The Fast Action Response (Indonesian: Aksi Cepat Tanggap (ACT)) was an Indonesian non-profit organization that focused on humanitarian work, disaster management, and provided assistance from the emergency phase to the post-disaster recovery phase. The permit for the organization was revoked by the Indonesian government in 2022 due to allegations of misusing the funds from its donors.
The organization took its first action in 1994 in Liwa, West Lampung in response to an earthquake. It was renamed Aksi Cepat Tanggap Foundation on 21 April 2005. [1]
Aside from emergency response activities, ACT also expanded its activities to post-disaster recovery programs, community empowerment and development, as well as spiritual-based programs such as qurban, zakat, and waqf. ACT planned to be at the forefront of "human tragedy events" such as natural disasters, droughts, famines, and wars, and to oppose the oppression of minority groups in various countries. [2]
In 2012, the organization expanded across Indonesia, opening offices across 30 provinces and 100 districts in Indonesia. In the same year, ACT also claimed to have established a presence in 22 other countries. [3]
During the 2013 Egyptian coup d'état, ACT sent three of its volunteers to Cairo to provide medical assistance. [4] In the same year, ACT also provided assistance for Rohingya Muslims in Myanmar, claiming that Muslims in Myanmar have to practice their religion in secret. [5]
In 2014, ACT sent four of its volunteers, along with actress Peggy Sukmana, to assist Palestinians in the Gaza Strip. [6] [7] ACT sent food, medical supplies, generators, and fuel for the Palestinians. [8]
In 2017, ACT sent thousands of tonnes of rice to Somalis that were affected by famines, along with Muslim Rohingya refugees that were residing in Bangladesh. ACT claimed that Donald Trump's commentary about recognizing Jerusalem as the capital city of Israel has increased fear, but it also resulted in more Indonesians donating to the organization. [9]
In 2018, ACT sent 2,000 tonnes of rice to Palestine. ACT stated that the shipment is proof that Indonesia is a rich country, and more than capable to send more than just "nasi bungkus" to its friends. [10] [11] A similar program was also conducted in 2019. [12]
In 2019, ACT continued its support for the Palestinians, providing clean water and medical assistance for Palestinians that were protesting for their independence. ACT supported the right of independence for the Palestinians, and promised that support from Indonesians will not subside. [13] ACT stated that their assistance was also focused on Palestinians that were affected by airstrikes committed by the Israeli Air Force. [14]
In 2020, ACT sent 1,000 tons of logistics[ clarification needed ] to Indonesians and Indonesian Armed Forces in Natuna Islands, as a response to Chinese fishing vessels entering the Indonesia Zone of Economic Exclusivity multiple times in the South China Sea. [15]
In 2021, an ambulance in the Gaza Strip was seen with the ACT logo in it. ACT stated that it had provided the ambulance, with assistance from the city government of Padang. [16] The chairman of ACT, Ahyudin, claimed that Israeli soldiers have entered Palestinian homes and buildings. Ahyudin reiterated the need to take back the land of Palestine from Israeli occupation. [17]
In 2019, ACT, along with e-commerce company Bukalapak, was accused of using donations to fund ISIS and Hizb ut-Tahrir in Syria. ACT and Bukalapak denied the accusation, claiming that the funds given to Syria were only given to refugees and other victims, and no funds were given to the Syrian government or other terrorist organizations. In 2020, Hindustan Times reported that Indian security agencies have red-flagged ACT, as ACT had links to Falah-e-Insaniyat Foundation (FIF), the charity wing of the Pakistan-based Lashkar-e-Taiba (LeT) terrorist organization. It was raising funds for the Delhi riots. ACT denied the claim, and stated that they were only conducting humanitarian programs. [20]
In July 2022, a report by Indonesian magazine Tempo claimed that ACT had committed massive financial mismanagement concerning donations. [21] The report alleged that the leaders of ACT received very high salaries, with Rp. 250 million for the chairman, Rp. 150 million for the Senior Vice Presidents, Rp. 80 million for the Vice Presidents, Rp. 50 million for the executive directors, and Rp. 30 million for its directors. [22] The report also claimed that the leadership of the organization received luxury cars. [21] ACT claimed that the report was incorrect, as the salary numbers were temporary, but ACT agreed the numbers were correct for 2021. [23] ACT also claimed that external auditors have found no wrongdoing in their organization. [21]
Indonesian Financial Transaction Reports and Analysis Centre (INTRAC) stated that donations given to ACT was not being used for charity purposes, but instead being used for businesses owned by leaders of ACT. INTRAC also stated that the leaders of ACT received personal profit for the use of the donation funds. [24] [25] INTRAC also found that one of the recipients of the fund was affiliated with Al-Qaeda, and the recipient had been arrested in Turkey. [25] Indonesian National Police counter-terrorism squad Densus 88 has stated that they will investigate the connection between ACT and Al-Qaeda.[ needs update ] [26] ACT claimed that they did not have any knowledge about the money transfer to the Al-Qaeda affiliated person. [27] On 6 July 2022, INTRAC suspended 60 bank accounts related to ACT. [28]
INTRAC also pointed out that there are multiple transactions to countries that have a history of funding terrorism such as Turkey, Bosnia, Albania, and India. [29]
On 7 July 2022, the Ministry of Social Affairs of Indonesia revoked the permit for ACT after the organization was suspected to violate the laws on donation. [30]
Relations between Indonesia and Palestine have been very close and friendly. Indonesia has refused to recognize the State of Israel until a peace agreement is reached between Israel and the State of Palestine. Indonesia has strongly stood up for the rights and freedoms of the Palestinians and has supported the struggles of the Palestinians.
Muhammad Rizieq bin Hussein Shihab is an Indonesian Islamist cleric, the founder and leader of the Islamist group Islamic Defenders Front, which was banned by the government in December 2020. Facing criminal charges in Indonesia, he lived in Riyadh, Saudi Arabia from 2017 to November 2020. Following his return to Indonesia, he was arrested in late 2020, accused of criminal incitement for holding crowded events that violated the COVID-19 pandemic regulations.
The South Sumatra Light Rail Transit, colloquially known as LRT Palembang or Palembang LRT, is an operational light rail transit system in Palembang, South Sumatra, Indonesia which connects Sultan Mahmud Badaruddin II International Airport and Jakabaring Sport City. It is the first practical modern light rail system to operate in Indonesia.
The Indonesian Financial Transaction Reports and Analysis Center or INTRAC or PPATK is a government agency of Indonesia, responsible on financial intelligence. The agency is formed in 2002 to counter suspected money laundering and provide information on terrorist financing.
On 5 August 2018, a destructive and shallow earthquake measuring Mw 6.9 struck the island of Lombok, Indonesia. It was the main shock following its foreshock, a nearby Mw 6.4 earthquake on 29 July. It was followed by a nearby 6.9 earthquake on 19 August 2018.
On 11 October 2018, an earthquake struck off the coast of East Java, Indonesia, with the epicentre located off the coast of Situbondo Regency. The earthquake, which struck at dawn, killing four people in addition to destroying or damaging hundreds of houses, mostly on the small island of Sapudi.
The 2018 Sunda strait tsunami occurred on 22 December 2018 at around 21:38 local time after large parts of the southwestern side of Anak Krakatoa collapsed onto its caldera. The landslide spawned a massive tsunami wave that struck multiple coastal regions in Banten and Lampung, including the popular tourist destination of Anyer.
On 22 January 2019, floods caused by heavy rainfall struck the Indonesian province of South Sulawesi. At least 68 people were killed and thousands were displaced. Gowa Regency was particularly hard-hit, experiencing the majority of the fatalities.
The 2019 North Maluku earthquake, a shallow 7.2 magnitude earthquake, struck the island of Halmahera, North Maluku, Indonesia on 14 July 2019 at 18:10 local time with its epicentre located at South Halmahera. It struck at a shallow depth of 10 km (6.2 mi) near Labuha, a small port town located in Bacan Island. The earthquake produced a non-destructive 20 cm tsunami, which struck Labuha just minutes after the shaking started. 14 people were killed by the earthquake while 129 people were injured, and more than 50,000 people were displaced. The earthquake inflicted a total damage of Rp 238 billion.
On 26 September 2019, a strong magnitude 6.5 earthquake struck Seram Island in Maluku, Indonesia, near the provincial capital of Ambon. The earthquake struck at 07:46:44 Eastern Indonesia Time with a shallow depth of 18 km. The tremor could be felt throughout the island, with an intensity of very strong (VII) reportedly felt in the provincial capital of Ambon.
The Indonesia omnibus law protests were a series of demonstrations and civil disorder against Indonesia's Omnibus Law on Job Creation which was passed on 5 October 2020 as well as President Joko Widodo. Demonstrations had begun on 13 January 2020 while the then-bill, claimed by the government as vital to boosting the country's manufacturing industry and foreign investment, was still being drafted. Protesters were concerned with the law's impact on the protection of the environment and working conditions.
The Teluk Bintuni class, Indonesian designation AT-117M is a class of tank landing ships that is being built indigenously for the Indonesian Navy by various Indonesian local shipyards. It was announced that the Indonesian Navy intends to acquire a total of twelve vessels of the same class with some modifications from the lead ship to improve ship's capability.
The Decree on Islamic Defenders Front or Joint Decree 220-4780/2020, M.HH-14.HH.05.05/2020, 690/2020, 264/2020, KB/3/XII/2020, 320/2020 is a decree enacted by six ministries and departments in Indonesia to prohibit any activity related to the Islamic Defenders Front (FPI) and the use of its related symbols. The decree was enacted on 30 December 2020, and is currently in force. The decree was read by Deputy Minister of Human Rights and Law, Eddy Hiariej. The Indonesian government argues that the Islamic Defenders Front and its members violated the law and accuse its members of links to terrorists, justifying the ban. The decree prohibits any association with Islamic Defender Fronts and justifies the arrest of anyone involved in its activities or carrying any symbols related to it. The ministers of the Ministries of Home Affairs, Law and Human Rights, Communication and Information Technology, the Attorney General, the Chief of the National Police, and the National Counter Terrorism Agency signed the law.
An earthquake struck Majene Regency in the province of West Sulawesi, on the Indonesian island of Sulawesi on 15 January 2021, at 02:28 WITA, with a moment magnitude of 6.2. This earthquake was felt as far away as Makassar, the capital of South Sulawesi, and Palu in Central Sulawesi. Strong shaking was reported in Majene and the provincial capital Mamuju for at least 5–7 seconds. It was preceded by a foreshock measuring 5.7 magnitude a few hours earlier.
The Ummah Party is a political party of Indonesia. The party formation was announced on 1 October 2020 and declared on 29 April 2021.
Super Air Jet is an Indonesian airline headquartered in Jakarta and based at Soekarno–Hatta International Airport. The airline was founded in March 2021 and commenced operations on August 6, 2021.
A series of severe floods affected the province of Central Kalimantan, Indonesia on early September 2021. The floods have affected 11 regencies and cities in the province, and as of 10 September six have declared a state of emergency. The Central Kalimantan government also declared a 15-day state of emergency starting on 8 September. Katingan Regency has been particularly affected by the floods.
The 2022 Indonesian student protests, also known as the 11 April demonstrations, were a series of protests led mostly by students throughout Indonesia. They were triggered by rumours regarding a delay of the 2024 election and proposals of amending the Constitution to allow President Joko Widodo to have a third term. They drew attention to food prices and the rising price of cooking oil in Indonesia. They were conducted mostly by university and college students in major cities across the country, and much of the organizing was done by the All-Indonesia Students Executive Alliance (BEM-SI).
On 21 November 2022, at 13:21 WIB (UTC+07:00), a Mww 5.6 earthquake struck near Cianjur in West Java, Indonesia. Between 335 and 635 people died, 7,729 were injured and 5 remain missing. More than 62,628 homes were damaged across 16 districts in Cianjur Regency and the surrounding region. The earthquake was strongly felt in Jakarta. It is the deadliest earthquake to hit Indonesia since the 2018 Sulawesi earthquake. Damage evaluated after the event earned it a maximum Modified Mercalli intensity of VIII (Severe).
On 7 December 2022, at around 8:20 AM Western Indonesia Time (UTC+7), a suicide bombing incident occurred at an Indonesian National Police station in Astana Anyar District, Bandung, West Java. The attacker and one police officer were killed by the explosion, while 11 people were injured including 3 police officers.
