John Henricus de Saram (born 27 June 1929) is a Sri Lankan lawyer and diplomat, who served as Permanent Representative of Sri Lanka to the United Nations in New York. He was a former Director of the Office of the Legal Counsel, United Nations Office of Legal Affairs and was a former member of the United Nations International Law Commission. [1]
Born in Colombo to a family of lawyers, of Dutch and Malay ancestry, [2] De Saram was educated at the Royal College, Colombo from where he entered the newly established Law Faculty of the University of Ceylon in 1949 and graduated with an LLB shortly he took oaths as an advocate of the Supreme Court of Ceylon. Later he attended Yale Law School as a Smith-mundt Scholar and was admitted as a barrister in the Inner Temple. [3] [4]
He started his career as an assistant lecturer in the law faculty, University of Ceylon in 1952. Thereafter he served as private secretary to the Chief Justice of Ceylon, before moving to the Unofficial bar to engaged in a private practice as a civil and criminal lawyer. [4]
In 1958, he joined the United Nations Office of Legal Affairs, serving as an Assistant and Associate Legal Officer in the General Legal Division of the Office of Legal Affairs (1958- 1962). He thereafter served as a Legal Officer (1962-1968); Senior Legal Officer (1968-1977); and Deputy-Director of the General Legal Division (1977-1984), and of the Codification Division (1984-1986). [4]
He was a former member of the International Law Commission (1992-1996), where he served as the General Rapporteur of the Commission in 1993; and representing the Commission at the Inter-American Juridical Committee of the Organization of American States in Rio de Janeiro in 1995. He was a former Director at the United Nations Office of Legal Affairs (1986-1989). He served as legal consultant of the United Nations Development Programme (UNDP) to Indian Ocean Marine Affairs Cooperation meetings from 1989 to 1991. He thereafter represented Sri Lanka at the General Assembly's Sixth Committee (Legal) from 1991 to 1996. [4]
He was also a member of a panel of the International Law Association, in New York, on the codification and progressive development of international law under the auspices of the United Nations in 1995. In 1997, he was a United Nations recommended legal consultant to Hangzhou International Centre on Small Hydro Power, in China. [4]
In 1998 he took up appointment as Permanent Representative of Sri Lanka to the United Nations in New York. Holding the post till 2002, he was instrumental neutralizing LTTE activity in the UN. [4]
He represented Ceylon as a sprinter at the 1948 Summer Olympics and 1950 British Empire Games. [5]

Sri Lankabhimanya Lakshman Kadirgamar, PC was a Sri Lankan lawyer and statesman. He served as Minister of Foreign Affairs of Sri Lanka from 1994 to 2001 and again from April 2004 until his assassination in August 2005.
The Governor-General of Ceylon was the representative of the Ceylonese monarch in the Dominion of Ceylon from the country's independence in 1948 until it became the republic of Sri Lanka in 1972.

Sri Lankabhimanya Christopher Gregory Weeramantry, AM was a Sri Lankan lawyer who was a Judge of the International Court of Justice (ICJ) from 1991 to 2000, serving as its vice-president from 1997 to 2000. Weeramantry was a judge of the Supreme Court of Sri Lanka from 1967 to 1972. He also served as an emeritus professor at Monash University and as the president of the International Association of Lawyers against Nuclear Arms.
Colonel Frederick Cecil "Derek" de Saram, OBE, ED was a Sri Lankan lawyer, a Ceylon cricket captain, and an officer of the Ceylon Army. He led the attempted military coup of 1962.
Hamilton Shirley Amerasinghe, CCS was a Sri Lankan diplomat and civil servant. He was High Commissioner to India and concurrently Ambassador to both Nepal and Afghanistan (1963–1967) and Permanent Secretary of the Ministry of Finance and Treasury and the Ministry of Health. Amerasinghe served as Ceylon's Permanent Representative to the United Nations 1967 to 1980 and served as President of the United Nations General Assembly in 1976. He was also one of the leaders of the negotiations to draft the United Nations Convention on the Law of the Sea.
Sir Don Baron Jayatilaka, KBE known as D.B. Jayatilaka was a Sri Lankan Sinhalese educationalist, statesmen and diplomat. He was Vice-President of the Legislative Council of Ceylon; the Minister for Home Affairs and Leader of the House of the State Council of Ceylon; and Representative of Government of Ceylon in New Delhi. Sir D. B. Jayatilaka is also considered as a flag bearer of Buddhist education in Sri Lanka.
Deshamanya Neville T. D. Kanakaratna was a Sri Lankan lawyer, diplomat and scholar, who was the former Governor of the Southern Province. He was the Sri Lankan Ambassador to the United States and High Commissioner to India.

Mohamed Shibly Aziz, PC was a Sri Lankan lawyer. He served as Attorney General of Sri Lanka from 1995 to 1996 and served in the Constitution Council of Sri Lanka from 2015 to 2018.

Gritakumar E. Chitty was a Sri Lankan jurist and career diplomat at the United Nations. He was the founding Registrar of the International Tribunal for the Law of the Sea. After retiring from the United Nations and International Tribunal for the Law of the Sea, Chitty worked for the Government of Sri Lanka as a member of the National Ocean Affairs Commission, serving as its Chairman prior to 2017.
Amrith Rohan Perera, PC is a Sri Lankan lawyer and diplomat, and former Permanent Representative of Sri Lanka to the United Nations since April 2015. He was a former legal adviser to the Ministry of Foreign Affairs and Chairman of the United Nations Ad Hoc Committee on Comprehensive Convention on International Terrorism. He is a current member of the International Law Commission Perera has also served as a member of the Lessons Learnt and Reconciliation Commission and adviser to the All Party Representatives Committee.
Sir Senerat Gunewardene was a Sri Lankan lawyer, statesmen and diplomat. He was the first Minister without Portfolio, member of parliament and member of the State Council for Gampola, before serving in several top diplomatic posts such as Ceylon's Ambassador to Italy, Ceylon's Ambassador to the United States, where he was appointed concurrently as Ceylon's first Permanent Representative to United Nations and Ceylon's High Commissioner to United Kingdom.
Nihal Mahendra Sudrikku Jayawickrama is a Sri Lankan academic. He was the former Permanent Secretary to the Ministry of Justice (1970–1977), Professor of Law at University of Hong Kong (1984–1997), Ariel F Sallows Professor of Human Rights at the University of Saskatchewan, Canada (1992–1993), and Executive Director of Transparency International (1997–2000). He is now an independent legal consultant, and has been the Coordinator of the UN-sponsored Judicial Integrity Group since 2000.
