It combines its analysis with comparative research on international relations, development and globalisation, violence and security, and political systems. GIGA researchers are sought after by policymakers to advise Germany's Federal Foreign Office, members of Parliament and other branches of the German federal government. The institute is based in Hamburg and has an office in Berlin.

A 2009 report from the CIA's Open Source Center concluded that CICIR resembles a "Soviet-style intelligence organ" whose principle intelligence customer is the Foreign Affairs Leading Group. CICIR is overseen by the Central Committee of the Chinese Communist Party.
