Girish Chandra Murmu (born 21 November 1959) is the 14th Comptroller and Auditor General of India [1] and the external auditor of the Inter-Parliamentary Union. [2] He is also the chairman of the United Nations Panel of External Auditors and the Asian Organization of Supreme Audit Institutions. He is currently the external auditor of the WHO (2020-2023),succeeding the Auditor General of the Philippines. [3] [4] He was the Inaugural Lieutenant Governor of the Union Territory of Jammu and Kashmir till 6 August 2020. [5] [6] He is a retired 1985 batch IAS officer of Gujarat cadre and was principal secretary to Narendra Modi during his tenure as the Chief Minister of Gujarat. [7]
G.C. Murmu was born on 21 November 1959 in Betnoti village of Mayurbhanj district in Odisha in a Santal family. [8] He holds a Master of Arts degree in Political Science from Utkal University. He also holds an MBA degree from University of Birmingham. He is the eldest among eight siblings,six brothers and two sisters. One of his brothers,Shirish Chandra Murmu is working as an Executive Director at the Reserve Bank of India as of 2022. [9] [10]
In 2001,when Narendra Modi became chief minister of Gujarat,Murmu was the Relief Commissioner. Shortly afterwards he became Commissioner,Mines and Minerals and thereafter Managing Director,Gujarat Maritime Board. [11]
Murmu's career took off in 2004 when he was made joint secretary of the Gujarat Home Department,which was headed by Amit Shah and directly supervised by Narendra Modi. He was given the task of handling the 2002 Gujarat riots cases. when Amit Shah was in jail,Murmu prepared his case papers.[ citation needed ]
On 31 October 2019,Murmu took charge as the 1st Lieutenant Governor of Jammu and Kashmir after the formation of the new Union territory of Jammu and Kashmir under the Jammu and Kashmir Reorganisation Act,2019. He succeeded Governor of Jammu and Kashmir Satya Pal Malik,to become the 1st Lieutenant Governor of Jammu and Kashmir. [12] Chief Justice of Jammu and Kashmir High Court Gita Mittal administered the oath of office at a function at Raj Bhavan. [13] On 5 August 2020,he resigned from his position. [14]
On 8 August 2020,he was appointed as the Comptroller and Auditor General of India and will be in office till 20 November 2024. [15]
Narendra Damodardas Modi is an Indian politician serving as the current Prime Minister of India since 26 May 2014. Modi was the chief minister of Gujarat from 2001 to 2014 and is the Member of Parliament (MP) for Varanasi. The Comptroller and Auditor General of India is the supreme audit institution of India,established under Article 148 of the Constitution of India. They are empowered to audit all receipts and expenditure of the Government of India and the State Governments,including those of autonomous bodies and corporations substantially financed by the government. The CAG is also the statutory auditor of Government-owned corporations and conducts supplementary audit of government companies in which the government has an equity share of at least 51 percent or subsidiary companies of existing government companies. The CAG is also the statutory auditor of the Lokpal.
Article 370 of the Indian constitution gave special status to Jammu and Kashmir,a region located in the northern part of the Indian subcontinent and part of the larger region of Kashmir which has been the subject of a dispute between India,Pakistan and China since 1947. Jammu and Kashmir was administered by India as a state from 17 November 1952 to 31 October 2019,and Article 370 conferred on it the power to have a separate constitution,a state flag,and autonomy of internal administration.
Girish Chandra 'Gary' Saxena was a governor of Jammu and Kashmir state in India. Born in Agra in 1928,he joined the Indian Police Service (IPS) and held many positions in police and retired as Director of the Research and Analysis Wing,India's external intelligence agency. He took over as the head of the State on 2 May 1998 for the second time. Earlier,he held the office of the Governor J&K from 26 May 1990 to 13 March 1993.
Manoj Sinha is an Indian politician serving as the 2nd and the current Lieutenant Governor of Jammu and Kashmir. He served as the Minister of State for Communications and Minister of State for Railways in the Government of India. Sinha was elected as Member of Parliament in the Lok Sabha,representing Ghazipur for three terms from the Bharatiya Janata Party. Sinha was in the race for the post of UP Chief Minister after 2017 Uttar Pradesh Legislative Assembly election.
Sardar Farooq Khan is an Indian politician and former police officer who served with the Indian Police Service (IPS). He retired in 2013 as Inspector General of Police (IGP),Jammu and head of the Sher-I-Kashmir Police Academy at Udhampur. Khan is known for the creation of the Jammu and Kashmir Police (JKP) Special Task Force (STF) as well as being its first head in 1995;STF would later go on to be renamed as the Special Operations Group (SOG).
Amit Anil Chandra Shah is an Indian politician who is currently serving as the 32nd Minister of Home Affairs since May 2019 and the first Minister of Co-operation since July 2021. He is also the Member of Parliament (MP) for Gandhinagar. He served as the 10th President of the Bharatiya Janata Party (BJP) from 2014 to 2020. He has also served as chairman of the National Democratic Alliance (NDA) since 2014. He had been elected as a member of the upper house of Parliament,Rajya Sabha,from Gujarat from 2017 to 2019.

Satya Pal Malik is an Indian politician. Malik served as the 10th and last Governor of the erstwhile state of Jammu and Kashmir,from August 2018 to October 2019,and it was during his tenure that revocation of the special status of Jammu and Kashmir was taken on 5 August 2019. Later,he moved to Goa,becoming 18th governor,and also served as the 21st Governor of Meghalaya until October 2022.
Nazir Ahmad Laway is an Indian politician.He lost his election by only few votes to Yusuf Tairgami(CPI).After that he was elected Member of parliament.His term of Member of Parliament,Rajya Sabha representing the state of Jammu &Kashmir in Rajya Sabha ended on 15 February 2021. On 1 November,he was expelled through an anonymous press release from J&KPDP for anti-party activities as he attended the swearing-in ceremony of first Lt. Governor of Jammu and Kashmir,Girish Chandra Murmu. He strongly opposed the move of Central Government in Parliament when Article 370 &35 A were abrogated on 5 November 2019. He joined Jammu and Kashmir People's Conference party after being expelled from Jammu and Kashmir Peoples Democratic Party
The Jammu and Kashmir Reorganisation Act,2019 is an act of the parliament of India containing provisions to reconstitute the Indian-administered state of Jammu and Kashmir into two Indian-administered union territories (UTs) called Jammu and Kashmir,and Ladakh,and becoming effective on 31 October 2019. A bill for the act was introduced by the Minister of Home Affairs,Amit Shah,in the Rajya Sabha on 5 August 2019 and was passed on the same day. It was then passed by the Lok Sabha on 6 August 2019 and it received the president's assent on 9 August 2019.

The Administration of Union Territory of Ladakh(sic) is the governing authority of the Indian union territory of Ladakh and its two districts. The Administration is led by a Lieutenant Governor appointed by the President of India who acts on behalf of the central Government of India. Ladakh does not have an elected legislative assembly. The two districts of Ladakh both elect their own autonomous district council-the Leh Autonomous Hill development council and the Kargil Autonomous Hill development Council,which have competence over a range of domestic affairs.
Rajiv Rai Bhatnagar is a retired Indian Police Service-1983 batch officer of the Uttar Pradesh cadre. Served in different capacities in the various state and central law enforcement organisations,Bhatnagar received the President's Police Medal for Distinguished Service on 15 August 2007. He served as the Director General of the Central Reserve Police Force (CRPF) in his last tenure of service till his retirement on 31 December 2019. He was appointed an advisor to the Lieutenant Governor of Jammu and Kashmir G. C. Murmu by the Government of India in January 2020.

Kewal Kumar Sharma is a 1983-batch retired Indian Administrative Service (IAS) officer of Arunachal Pradesh,Goa,Mizoram and Union Territories (AGMUT) cadre. In November 2018,he was appointed as advisor to the governor of Jammu and Kashmir,Satya Pal Malik. Following the creation of the union territory of Jammu and Kashmir,he was appointed advisor to lieutenant governors Girish Chandra Murmu and Manoj Sinha. In February 2020,he was appointed as the chairperson of the JK Board of Technical Education. On October 30,2020 he resigned as advisor to the lieutenant governor and was appointed election commissioner of the union territory. Sharma has also served as advisor to the administrator od Chandigarh,chief secretary of Goa and Delhi after which he moved to the Union HRD Ministry where he served as Secretary Higher Education,Govt. of India.
Baseer Ahmad Khan is a Jammu and Kashmir Administrative Service officer and inducted to Indian Administrative Service (IAS) in 2000. On the 15th March 2020,he was appointed as an Advisor to Lieutenant Governor of Jammu and Kashmir G. C. Murmu in 2020 and Continued to Manoj Sinha. Before advisor he served as a Divisional Commissioner (Kashmir).
