The Rajya Sabha (meaning the "Council of States") is the Upper House of the Parliament of India. Andhra Pradesh elects 11 seats and they are indirectly elected by the state legislators of Andhra Pradesh. After formation of Telangana State in 2014, 7 seats were allotted to Telangana, and 11 seats to Andhra Pradesh. The number of seats, allocated to the party, are determined by the number of seats a party possesses during nomination and the party nominates a member to be voted on. Elections in within the state legislatures are held using Single transferable vote with proportional representation.

Elections in Andhra Pradesh are conducted in accordance with the Constitution of India. The Assembly of Andhra Pradesh creates laws regarding the conduct of local body elections unilaterally while any changes by the state legislature to the conduct of state level elections need to be approved by the Parliament of India. In addition, the state legislature may be dismissed by the Parliament according to Article 356 of the Indian Constitution and President's rule may be imposed.
The Andhra Pradesh Legislative Council or Āndhra Pradēś Śāsana Maṇḍali is the upper house of the bicameral legislature of the Indian state, Andhra Pradesh; the lower house being the Andhra Pradesh Legislative Assembly. It is situated in the state capital of Amaravati comprising a total of 58 seats. The Sasana Mandali has been in existence in two spells: from 1958 to 1985, and from 2007 continuing till today.
The Yuvajana Sramika Rythu Congress Party, often shortened to simply the YSR Congress Party, is an Indian regional political party based in the state of Andhra Pradesh. Yerram Venkata Subba Reddy is an Indian Politician who served as the Member of Parliament to the 16th Lok Sabha from Ongole, Andhra Pradesh. He won the 2014 Indian General Elections being a Yuvajana Sramika Rythu Congress Party Candidate. In 2019, he has been appointed as the Chairman of Tirumala Tirupati Devasthanams, which is equivalent to Minister rank in Andhra Pradesh Government.

The elections were held in February, June, and November to elect respectively 55, 6, and 11 of its 245 members, from 16 of the States. They are held by an open ballot on a single transferable vote (STV) basis among State legislators. Being even-numbered, 2014 was a year in which about 30% of the State Legislature-elected 233-seat component of the body is elected.

The elections were held in January to elect respectively 3 members from NCT of Delhi, one member from Sikkim, and in March for 57 members from 15 States for the Rajya Sabha and in June for three members from Kerala.
