This is a list of Sri Lankan non-career Permanent Secretaries ; they are from different professions. The list includes doctors, engineers, journalists, professional politicians, university lecturers, lawyers, journalists, defence officers, and people in the planning service, education administration service, agriculture service, and accounting service.
Deshamanya is the second-highest national honour of Sri Lanka awarded by the Government of Sri Lanka as a civil honour. It is awarded for "highly meritorious service", and is conventionally used as a title or prefix to the recipient's name.
The Defence Services Command and Staff College (DSCSC) is situated at Batalanda, Makola (South) 12 Kilometers away from Colombo and its aim to develop the professional knowledge and understanding of experienced officers of the Sri Lanka Army, Sri Lanka Navy & the Sri Lanka Air Force to prepare them for the ranks of junior field officers in the army and the respective ranks of the Navy and Air force. Felix R. Dias Bandaranaike was a Sri Lankan lawyer and politician, who served as Cabinet Minister of Finance, Parliamentary Secretary for the Prime Minister and Defence and External Affairs (1960–1965) and Cabinet Minister of Justice (1970–77) in the cabinet of Prime Minister Sirima Bandaranaike. He was a very popular person about the anti-corruption campaign and also known as the "virtual leader of the state" during the SLFP governments after the death of Prime minister S.W.R.D. Bandaranaike. He was very active in defeating two major coups against the government, one is 1962 attempted military coup and JVP's 1971 JVP Insurrection.

The Treasury is housed at the General Treasury Building in Fort.

Amarananda Somasiri Jayawardena was a Sri Lankan economist and civil servant. He was the former Governor of the Central Bank of Sri Lanka, the permanent secretary of the Ministry of Finance & Treasury and an Alternate Executive Director of the International Monetary Fund (IMF). He died on 29 May 2018 at the age of 81 or 82.
Maha Amarasinghege Anandatissa de Alwis was a Sri Lankan journalist, marketer and politician. He was the Speaker of the National State Assembly, a Minister of State and the fourth Governor of the North Western Province of Sri Lanka. He was a member of the United National Party.
Herath Mudiyanselage Charitha Herath is current member of Parliament from National List, Chairman of the Committee on Public Enterprises (COPE). and the Professor of Philosophy at the University of Peradeniya. His appointment was valid from 21 June 2019. Chair Professorship of Philosophy at Peradeniya has been one of the well established academic position. He is the former Permanent secretary of the Ministry of Mass Media and Information in Sri Lanka and former Chairman of the Central Environment Authority. Herath's academic interests are mainly based on Contemporary Analytical Philosophy and his researches were on Later Wittgenstein's Philosophy and the Environmental Ethics. He was the Head of the Department of Philosophy at the University of Peradeniya from 2016 to 2018.

Kulappu Arachchige Don Dhammika Perera, commonly known as Dhammika Perera, is a Sri Lankan billionaire businessman and politician. A top corporate raider, he is one of the wealthiest people in Sri Lanka, controlling 23 listed companies on the Colombo Stocke Exchange. Perera owns a controlling stake in the conglomerates Hayleys and Vallibel One, a company he founded. Through Hayleys, Perera controls Amaya Leisure, The Kingsbury and Singer while Royal Ceramics, LB Finance, and Lanka Tiles are controlled by Vallibel One. Perera has been closely linked to the former President Mahinda Rajapaksa, having served as chairman of the Board of Investment of Sri Lanka from 2007 to 2010 and Transport Secretary from 2011 to 2015. He was appointed a Member of Parliament in the National List in June 2022, succeeding Basil Rajapaksa from the Sri Lanka Podujana Peramuna, briefly serving President Gotabaya Rajapaksa as his Minister of Investment Promotion from June to July 2022.
Jayampathy Charitha Ratwatte III is a Sri Lankan lawyer and bureaucrat. He is a senior adviser to the Prime Minister of Sri Lanka and former Secretary to the Treasury. He was the chairman of the United National Party.
In November 2005 President of Sri Lanka Chandrika Kumaratunga awarded national honours to 231 individuals for distinguished services. The awards ceremony was held on 14 November 2005 at the Bandaranaike Memorial International Conference Hall in Colombo.
