Juma Duni Haji (born 26 November 1950) is a Tanzanian politician and former civil servant. [1] He is the Chairperson of ACT Wazalendo. He previously served as the Deputy Chairman of the Civic United Front from 2014 to 2015. [2]
He was selected as the running mate of Edward Lowassa,the CHADEMA presidential candidate for the 2015 election,which necessitated his defection.
Duni was born in Kibeni village in Mkwajuni. He was educated at Mkwajuni Primary School (1959–65) and at Gamal Abdel Nassar (present-day Beit el Ras) Secondary School (1966–69). He pursued his A-levels at Lumumba Secondary School from 1970 to 1971. [2] He was elected as the chairperson of the Afro-Shirazi Party Youth League at Lumumba College. [3] He then joined the University of Dar es Salaam and graduated with a BSc in education in 1975. [2]
After graduation,he was employed as a teacher. Ismail Jussa was one of his students. In 1978,he left for England to study at the University of Reading (advanced diploma) and later joined the Zanzibar Ministry of Education as a planning officer. [2]
In 1980,Zanzibari President Aboud Jumbe appointed him as the Permanent Secretary of the Planning Ministry and was later promoted as the Executive Secretary of the Planning Commission. [2] He obtained his masters in human resource management from the University of Manchester in 1995. [4]
Following the end of one-party system in the 1990s,Duni joined the opposition Civic United Front party. [2] He was the thrice running mate of the party's perennial candidate Ibrahim Lipumba,in the 1995,2005 and 2010 presidential elections. [5]
In 1997,he won the Mkunazini by-election to the Zanzibar House of Representatives (ZHoR). [5] On the last day of the campaign,some opposition supporters were arrested and charged first with sedition and then treason. [6] He too was arrested, [7] and Amnesty International designated him a prisoner of conscience. [8] The Court of Appeal ruled that a treasonous offence cannot be committed "against Zanzibar as [it] is not a sovereign state." President Salmin Amour ordered their release just before the end of his tenure in 2000. [9]
In 2009,President Amani Abeid Karume nominated him to the ZHoR. Following the 2010 election,President Ali Mohamed Shein appointed him as the Zanzibari Minister for Health, [5] and following a minor cabinet reshuffle in 2014,he was transferred to the Infrastructure and Communications docket.
He resigned as Minister in August 2015,following his tactical defection to the opposition CHADEMA party as he was selected as the running mate of former Prime Minister Edward Lowassa,the presidential candidate of the opposition coalition. [10] CUF Secretary-General Seif Sharif Hamad said that Duni was reluctant to defect. [11]
The politics of Tanzania takes place in a framework of a unitary presidential democratic republic,whereby the President of Tanzania is both head of state and head of government,and of a multi-party system. Executive power is exercised by the government. Legislative power is vested in both the government and parliament. The party system is dominated by the Chama Cha Mapinduzi. The Judiciary is independent of the executive and the legislature.

The University of Dar es Salaam (UDSM) is a public university located in Ubungo District,Dar es Salaam Region,Tanzania. It was established in 1961 as an affiliate college of the University of London. The university became an affiliate of the University of East Africa (UEA) in 1963,shortly after Tanzania gained its independence from the United Kingdom. Seif Sharif Hamad was a Tanzanian politician who served as the First Vice President of Zanzibar and as Party Chairman of ACT Wazalendo.
General elections were held in Tanzania on 14 December 2005. Originally scheduled for 30 October,the elections were postponed due to the death of CHADEMA vice-presidential candidate Jumbe Mohamed Jumbe. The elections were the third since the country returned to multi-party rule in 1992. Incumbent President Benjamin Mkapa stepped down after two consecutive terms in accordance with the constitution. Elections for the Presidency of Zanzibar and its House of Representatives took place on 30 October,as scheduled.

Edward Ngoyai Lowassa was a Tanzanian politician who was Prime Minister of Tanzania from 2005 to 2008,serving under President Jakaya Kikwete. Lowassa went into record as the first Prime Minister to have been forced to resign by a fraud scandal in the history of Tanzania. Following his resignation President Kikwete was obliged to dissolve his cabinet as required by the Constitution and with minimum delay,constituted a new one under a new Prime Minister,Mizengo Pinda.

People have lived in Zanzibar for 20,000 years. The earliest written accounts of Zanzibar began when the islands became a base for traders voyaging between the African Great Lakes,the Somali Peninsula,the Arabian peninsula,Iran,and the Indian subcontinent. Unguja offered a protected and defensible harbour,so although the archipelago had few products of value,Omanis and Yemenis settled in what became Zanzibar City as a convenient point from which to trade with towns on the Swahili Coast.
