] According to an article published in The Telegraph , Kolkata has been nicknamed the "lung cancer capital of India". In the World Health Organization's (WHO) ranking of cities by air pollution, Kolkata ranks 25th among a total of 1100 cities. [4]

Air pollution is high in Kolkata despite the city's relatively low rates of car ownership, compared to other large Indian cities, [5] and its strong public transport. It may be possible to reduce Kolkata's energy emissions through measures that also save money, such as parking demand management and improved vehicle efficiency standards. [6]

Water Pollution

A 2003 report released by the Federation of Consumer Associations (FCA) found that much of the drinking water in Kolkata was polluted with human waste. According to this report, 87% of reservoirs supplying water to residential buildings were contaminated with human excrement. [7] There were significant traces of faecal matter in 63% of faucets, and 20% of the water samples collected from various city hospitals were also found to be contaminated. The study reported that approximately one-fifth of the deep water wells and hand pumps operated by the Kolkata Municipal Corporation were polluted with human waste. The former director of the All India Institute of Hygiene and Public Health blamed the ongoing water pollution on a leaky sewer system and water pressure abnormalities. [7]

Subsidence

Subsidence is an increasing problem in Kolkata due to "demand of groundwater for drinking, agricultural and industrial purposes [which] has increased due to rapid urbanization, according to a 2022 paper submitted to the Indian Academy of the Sciences.

Kolkata has a Tropical wet-and-dry climate. The annual mean temperature is 26.8 °C (80 °F); monthly mean temperatures range from 15 °C to 30 °C. Summers are hot and humid with temperatures in the low 30's and during dry spells the maximum temperatures often exceed 40 °C (104 °F) during May and June. Winter tends to last for only about two and a half months, with seasonal lows dipping to 9 °C – 11 °C (48.2 °F – 51.8 °F) between December and January. The highest recorded temperature is 43.9 °C (111 °F) and the lowest is 5 °C (41 °F). Often during early summer, dusty squalls followed by spells of thunderstorm and heavy rains lash the city, bringing relief from the humid heat. These thunderstorms are convective in nature, and is locally known as Kal Baisakhi.

The National Environmental Engineering Research Institute (NEERI) in Nagpur was originally established in 1958 as the Central Public Health Engineering Research Institute (CPHERI). It has been described as the "premier and oldest institute in India." It is an institution listed on the Integrated Government Online Directory. It operates under the aegis of the Council of Scientific and Industrial Research (CSIR), based in New Delhi. Indira Gandhi, the Prime Minister of India at the time, renamed the Institute NEERI in 1974.

The air quality index of Delhi is generally Good, Satisfactory and Moderate levels between March and September, and then it drastically deteriorates to Poor, Severe, or Hazardous levels in five months between October and February, due to various factors including stubble burning, burning of effigies during Vijayadashami, bursting of firecrackers burning during Diwali and cold weather. In May 2014 the World Health Organization announced New Delhi as the most polluted city in the world.

The Central Pollution Control Board (CPCB) of India is a statutory organization under the Ministry of Environment, Forest and Climate Change (Mo.E.F.C.C.). It was established in 1974 under the Water Act, 1974. The CPCB is also entrusted with the powers and functions under the Air Act, 1981. It serves as a field formation and also provides technical services to the Ministry of Environment and Forests under the provisions of the Environment (Protection) Act, 1986. It coordinates the activities of the State Pollution Control Boards by providing technical assistance and guidance and also resolves disputes among them. It is the apex organization in country in the field of pollution control, as a technical wing of MoEFCC. Water pollution is a major environmental issue in India. The largest source of water pollution in India is untreated sewage. Other sources of pollution include agricultural runoff and unregulated small-scale industry. Most rivers, lakes and surface water in India are polluted due to industries, untreated sewage and solid wastes. Although the average annual precipitation in India is about 4000 billion cubic metres, only about 1122 billion cubic metres of water resources are available for utilization due to lack of infrastructure. Much of this water is unsafe, because pollution degrades water quality. Water pollution severely limits the amount of water available to Indian consumers, its industry and its agriculture.

A 2013 study on non-smokers has found that Indians have 30% weaker lung function than Europeans.

Toxic hotspots are locations where emissions from specific sources such as water or air pollution may expose local populations to elevated health risks, such as cancer. These emissions contribute to cumulative health risks of emissions from other sources nearby. Urban, highly populated areas around pollutant emitters such as old factories and waste storage sites are often toxic hotspots.

Environmental racism exposes Native Americans, African Americans, Asian Americans, Pacific Islanders, and Hispanic populations to physical health hazards and may negatively impact mental health. It creates disparities in many different spheres of life, such as transportation, housing, and economic opportunity.
