From 1981-95, Loy was president of the German Marshall Fund of the United States, an American institution whose original capital was a gift from the German government as memorial to the Marshall Plan. [7] It concentrated exclusively on issues affecting both Europe and the U.S., particularly in the fields of economics, politics and the environment.

Following the fall of the Berlin Wall, GMF concentrated the bulk of its resources on promoting democratic institutions (such as an independent press, a functioning legislature, effective political parties, an independent judiciary, a civil society of non-governmental institutions, etc.) in former Soviet-bloc Eastern European countries.

He served in 1994 as Chair of the Conference of Parties of the Convention on International Trade in Endangered Species (CITIES), in which over 1,000 delegates from more than 120 countries and over 500 observers participated. In 1996, Loy was a Visiting Lecturer at the Yale Law School, teaching a course in international environmental law and policy. [4]

Loy chairs numerous boards of directors of non-profit organizations, particularly in the field of environment, climate change and family planning, including Population Services International (PSI), ecoAmerica, and the Round Table on Environmental Medicine and Health of the National Academy of Medicine. He serves on numerous boards he has chaired in the past, including the Environmental Defense Fund (on whose board he has served since 1981), [8] Resources For The Future, and The Washington Ballet.

His prior boards include The Foundation for A Civil Society (chair), which promoted democratic development in Central and Eastern Europe; the Budapest-based Regional Environmental Center for Central and Eastern Europe, to which he was appointed in 1990 by President George H. W. Bush, the League of Conservation Voters, and the Foundation for a Civil Society, which has conducted programs promoting democratic institutions in Central and Eastern Europe, particularly Czechia and Slovakia. [4] Loy was a founding board member of the Climate Speakers Network, which was subsequently absorbed into the Climate Reality Project. [9]

He has also taught courses with Harvard Extension School and Harvard Summer School, and been a fellow at Harvard University's John F. Kennedy School of Government, Brown University's Transatlantic Academy, UMASS, and UNH London Program. VanDeveer has authored and co-authored over 90 articles, book chapters, reports and six co-edited books on his specialties. The Foreign Affairs Policy Board is an advisory board that provides independent advice and opinion to the Secretary of State, the Deputy Secretary of State, and the Director of Policy Planning on matters concerning U.S. foreign policy. The Board reviews and assesses global threats and opportunities, trends that implicate core national security interests, tools and capacities of the civilian foreign affairs agencies, and priorities and strategic frameworks for U.S. foreign policy. The Board meets in a plenary session several times a year at the U.S. Department of State in the Harry S. Truman Building.

Karen Erika Donfried is an American foreign policy expert who previously served as the assistant secretary of state for European and Eurasian affairs. The State Department announced in March 2023 that Donfried will be stepping down from her post at the end of the month. She also served as president of the German Marshall Fund from April 2014 to September 2021.
