These are the Billboard magazine's number-one dance songs of 2003 on the Dance Club Songs, the Dance Singles Sales, and the Dance/Mix Show Airplay. The Hot Dance Club Songs was first published in 1976, ranking the most popular songs on dance club based on reports from a national sample of club DJs. The Dance/Mix Show Airplay was first published in 2003, ranking the songs based on dance radio airplay and mix-show plays on top 40 radio and select rhythmic radio as measured by Mediabase.
The chart was unpublished for the first ten weeks and featured 40 titles (it was on its eleventh week when it was included in Billboard's print and online editions), which means that its unofficial start date was August 16, 2003 (the unpublished chart and data would be included in 2018 after Billboard updated the website). [55] Billboard made the chart listing official on October 25, 2003, with 25 titles, which would last until December 2014 when it returned to 40 titles. [56]

The Billboard Hot 100 is the music industry standard record chart in the United States for songs, published weekly by Billboard magazine. Chart rankings are based on sales, online streaming, and radio airplay in the U.S.
The Billboard charts tabulate the relative weekly popularity of songs and albums in the United States and elsewhere. The results are published in Billboard magazine. Billboard biz, the online extension of the Billboard charts, provides additional weekly charts, as well as year-end charts. The two most important charts are the Billboard Hot 100 for songs and Billboard 200 for albums, and other charts may be dedicated to a specific genre such as R&B, country, or rock, or they may cover all genres. The charts can be ranked according to sales, streams, or airplay, and for main song charts such as the Hot 100 song chart, all three data are used to compile the charts. For the Billboard 200 album chart, streams and track sales are included in addition to album sales.
Dance/Mix Show Airplay is a monitored electronic dance music radio chart that is published weekly by Billboard magazine. The chart came about as a result of the small but influential impact of electronic dance music on the radio in the United States and the stations that program it. The current number-one song on the chart is "Forever Young" by David Guetta, Alphaville and Ava Max.
From October 26, 1974 until August 28, 1976, Billboard's Disco Action section published weekly single retail sales charts from various local regions along with Top Audience Response Records in their magazine. Billboard debuted its first national chart devoted exclusively to 12-inch Singles Sales in their issue dated March 16, 1985. This record type is most commonly used in disco and dance music genres where DJs use them to play in discos or dance clubs because of the exclusive extended remixes that are often only made available on this format, but Billboard's 12-inch Single Sales chart ranks releases by artists from all styles of music that release maxi-singles.
"Heaven" is a song by the Canadian singer and songwriter Bryan Adams recorded in 1983, written by Adams and Jim Vallance. It first appeared on the A Night in Heaven soundtrack album the same year and was later included on Adams' album Reckless in 1984. It was released as the third single from Reckless and reached number one on the U.S. Billboard Hot 100 in June 1985, over a year and a half after the song first appeared on record. The single was certified Gold in Canada in 1985.
"It's Not Right but It's Okay" is a song recorded by American Whitney Houston for her fourth studio album, My Love Is Your Love. It was written by LaShawn Daniels, Rodney "Darkchild" Jerkins, Fred Jerkins III, Isaac Phillips, Toni Estes and produced by Darkchild. The song was released as the third single from the album on February 15, 1999, by Arista Records. "It's Not Right but It's Okay" examines a woman confronting her lover about his infidelity.
"Closer" is a song by American recording artist Ne-Yo. The song was produced by Stargate. It was released as the lead single from Ne-Yo's third studio album, Year of the Gentleman (2008).
"Never " is a song by American electronic music group the Roc Project, released in 2003. The original recording features the group's lead vocalist Tina Novak, but due to Ray Roc and Novak being signed to different record labels, Australian vocalist Tina Arena was recruited to re-record the vocals for the single release. Later, with record label issues cleared up, Novak appeared as the vocalist on all tracks of the Roc Project's first album, released in early 2003, but the album also included the version of "Never " with Arena's vocals. This version also appeared on Arena's album Vous êtes toujours là.
"The Time (Dirty Bit)" is a song by American musical group the Black Eyed Peas from their sixth studio album, The Beginning. It was written by group members will.i.am and apl.de.ap along with DJ Ammo, who produced the song with will.i.am. Additionally, Franke Previte, John DeNicola and Donald Markowitz received co-writing credits since the chorus interpolates 1987's Dirty Dancing soundtrack "(I've Had) The Time of My Life", performed by Bill Medley and Jennifer Warnes.
