The Rajya Sabha (meaning the "Council of States") is the upper house of the Parliament of India. Assam elects 7 seats since 1956 (one more than 1952-1956). [1] Members are indirectly elected by state legislators (elected politicians) of Assam. The number of the seven seats allocated to each party is proportional to the legislators' number at the time of nomination. Each party in Assam thus meeting a minimum quota of 1⁄7 of the local seats nominates a member; if a party has 2⁄7 to 3⁄7ths of the local seats those legislators select two members (and so forth).
Elections within the state legislatures are held using proportional representation via single transferable vote.

Politics of India works within the framework of the country's Constitution. India is a parliamentary secular democratic republic in which the president of India is the head of state & first citizen of India and the Prime Minister of India is the head of government. It is based on the federal structure of government, although the word is not used in the Constitution itself. India follows the dual polity system, i.e. federal in nature, that consists of the central authority at the centre and states at the periphery. The Constitution defines the organizational powers and limitations of both central and state governments; it is well recognised, fluid and considered supreme, i.e. the laws of the nation must conform to it. India is officially declared a secular and socialist state as per the Constitution.
Rajya Sabha elections were held in India in 2015 to elect eight members of the Rajya Sabha, the upper house of the Indian Parliament. Five by-elections were also held. The regular elections were held to fill seats in the States of Jammu and Kashmir, Kerala, and the Union Territory of Pondicherry.
Elections were held in India on 21 July and 8 August 2017 as nomination contests by state legislators routinely for ten members of the Rajya Sabha across three states, replacing those who retired in July and August 2017. The State Legislatures which contribute in this six-year minor elections/nomination cycle are Goa, Gujarat and West Bengal. The mechanism is the single transferable vote (STV) among legislators, meaning nominations may be unopposed contests. The open ballot is used rather than secret ballot, allowing public scrutiny.

Routine elections were held in May and June among proportionately qualifying legislators to elect (nominate) two members from Assam and six from Tamil Nadu, to the 245-member body.

The elections were held to elect respectively 13 members from 6 states, 49 members from 12 states, six members from Andhra Pradesh and two members from Haryana for the Council of States, the Rajya Sabha.
