Jos Chathukulam is the Director of the Centre for rural management, Kottayam, Kerala, India.
He did his Post Graduate Studies in Political Science at the University of Kerala and the University of Mysore and later obtained a Doctorate in Development Administration from the Institute for Socio Economic Change (ISEC), [1] Bangalore with ICSSR Fellowship under the supervision of Prof.BS Bhargava. [2] He had served as a Post Doctoral Fellow at the School of International Relation of Mahatma Gandhi University in Kottayam.
He has a number of publications in Economic and Political Weekly and other national and international Journals to his credit. [3] Chathukulam has evaluated 52 major development projects in India which is administered by different national and international agencies including Government of India. He was the team leader of the District Level Monitoring (DLM) of all the Rural Development Programmes in three districts of Kerala.
He has been a consultant of Kerala State Planning Board, Government of Kerala and Vice Chairman the District Planning Committee for the District of Kottayam during the Ninth Five Year Plan. He closely involved in the literacy movement, resource mapping and Peoples Planning in Kerala - a campaign for decentralisation. He is a national level consultant of projects on rural development, panchayat raj and decentralised planning. His areas of interest include decentralization, development administration, employment, rural development, participatory planning and social movements.
Chelat Achutha Menon was the Chief Minister of Kerala state for two terms. The first term was from 1 November 1969 to 1 August 1970 and the second 4 October 1970 to 25 March 1977. He was instrumental in starting number of institutions and development projects in Kerala. Achutha Menon was the only politician who adorned the chief minister ship of Kerala for two consecutive terms. He led the then United Front to a thumping electoral victory in Kerala when Congress party was routed in elections in other parts of India.
Mahatma Gandhi University is an Indian collegiate public university based in Kerala. It was established on Gandhi Jayanti day, 2 October 1983 in the Kottayam district of Kerala state. Mahatma Gandhi University, has been approved by UGC and accredited (A) by the National Assessment and Accreditation Council of India. The university has around 300 affiliated colleges spread over five districts in central Kerala.

The importance and antiquity of education in Kerala is underscored by the state's ranking as among the most literate in the country. The educational transformation of Kerala was triggered by efforts of the Church Mission Society missionaries, who were the pioneers that promoted mass education in Kerala, in the early decades of the 19th century. The Centre for Development Studies (CDS), Trivandrum, Kerala, India is a civil service training institution. Its main objective is to promote research, teaching and training in disciplines relevant to development.
Kerala Institute of Local Administration, abbreviated as KILA, is an autonomous training, research and consultancy organisation constituted under the Ministry of Local Self Government, Government of Kerala, registered as per Travancore – Cochin Literacy, Scientific and Charitable Societies Act-1955. KILA was established in 1990, in the pattern of a national institute, with the main objective of strengthening decentralization and local governance.
People's Plan Campaign, held in 1996 in Kerala State, was an experiment in decentralization of powers to local governments with focus on local planning. Since 1992, local government in India takes place in two very distinct forms. Urban localities, covered in the 74th amendment to the Constitution, have Nagar Palika but derive their powers from the individual state governments, while the powers of rural localities have been formalized under the panchayati raj system, under the 73rd amendment to the Constitution. Yoginder K Alagh is a noted Indian economist and former Union Minister of Government of India. He was the Chairman of Institute of Rural Management Anand (IRMA) from 2006 to 2012. He was the Chancellor of the Central University of Gujarat, Gandhinagar.
Ng'andu Peter Magande, an economist, served as the Minister of Finance and National Planning of the Republic of Zambia from 2003 to 2008. He served as a Member of Parliament for Chilanga Constituency from 2006 until 2010 and the Chairman of the MMD Party Committee on Economy and Finance.

The Center for Economic and Social Studies (CESS) is an Indian autonomous research institute, established in 1980 to facilitate research activity in Economics and Social Sciences. It was a brain child of B.P.R. Vithal, IAS (Retd)., a former Principal Secretary to Government of Andhra Pradesh, Finance and Planning Department. The campus is situated at Begumpet, in Hyderabad.
Padmakar Ramachandra Dubhashi was an Indian civil servant, administrator, author, social scientist and academician, known for his administrative and academic abilities. He was a pioneer of Cooperative movement and was instrumental in housing the Goa University in a new campus, a feat he accomplished during his tenure as the Vice-Chancellor of the University. The Government of India honoured him, in 2010, with Padma Bhushan, the third highest civilian award, for his services to the nation.
V. Ramachandran (1931–2015) was an Indian civil servant, management expert and the chief secretary of the state of Kerala. He was a member of the Kerala State Planning Board and held the vice-chair of the United Nations Committee on Right to Development from 1980 to 1984. He also served several United Nations agencies such as UNESCAP, UNCHS, United Nations Economic and Social Council (UNESC), and UNDP as a consultant, and was the chairman of the Centre for Management Development, Thiruvanathapuram at the time of his death in 2015. The Government of India awarded him the third highest civilian honour of the Padma Bhushan, in 2008, for his contributions to Indian civil service.
Rajeev Sadanandan is former Indian bureaucrat from the Kerala cadre of the Indian Administrative Service and a healthcare policy-maker. He has been working and researching in the area of health systems, policy and financing for over two decades. He has been involved with the health system of the state of Kerala and has been active in health sector reforms in the state. After serving as the Additional Chief Secretary, Kerala, taking care of the Department of Health and Family Welfare, he took over as the Chief Executive Officer of Health Systems Transformation Platform (HSTP), funded by the Tata Trusts.
Dr. T T Sreekumar is an Indian writer, social and literary critic, and political analyst. He is currently working in The English and Foreign Languages University, Hyderabad as Head of the Department, at the School of Interdisciplinary Studies and also serves as the Director of EMMRC. He is a bilingual author of several books and articles in Malayalam and English, and pens a fortnightly column since 2013 in Madhyamam.
