Henry J. Hendrix (born 1966) is a retired United States Navy captain. He has served as an American defense analyst, an official historian and curator of the Navy and an author. [1] His written work has focused on the composition of the United States Navy force, the structure of the Navy, the role of the aircraft carrier in modern strategic environments and the structure of the carrier air wing. He also publicly supported U.S. President Donald Trump's plan to build a 350-ship Navy.
Hendrix served as a senior military assistant to Andrew Marshall, and has been named as a possible candidate for the offices of Undersecretary of the Navy and director of the United States Department of Defense Office of Net Assessment. [2]
After Hendrix graduated from Purdue University in 1988 with a bachelor's degree in political science, he earned a master's degrees in national security affairs from the Naval Postgraduate School and history from Harvard University. He later earned a PhD in war studies from King's College. [3]
Hendrix joined the United States Navy in 1988 as a commissioned officer. A year later, he completed flight training to become a naval flight officer and was stationed with VP-10 (Patrol Squadron 10), which was deployed to the Mediterranean, Red Sea, North Atlantic, and Caribbean. In 1994, he joined the USS Theodore Roosevelt as a tactical action officer and was deployed to the Mediterranean and Persian Gulf. In 1997 Hendrix served as Fleet Training Officer for VP-30 (Patrol Squadron 30), where he supervised the Aircraft Improvement Program. He then took command of Tactical Air Control Squadron 11 and was deployed again to the Gulf. [4]
As a staff officer, Hendrix worked on the Chief of Naval Operations executive panel on homeland defense, naval aviation, and naval missile defense. He also served as the Executive Secretary for the Irregular Warfare Quadrennial Defense Review at the Office of the Undersecretary of Defense for Policy. He worked as an assistant to Andrew Marshall in the Office of Net Assessment, advising on future developments in military technology, He was later named director of the Secretary of the Navy's advisory panel. At the time of his retirement in 2014, Hendrix was the director of the Naval History and Heritage Command and the official curator of the Navy, responsible for the Navy's museums, arts and artifact collections, document archives and for collecting U.S. Naval history worldwide. [6]
After retirement from the Navy, Hendrix worked at the Center for a New American Security, where he was a senior fellow and director of the defense program. He testified before the United States Senate Armed Services Subcommittee on Seapower about strategies for achieving U.S. President Donald Trump's plan for a 350-ship Navy. [7]
He is currently the vice president of the Telemus Group, a security consultancy specializing in defense forecasting, wargaming and qualitative analysis. [8]
Hendrix's career as an officer and Navy historian positioned him to become a military thought leader and analyst, contributing to publications and media outlets including the National Review, Foreign Policy, the National Interest, Fox News, the New York Observer, the Japan Times, Politico, as well as a number of national defense websites. [9] He collaborated with Robert C. O'Brien, who served as a United States National Security Advisor, on a foreign policy article analyzing how President Trump's goal for restoring the U.S. Navy ship force could be achieved. [10] In 2018 he co-authored an essay with Senator Roger Wicker examining the central role of naval forces in U.S. foreign policy. [11]
In 2020 Hendrix published a short treatise on naval strategy “To Provide and Maintain a Navy: Why Naval Primacy is America’s First, Best Strategy” [12] that made historical as well as philosophical arguments for growing the American fleet and changing its internal force mix. The book was positively received by several profession journals and was named “book of the quarter” by the Naval Review. [13]
Dr. Hendrix consistently advocates for a "high-low" naval procurement policy that balances high-tech capabilities with lower cost, lower maintenance ships, aircraft, and weapons systems to ensure the military can respond to different grades of threats. [14]
In the past he has taken a critical position on aircraft carriers due to what he sees as a high expense and questionable survivability in modern strategic environments. [15] [16] He proposes modifying the structure of the carrier air wing to include more unmanned aerial vehicles, which he believes essential to countering modern threats. [17]
Hendrix is known for supporting an increase in the number and capabilities of strategic bombers under the theory that a large and effective fleet of bombers has historically reduced the total length of wars, can force rivals to invest in air defenses and can also act as a powerful deterrent. [18]
His support for this policy is in part derived from his work on Theodore Roosevelt's use of naval power as a tool for diplomacy, which points to the conclusion that Roosevelt's naval strategy laid the foundation for establishing the United States as a great world power. [19] He is a proponent of Roosevelt's Big Stick diplomacy, and views a larger Navy and strategic bombers as the means to carry on this tradition in the 21st century, and thus maintain the United States' status as a dominant superpower.

The Nimitz class is a class of ten nuclear-powered aircraft carriers in service with the United States Navy. The lead ship of the class is named after World War II United States Pacific Fleet commander Fleet Admiral Chester W. Nimitz, who was the last living U.S. Navy officer to hold the rank. With an overall length of 1,092 ft (333 m) and full-load displacement of over 100,000 long tons (100,000 t), the Nimitz-class ships were the largest warships built and in service until USS Gerald R. Ford entered the fleet in 2017.

USS Theodore Roosevelt (CVN-71) is the fourth Nimitz-class, nuclear-powered, aircraft carrier in the United States Navy. She is named in honor of Theodore Roosevelt, the 26th President of the United States and a proponent of naval power. She is the fourth ship named in honor of Theodore Roosevelt, three bearing his full name and a fourth with just his last name. Another three U.S. Navy ships have "Roosevelt" in their names in honor of members of the Roosevelt family. This carrier's radio call sign is "Rough Rider", the nickname of President Roosevelt's volunteer cavalry unit during the Spanish–American War. She was launched in 1984, and saw her first action during Operation Desert Storm in 1991.
John Francis Lehman Jr. is an American private equity investor and writer who served as Secretary of the Navy (1981–1987) in the Ronald Reagan administration where he promoted the creation of a 600-ship Navy. From 2003 to 2004 he was a member of the 9/11 Commission.
The "Revolt of the Admirals" was a policy and funding dispute within the United States government during the Cold War in 1949, involving a number of retired and active-duty United States Navy admirals. These included serving officers Admiral Louis E. Denfeld, Chief of Naval Operations, and Vice Admiral Gerald F. Bogan, as well as Fleet Admirals Chester Nimitz and William Halsey, senior officers in World War II.
The 600-ship Navy was a strategic plan of the United States Navy during the 1980s to rebuild its fleet after cutbacks that followed the end of the Vietnam War. The plan, which originated with Republican leaders, was an important campaign plank of Ronald Reagan in the 1980 presidential election, who advocated a larger military and strategic confrontation with the Soviet Union.
John Brewster Hattendorf, D.Phil., D.Litt., L.H.D., FRHistS, FSNR, is an American naval historian. He is the author, co-author, editor, or co-editor of more than fifty books, mainly on British and American maritime history and naval warfare. In 2005, the U.S. Naval Institute Proceedings described him as "one of the most widely known and well-respected naval historians in the world." In reference to his work on the history of naval strategy, an academic in Britain termed him the "doyen of US naval educators." A Dutch scholar went further to say that Hattendorf "may rightly be called one of the most influential maritime historians in the world." From 1984 to 2016, he was the Ernest J. King Professor of Maritime History at the United States Naval War College in Newport, Rhode Island. He has called maritime history "a subject that touches on both the greatest moments of the human spirit as well as on the worst, including war." In 2011, the Naval War College announced the establishment of the Hattendorf Prize for Distinguished Original Research in Maritime History, named for him. The 2014 Oxford Naval Conference - "Strategy and the Sea" - celebrated his distinguished career on April 10–12, 2014. The proceedings of the conference were published as a festschrift. In March 2016, Hattendorf received the higher doctorate of Doctor of Letters (D.Litt.) from the University of Oxford. Among the few Americans to have received such designation, Hattendorf remained actively engaged on the Naval War College campus after his formal retirement in 2016.
Patrick Michael Walsh is a former United States Navy four-star admiral who last served as the 59th Commander of the U.S. Pacific Fleet from September 25, 2009 to January 20, 2012. He served as the 35th Vice Chief of Naval Operations from April 5, 2007 to August 13, 2009, and as Commander of the U.S. Naval Forces Central Command and Commander, U.S. 5th Fleet from October 2005 to February 27, 2007. He retired from the Navy with over 34 years of service.
James George Stavridis is a retired United States Navy admiral, currently Vice Chair, Global Affairs and Managing Director of the global investment firm the Carlyle Group, and Chair of the Board of Trustees of the Rockefeller Foundation. Stavridis serves as the chief international diplomacy and national security analyst for NBC News in New York. He is also Chair Emeritus of the Board of Directors of the United States Naval Institute and a senior fellow at the Johns Hopkins University Applied Physics Laboratory. He is an associate fellow of the Geneva Centre for Security Policy and a member of the Inter-American Dialogue.
Admiral Gregory Gordon Johnson is a retired United States Navy admiral and former commander of United States Naval Forces Europe and Allied Forces Southern Europe.
Carrier Strike Group 2 is a U.S. Navy carrier strike group, tracing its history originally to 1931. The aircraft carrier USS Dwight D. Eisenhower is the strike group's current flagship. As of Aug 2020, other units assigned to Carrier Strike Group 2 included the nine squadrons of Carrier Air Wing Three; the Ticonderoga-class cruiserUSS Philippine Sea (CG-58); USS Monterey (CG-61),; USS Vella Gulf (CG-72) and the Arleigh Burke-class destroyers USS Mitscher (DDG-57), USS Laboon, USS Mahan (DDG-72), and USS Thomas Hudner (DDG-116) from Destroyer Squadron 22.

John Allen Williams, also known as Jay Williams, is a professor emeritus of political science at Loyola University Chicago and is the former chair and president of the Inter-University Seminar on Armed Forces and Society (2003–2013). He serves on the editorial board of the National Strategy Forum in Chicago, is editor of the National Strategy Forum Review, and is on the board of directors for the Pritzker Military Museum & Library.
Carrier Strike Group Twelve is one of four U.S. Navy carrier strike groups currently assigned to the United States Fleet Forces Command. Carrier strike groups gain and maintain sea control as well as project naval airpower ashore.
Philip Scot Davidson is a retired four-star admiral in the United States Navy who last served as the 25th commander of United States Indo-Pacific Command from May 30, 2018 to April 30, 2021. He previously served as the commander of United States Fleet Forces Command and United States Naval Forces Northern Command from 2014 to 2018. Davidson is from St. Louis, Missouri, and is a 1982 graduate of the United States Naval Academy. He retired from the U.S. Navy effective May 1, 2021.

She was previously the CEO of Textron Systems, a global aerospace, defense, security, and advanced technologies industrial conglomerate. In her position, she was the chief weapons purchaser for the United States, responsible for overseeing hundreds of billions of dollars of weapons and services acquisitions programs in the United States Department of Defense.
Thomas B. Modly is an American businessman and former government official who served as acting United States Secretary of the Navy from November 24, 2019, to April 7, 2020. He resigned as acting Secretary in the wake of his firing and berating Brett Crozier, the captain of the aircraft carrier USS Theodore Roosevelt, for allegedly going outside his chain of command in calling for help to deal with a COVID-19 outbreak onboard. Later, Modly traveled to the ship at port in Guam, where he addressed the crew in a manner that was perceived as disrespectful. He was subsequently widely criticized, and submitted a letter of resignation.
John Vincent Fuller is a United States Navy vice admiral who serves as the 42nd Naval Inspector General since June 11, 2021. Prior to that, Fuller served as deputy director for force protection of the Joint Staff and before that as the director of strategy, plans, and policy of the United States Northern Command.
Craig A. "Clap" Clapperton is a United States Navy rear admiral and naval aviator who serves as the commander of Combined Joint Task Force, Cyber since June 30, 2021. He most recently served as commander of Carrier Strike Group 12 from May 7, 2020 to June 17, 2021. He previously served as deputy director of operations of the United States Cyber Command, with command tours as commanding officer of the USS Theodore Roosevelt (CVN-71) from July 2015 to July 2017 and commanding officer of USS Mount Whitney (LCC-20) from November 2012 to July 2014. He also commanded the Shadowhawks of VAQ-141, relinquishing command in September 2007 to Commander Michael D. McKenna.
