Dr. K.V P Ramachandra (fondly called as "KVP") (born 21 June 1948),is a Member of Parliament in India and chief adviser to the former chief minister of Andhra Pradesh Y. S. Rajasekhara Reddy. He belongs to Indian National Congress. [1] [2] After Bifurcation of Andhra Pradesh he is allotted to Telangana state by draw of lots. [3]
Ramachandra Rao was appointed as chief Advisor to Government of Andhra Pradesh on Public Affairs in cabinet rank in May 2004. [4] He was elected to the Upper House of the Indian parliament,the Rajya Sabha in April 2008.[ citation needed ]
He is the chairman of the Advisory Committee on Public Affairs,Public Utilities and Public Welfare Activities.[ citation needed ]
On 2 April 2014,Rao was indicted by a US grand jury for his role in an international corruption scheme starting June 2006 involving bribery in the approval of mining contract with the Government of Andhra Pradesh. [5] [6] [7] The indictment charges Rao with soliciting and distributing bribes for himself and to leaders of the Andhra Pradesh and Central Governments. [8] The Indian National Congress led the ruling party in both the state and central governments between 2006 and February 2014 (in the state).[ citation needed ]

The Telangana protests 2004-2010 refers to the movements and agitations related to the Telangana movement that took place between the years 2004 and 2010. For the 2004 Assembly and Parliament elections,the Congress party and the TRS had an electoral alliance in the Telangana region to consider the demand of separate Telangana State. However,again in 2006,the then Chief Minister Y. S. Rajasekhara Reddy categorically said that the state would remain united. This again resulted in statewide protests. In 2009,Union Minister of Home Affairs P. Chidambaram announced that the Indian government would start the process of forming a separate Telangana state,pending the introduction and passage of a separation resolution in the Andhra Pradesh assembly after an 11-day fast by K. Chandrashekar Rao. This again resulted in protests across both Andhra and Rayalseema as in a short time of the Home Minister's declaration,MLAs from the Coastal Andhra and Rayalaseema regions submitted their resignations in protest.
The Andhra Pradesh Reorganisation Act of 2014,commonly known as the Telangana Act,is an Act of Indian Parliament that split the state of Andhra Pradesh into Telangana and the residuary Andhra Pradesh state,as an outcome of the Telangana movement.
