The Federal Ministry of Agriculture and Rural Development is a Ministry of the Federal Government of Nigeria that has the mandate to ensure food security in crop, livestock and fisheries, stimulate agricultural employment and services, promote the production and supply of raw materials to Agro-allied industries, provide markets for the products of the industrial sector, generate foreign exchange and aid rural Socio-economic development throughout Nigeria. [1] Mohammad Mahmood Abubakar is the current Minister of Agriculture and Rural Development. [2] [3] Abubakar replaced Sabo Nanono and took charge of the affairs of the Ministry of Agriculture and Rural Development in September 2021, after he was redeployed from the Federal Ministry of Environment by President Muhammadu Buhari. History


The Federal Ministry of Agriculture and Natural Resources was created in the year 1966, it has passed through a serial modification of appellations to suit the prevailing climes of mergers and demergers with related sectors. [5]

The Federal Ministry of Agriculture emerged in 1967 along with the creation of 12 States from 4 Regions in Nigeria post Independence [6] . [7] Each State has its own Ministry of Agriculture and Natural Resources.For example Ebonyi State has its own. [8] In April 2010 when Goodluck Jonathan appointed Sheikh Ahmed Abdullah the Ministry of Water Resources became separate from the Ministry of Agriculture and Rural. [9] The ministry was previously headed by Adamu Bello, Abba Sayyadi Ruma [10] and Sheikh Ahmed Abdullah. [11]

Akinwumi Adesina was appointed Federal Minister of Agriculture and Rural Development by President Goodluck Jonathan in June 2011. He was succeeded by Audu Innocent Ogbeh who was appointed by President Muhammadu Buhari in 2015. [12] Audu was not retained by President Buhari for his second term and was replaced by Sabo Nanono in 2019. [13] Mustapha Baba Shehuri is the current Minister of State while Ernest Afolabi Umakhihe is the current permanent secretary for the Federal Ministry of Agriculture and Rural Development. [14]

Responsibilities

The ministry is responsible for various roles involving national goals of rural development, food security, rural income growth and job creation. [15] The ministry fulfills its responsibilities through its departments and parastatals. It also supervises and provides funding for research institutes such as the National Root Crops Research Institute, National Animal Production Research Institute (NAPRI), National Veterinary Research Institute (NVRI) the Rubber Research Institute of Nigeria (RRIN) and Colleges of Agriculture and Forestry among others. The Rubber Research Institute of Nigeria (RRIN) is situated in IYANOMO VILLAGE, off Benin/Sapele Highway, Benin City, Edo State. [16]

Abba Sayyadi Ruma was appointed Federal Minister of Agriculture and Water Resources in Nigeria by President Umaru Yar'Adua on 26 July 2007. He left office in March 2010 when acting president Goodluck Jonathan dissolved his cabinet.

Shettima Mustafa was a Nigerian academic and politician. After an early career in medicine, local administration, and media, Mustafa studied agriculture at university, eventually earning a Doctor of Philosophy degree. He became a commissioner in Borno State and joined the Nigerian People's Party, becoming their vice-presidential candidate in 1983. He was jailed after the military coup of December 1983 led by Muhammadu Buhari. After his release in 1985 he taught agriculture at the University of Maiduguri and became head of the Jos region of the Federal Ministry of Agriculture. Mustafa served as Minister of Agriculture from 1990 to 1992, and in 2007 was appointed Minister of Defence in the cabinet of President Umaru Yar'Adua. In 2008 he became Minister of the Interior but left office with the 2010 dissolution of the cabinet.

Alhaji Abdu Dawakin Tofa was a Nigerian politician who served as Governor of Kano between May 1983 and October 1983 during the Second Nigerian Republic. Prior to his governorship, he also served as the deputy to the preceding Governor of Kano, Muhammadu Abubakar Rimi, who held office from 1979 to 1983.
