Ezra Suruma (born 11 November 1945), is a Ugandan economist, banker, and academician.

He became the chancellor of Makerere University in January 2016. [1] He formerly served as a senior adviser to the president of Uganda on finance and economic planning, a position he held from 16 February 2009 until 15 January 2016. [2]

Previously, he was a visiting fellow at the Brookings Institution, in Washington, D. C., at the Africa Growth Initiative division of the institution. He was appointed to that position in April 2010. [3]

Background and education

He was born in Kabale District in 1945. He holds a Bachelor of Science in finance from Fordham University in New York City, obtained in 1969. His Master of Arts degree in economics was obtained in 1972, also from Fordham University. His Doctor of Philosophy in economics was obtained in 1976 from the University of Connecticut. He also has a master's degree in computer science and one in international banking. [3]

Career

Before entering government service and the private sector, Suruma was a professor of economics and management at Makerere University and at Florida A&M University. In 1987, he joined the Bank of Uganda, the country's central bank, as the director of research, serving in that capacity until 1990. From 1990 until 1993, he served as the deputy governor of the Bank of Uganda. In 1993, he left that position and joined the Uganda Commercial Bank as the chairman and managing director, serving in that capacity until 1996. [3]

In 2005, he was appointed minister of finance, planning and economic development. [4] He served in that capacity until 16 February 2009, when he was appointed senior presidential adviser on finance and economic planning. [5] The international banking magazine The Banker chose Suruma to receive the "Best Finance Minister of Africa Award" for 2008. [6]

During his time as minister of finance, he was a strong promoter of Uganda's banking industry and was instrumental in the planning and initiation of Uganda's micro finance project that helps small farmers and businesses obtain low interest loans. [7]

Personal details

Suruma is married and has four children, the eldest from his first marriage, and one grandchild. He is also raising the orphaned children of his two younger brothers. He was a shareholder in the National Bank of Commerce (Uganda) (NCBU), and was a director of the bank. [8]

NBCU was a small indigenous commercial bank that was closed by the Bank of Uganda on 27 September 2012. [9] In 2011, Suruma and other investors started UGAFODE Microfinance Limited, a Tier III, deposit-taking microfinance institution, supervised by the Bank of Uganda. [10]

Daudi Migereko was the minister of lands, housing and urban development in the cabinet of Uganda. He was appointed to that position on 27 May 2011. He replaced Omara Atubo, who was dropped from the cabinet. In the cabinet reshuffle of 2016, the president dropped him from this position and replaced him with Betty Amongi. From 16 February 2009 until 27 May 2011, he served as the government's chief whip in the parliament of Uganda. Before that, he was the minister of energy and mineral development in the cabinet. Migereko also represented Butembe County, Jinja District in the parliament from 2006 to 2016, a position he surrendered to Nelson Lufafa who won the seat in the 2016 General Elections.

The Ministry of Finance, Planning and Economic Development (MoFPED) is a cabinet-level government ministry of Uganda. Its mandate is to formulate sound economic and fiscal policies, mobilize resources for the implementation of government programmes, disburse public resources as appropriated by Parliament, and account for their use in accordance with national laws and international best practices. The cabinet minister of finance is Matia Kasaija. MoFPED was created by the 1995 Constitution of Uganda and derives its power from the Constitution and related acts of parliament, including the 2001 Budget Act and the 2003 Public Finance and Accountability Act. Syda Namirembe Bbumba is a Ugandan accountant, politician and banker. She served in the Cabinet of Uganda as Minister of Energy and Minerals from 2002 to 2006, Minister of Gender, Labor and Social Development from 2006 to 2008, Minister of Finance from 2009 to 2011, and Minister of Gender, Labor and Social Development again from 2011 to 2012. She was also the elected Member of Parliament for Nakaseke County North, Nakaseke District She was the Chairperson of the Parliamentary Committee on National Economy and also Chairperson of the Parliamentary Islamic Banking Forum. Gabriel Opio is a Ugandan economist and politician. He was the Minister of Gender, Labor & Social Development in the Cabinet of Uganda from 16 February 2009 to 27 May 2011. Before his service at the Gender Ministry, he served as the State Minister for Higher Education from June 2006 to February 2009.

Bright Kanyontore Rwamirama is a Ugandan politician, Member of Parliament and retired army officer. He is the minister for animal industry in the Ugandan cabinet. Ephraim Kamuntu is a Ugandan management scientist and politician. He is the Minister of Justice and Constitutional Affairs in the Cabinet of Uganda. He was appointed to that position on 14 December 2019. Previously he served as Minister of Water and Environment from August 2012 to June 2016. He is also an ex-officio Member of the Parliament of Uganda because of his Cabinet position.

Wilberforce Kisamba Mugerwa, also Wilberforce Kisamba-Mugerwa, was a Ugandan agricultural economist, politician and academic, who served as the chairman of the Uganda Microfinance Support Center, a government-owned company established in 2001, that manages micro credit programs in Uganda, funded by the African Development Bank, Islamic Development Bank and the Ugandan government. Immediately prior to his last position, for the ten years between 2008 and 2018, he served as the chairman of the National Planning Authority of Uganda.

Andrew Kabeera,, is a Ugandan, businessman and incumbent executive director at PostBank Uganda. He took up his current assignment in July 2020. Immediately before that, he was the chief operating officer at DFCU Bank, another large commercial Bank in Uganda.
