The Honorary Citizen Award is the highest national honour conferred by the Government of Singapore to foreigners since 2003, to recognise and acknowledge the contributions of foreigners who have contributed extensively and significantly to Singapore and its people. [1]
The Honorary Citizen Award was first introduced in 2003, it is the highest national honour for foreigners. [2] The title Honorary Citizen is conferred for life.
Other existing national awards for foreigners includes the Public Service Star (Distinguished Friends of Singapore) award and the Public Service Medal (Friends of Singapore) award.
The award does not equate to citizenship. Therefore, atypical rights and duties of Singapore citizens, such as voting rights and the requirement to fulfil National Service (NS), do not apply to Honorary Citizens. Additionally, grants and subsidies which Singaporeans are entitled to are not made available to the recipients. [1]
The privileges for the award recipients include the right to live and work in Singapore for themselves as well as their immediate dependent family members and to purchase property if they decide to stay in Singapore. [3] [4]
Administered by Ministry of Manpower, a selection committee panel made up of high-level government officials would receive nominations of foreigners who have rendered extensive and valuable services to Singapore and its people, or who have made a significant impact in the areas of business, science and technology, information communications, education, health, arts and culture, sports, tourism, community services or security. The final selections are then endorsed by the Cabinet of Singapore. Recipients are conferred the Award in the following year of their nomination. The Awards are presented at a formal ceremony by the President of Singapore at the Istana. [5]

The Order of the Companions of Honour is an order of the Commonwealth realms. It was founded on 4 June 1917 by King George V as a reward for outstanding achievements. It was founded on the same date as the Order of the British Empire.
Ratan Naval Tata is an Indian industrialist, philanthropist and former chairman of Tata Sons. He was a chairman of the Tata Group from 1990 to 2012, and interim chairman from October 2016 through February 2017. He continues to head its charitable trusts. In 2008, he received the Padma Vibhushan, the second highest civilian honour in India, after receiving the Padma Bhushan, the third highest civilian honour in 2000.

Sir George Charles Radda is a Hungarian - British chemist. In 1957, he attended Merton College, Oxford, to study chemistry, having set aside an earlier interest in literary criticism. His early work was concerned with the development and use of fluorescent probes for the study of structure and function of membranes and enzymes. He became interested in using spectroscopic methods including nuclear magnetic resonance (NMR) to study complex biological material. In 1974, his research paper was the first to introduce the use of NMR to study tissue metabolites. In 1981, he and his colleagues published the first scientific report on the clinical application of his work. This resulted in the installation of a magnet large enough to accommodate the whole human body for NMR investigations in 1983 at the John Radcliffe Hospital in Oxford.

The Darjah Utama Temasek is Singapore's second most prestigious national honour and was instituted in 1962. It is an Order conferred by the President of Singapore only to citizens of Singapore. It may be awarded to non-citizens only under special circumstances.
Faqir Chand Kohli was a co-founder and the first CEO of TCS Tata Consultancy Services, India's largest software services company. He was also associated with other companies within Tata Group, including Tata Power Company and Tata Elxsi, and had been President of Indian Information Technology (IT) services advocacy body NASSCOM. He was a recipient of the Padma Bhushan, India's third-highest civilian honor, in 2002 for his contributions to the Indian software industry. He is referred to as the "Father of the Indian IT Industry", for his contributions to the establishment and growth of the Indian IT industry.

From April 2007 to March 2018, Yeo was Chairman of Standards Productivity and Innovation for Growth, a government development agency with the mission to grow small and medium enterprises and startups.
The Darjah Utama Nila Utama is Singapore's third most prestigious national honour instituted in 1975. It is an Order conferred by the President of Singapore and was originally intended to be the highest award to be conferred to a foreign dignitary. It was later awarded to mostly citizens of Singapore.
The Darjah Utama Bakti Cemerlang is a Singaporean national honour instituted in 1968. It was created to replace the Pingat Bakti Chemerlang and is awarded to any person who has performed within Singapore any act or series of acts which constitute distinguished conduct. It may be awarded to people performing acts of distinguished conduct outside Singapore under special circumstances.
Honorary citizenship is a status bestowed by a city or other government on a foreign or native individual whom it considers to be especially admirable or otherwise worthy of the distinction. The honour usually is symbolic and does not confer any change to citizenship or nationality.

He also serves on the board of Tata Sons Ltd., the holding company of the conglomerate the Tata Group and TVS & Sons. He is a Director on the Central Board of Reserve Bank of India. He is also Vice Chairman of Tata Trusts. Tata Trusts holds 66% of the equity capital of Tata Sons. He was conferred the Padma Bhushan Award, the third Highest civilian award in India, in January 2020.
Baroda Management Association (BMA) has instituted a national level Sayaji Ratna Award in 2013 to mark the 151st birth anniversary of Maharaja Sayajirao Gaekwad III, the erstwhile ruler of Baroda. BMA is an institution founded in 1957 in Vadodara and is an organization member of All India Management Association. This award is given annually to living legends of India. It recognizes the personality of the iconic character and outstanding contribution in the realms of business, sports, arts, humanity, education, governance and medicine. The jury selects a person whose life had demonstrated stellar qualities that Maharaja Sayajirao III imbibed and exhibited during his illustrious reign. The Significant among of those qualities are – Vision, Integrity, Compassion, Philanthropy, Institution building ability, Patronage of experts and Leadership that touches, inspires and uplifts all sections of the society.
Darab Jehangir Jussawala (1915–1999) was an Indian medical-cum-surgical oncologist, medical writer and the director of Tata Memorial Centre. He was the co-founder of Indian Cancer Society, along with Naval Tata in 1951, and the founder of the Indian Cancer Rehabilitation Centre in Parel, Mumbai, in 1956, the first such centre in India and the largest in Asia. He served as the director of Lady Ratan Tata Medical and Research Center and as the honorary consultant at two Mumbai hospitals, Breach Candy Hospital and Jaslok Hospital. An elected fellow of the Royal Society of Medicine, National Academy of Medical Sciences, Indian Academy of Sciences, Indian National Science Academy and the American College of Surgeons, he was a recipient of the Dhanwantari Award as well as several Oration Awards. The Government of India awarded him the third highest civilian honour of the Padma Bhushan, in 1975, for his contributions to Medicine.
Tan Sri Frank Tsao Wen-king was a Chinese-born entrepreneur who established shipping and textiles businesses in Hong Kong, Malaysia, Singapore and Thailand.
Seah Moon Ming is a Singaporean corporate executive who has contributed to several key engineering companies in Singapore, and is currently the Chairman of SMRT Corporation Ltd, SMRT Trains Ltd, SMRT TEL Pte Ltd and SMRT Buses Ltd. He is appointed as the Chairman of the National University Singapore (NUS) High School of Mathematics and Science’s Board of Governors in October 2021. In 2022, he was awarded the Meritorious Service Medal at the National Day Awards. He was conferred the IES Lifetime Engineering Award by the Institution of Engineers Singapore (IES) in recognition of his positive influence and achievements to the engineering community in January 2023.
Kelvin Khong Boon Leong is a Singaporean major-general who has been serving as Chief of Air Force since 2019.
