The 1964 Summer Paralympics, originally known as the 13th International Stoke Mandeville Games and also known as Paralympic Tokyo 1964, were the second Paralympic Games to be held. They were held in Tokyo, Japan, and were the last Summer Paralympics to take place in the same city as the Summer Olympics until the 1988 Summer Paralympics.
The island nation of Kiribati first participated in the 2004 Summer Olympics. It has competed at every Summer Games since then but has not yet entered the Winter Olympics.

Ukrainians had previously participated within the Soviet Union's delegation in 1988, and as part of the Unified Team in 1992. Ukraine, following its independence from the Soviet Union, missed out on the 1994 Winter Games, but made its Winter Paralympics début at the 1998 Winter Games in Nagano. Ukraine has competed at every edition of the Summer and Winter Games since then and have done so with remarkable success.

They sent two competitors: T12 runner Melissa Nair Tillner Galeano and S9 swimmer Rodrigo Hermosa. Tillner came last in all three of the races she competed in, but achieved her personal best in all of them. Hermosa came 22nd out of the 25 competitors with a time just under 30 seconds.

This was the Eastern European's country Seventh appearance in the Summer Paralympic Games since their debut twenty four years prior at the 1996 Summer Paralympics. Moldova sent six athletes to these Games, shot put thrower Oxana Spataur and Vladimir Butucea, powerlifter Larisa Marinenkova and Denis Raiul, Judo Player Oleg Creţul and Ion Basoc.
