Admiral of the Fleet Wasantha Kumar Jayadeva Karannagoda, RSP, VSV, USP, MRIN, MNI (born November 22, 1952) is a Sri Lankan naval officer. He served as the Commander of the Sri Lankan Navy during the last phase of the Sri Lankan Civil War and Governor of North Western Province, Sri Lanka from 2021 to 2023.

Karannagoda commanded fast gun boats of the 7th Surveillance Command Squadron, before achieving higher command in the Navy and serving as the Commander of the Navy during the final stage of the Sri Lankan Civil War that saw the military defeat of the LTTE. Under his command the Sri Lanka Navy was able to intercept and sink over ten arms shipments of the LTTE on high seas in the Indian Ocean.

Following the war, Karannagoda retired from the navy and went on to hold several political appointments that included Secretary to the Ministry of Highways, Ambassador to Japan and was promoted to the rank of Admiral of the Fleet. He supported Gotabaya Rajapaksa's presidential campaign and was appointed Governor of North Western Province in 2021 by President Rajapaksa.

Early life and education

Born to Mr and Mrs D. S. Karannagoda, he was educated at Ananda College, where he was contemporaries of Sarath Fonseka and Gotabaya Rajapaksa. [2]

Early career

After completing his schooling, Karannagoda joined the Royal Ceylon Navy as an Officer Cadet on 1 August 1971 in the months following the 1971 JVP insurrection. Following is basic officer training at the Naval and Maritime Academy and completing the sub lieutenant technical course at the Indian Naval Academy gaining a first class; he was commissioned as a Sub Lieutenant on 1 February 1974. Specializing as a navigations officer in the executive branch, he followed a navigation specialization course in India from 1979 to 1980. He then served as Flag Lieutenant to Commander of the Navy, Admiral Basil Gunasekara. In 1987, Lieutenant Commander Karannagoda attended the naval command and staff course at the Royal Naval College, Greenwich. Following several at see and shore appointments, he went on to command SLNS Wickrama and then served as Commander, 7th Surveillance Command Squadron. [2]

Higher command

Karannagoda had served as the Commandant of the Naval and Maritime Academy, Deputy Area Commander (West), Deputy Area Commander (North) and Deputy Area Commander (East). Promoted to Commodore in 1996, he served as Director Naval Operations, Director Naval Projects and Plans as well as Director Naval Personnel and Training. He gained a Master of Business Administration from the University of Colombo in 1996 and followed a course on International Relations, Law of the Sea and Energy Resources in the United States in 1997. Promoted to Rear Admiral in 1999, he attended the national defence course at the National Defence University, Islamabad from 1999 to 2000, gaining a Master’s in Defence and Strategic Studies from the Quaid-i-Azam University. Rear Admiral Karannagoda served as the first Director General (Operations) at Naval Headquarters and then went on to command four naval commands, Northern, Eastern, Western and North Central Commands, be for appointment as Commander of the Navy with promotion to the rank of Vice Admiral on 1 September 2005. During his command, the Sri Lanka Navy, increased its deep-sea operations against LTTE arms shipments sinking over ten arms smuggling ships. With the military defeat of the LTTE in 2009, Karannagoda was promoted to the Admiral by President Mahinda Rajapakse. In 2009, he was invited to follow a course on Regional Security Studies at the National Defense University in Washington, DC. [2]

Later life

Following his retirement from the navy in 2009, he was appointed Secretary to the Ministry of Highways. He was thereafter appointed Sri Lankan Ambassador to Japan in 2011, serving till 2015.

Admiral of the Fleet

Karannagoda was promoted to the honorary rank of Admiral of the Fleet by President Maithripala Sirisena on 19 September 2019 for his service as the Commander of the Navy during the final stage of the Sri Lankan Civil War. He is the first and to-date the only person to hold the rank and second person to be appointed to a Five star rank in Sri Lanka. On promotion to the newly created rank, he was a restored to active service. The appointment coincided with the promotion of Air Chief Marshal Roshan Goonetileke to the newly created rank of Marshal of the Sri Lanka Air Force. Both promotions had been heavily lobbied for following the promotion of the General Sarath Fonseka to the newly created rank of Field Marshal in 2015. [3]

Governor of North Western Province

On 9 December 2021, he was appointed as the Governor of the North Western Province by President Gotabaya Rajapaksa. [4] [5] In February 2023, he chaired a board of inquiry into the role of the Sri Lankan Armed Forces during the 2022 Sri Lankan protests in May 2023, which found General Shavendra Silva willful neglected his duty that resulted in island-wide violence since the army did not intervene. [6] On 26 April 2023, the U.S. Department of State sanctioned Karannagoda and his wife and banned them from entering the U.S. over credible allegations of human rights violations during the civil war. He is one of the accused in the abduction and killing of 11 mostly Tamil youths between late 2008 and mid 2009. [7] [8] Onn 17 May 2023, President Ranil Wickramasinghe removed three provincial governors including Karannagoda. [9]

Honors

Karannagoda had been awarded the Rana Sura Padakkama (RSP) for gallantry in combat; the service medals the Vishista Seva Vibhushanaya (VSV) and the Uttama Seva Padakkama (USP) for distinguished service, the Sri Lanka Armed Services Long Service Medal with clasp, the Purna Bhumi Padakkama and the North and East Operations Medal with two clasps; the campaign medal the Riviresa Campaign Services Medal and the commemorative medals the Sri Lanka Navy 50th Anniversary Medal with clasp, the President's Inauguration Medal and the 50th Independence Anniversary Commemoration Medal. He had gained the Surface Warfare Badge and the Commendation Badge.

Field Marshal Gardihewa Sarath Chandralal Fonseka is a retired Sri Lankan army officer and politician. He was the eighteenth Commander of the Sri Lankan Army, and under his command the Sri Lankan Army ended the 26-year Sri Lankan Civil War in 2009, defeating the militant group Liberation Tigers of Tamil Eelam; he thereafter briefly served as the Chief of Defence Staff. After retiring from the Army with the rank of General, he entered politics as the common opposition candidate in the 2010 presidential election contesting against President Mahinda Rajapaksa.

Sri Lanka does have an Admiral rank, but it is usually only awarded to the Chief of Defence Staff (CDS) or as an honorary rank; Admiral Wasantha Karannagoda was the only Sri Lankan naval officer to hold a full admiral rank while in active service.

Admiral Wannakuwatta Waduge Erwin Clancy Fernando VSV, USP, MNI was a senior Sri Lanka Navy officer. He served as the Commander of the Sri Lanka Navy from 1 November 1991 to 16 November 1992, when he was assassinated by the LTTE he was the most senior officer in the Sri Lankan armed forces to be killed in the line of duty.

Marshal of the Air Force W. D. M. J. Roshan Goonetileke, RWP and bar, VSV, USP is a Sri Lankan senior air force officer. He was a former Governor of the Western Province of Sri Lanka.

Admiral Deshamanya D. Basil Gunasekara was the Commander of the Sri Lanka Navy from 1973 to 1979.

Operation Thrividha Balaya was a combined military operation, the first of its kind, launched by the Sri Lankan Military in Jaffna. The Operation was carried out to break the siege of the Sri Lanka Army garrison of the old Dutch Jaffna Fort in Jaffna.

Admiral Thisara Sugeeshwara Gunasekara Samarasinghe RSP, VSV, USP, ndc, psc, DISS, MNI, SLN was the Commander of the Sri Lankan Navy from 15 July 2008 to 15 January 2011. He had a distinguished 36-year career in the Sri Lankan Navy. His career included a wide range of key appointments at sea and ashore, including training in the United Kingdom, India and the United States.

General Shavendra Silva, is a Sri Lanka Army four star general who is the current Chief of Defence Staff, the head of the Sri Lanka Armed Forces serving from 1 January 2020. He also served as the Commander of the Sri Lanka Army from 19 August 2019 to 31 May 2022. His other important appointments include, Chief of Staff of the army, Adjutant General and Director of Operations of the Army. During the Sri Lankan civil war he gained fame as the General Officer Commanding of the elite 58 Division. He had also served as the Deputy Permanent Representative to the United Nations Headquarters.

Admiral Ravindra Chandrasiri Wijegunaratne, WV, RWP and Bar, RSP, VSV, USP, NI(M), ndc, psn, is a retired Sri Lankan admiral, and former Chief of Defence Staff of the Sri Lanka Armed Forces. He has also served as the Commander of the Sri Lankan Navy, Chief of Staff of the Sri Lanka Navy, the Director General of the Sri Lanka Coast Guard and held, at various times, four of the seven Naval Commands of the SLN. Wijegunaratne has also served as Director Naval Operations, and is a recipient of the Weerodara Vibhushanaya.

<span class="mw-page-title-main">Susith Weerasekara</span> Sri Lankan admiral

Vice admiral Susith Maliya Bandara Weerasekara RSP, VSV, USP, ndu, psn, MSc. (DS) Mgmt, DISS, DIDSS was a commissioned officer of the Sri Lanka Navy. He was the highest ranked senior officer of the Sri Lanka Navy at the time he was overlooked for the position of Commander of the Navy, leading to his subsequent retirement. A committee appointed by President Maithripala Sirisena found that he was politically victimised by the previous government and he was promoted to the rank of vice admiral in October 2015.

Vice Admiral Mohan Wijewickrama, RSP, VSV, USP is a former Sri Lankan senior naval officer turned politician. He served as the Chief of Staff of the Sri Lanka Navy from 2001 to 2005. He was appointed Governor of North Eastern Province from 2006 to 2007 and Governor of Eastern Province from 2007 to 2015, while serving as acting Governor of Northern Province. He was the former Sri Lankan High Commissioner to Pakistan.

The White Flag incident is the massacre of surrendering leaders of the Liberation Tigers of Tamil Eelam and their families by the Sri Lankan Army on 18 May 2009 in Mullivaikal, Mullaitivu, Vanni, Sri Lanka. The LTTE's Political Wing leader, Balasingham Nadesan and Pulidevan agreed to surrender and contacted the United Nations, the governments of Norway, United Kingdom, United States and the International Committee of the Red Cross. They were given assurance by Mahinda Rajapaksa, the Prime Minister of Sri Lanka, and told to surrender at a particular place by Basil Rajapakse. LTTE's request for a third party witness to oversee the surrender was not granted by the Sri Lankan government. The LTTE surrendered to the 58 Division carrying white flags, but were reportedly shot dead. Sarath Fonseka, then the Sri Lankan Army Chief stated that they had been shot dead on the orders of Gotabhaya Rajapaksa to Shavendra Silva, commander of the 58 Division. Balachandran Prabhakaran, Prabhakaran's 12-year-old son, was also killed after surrendering along with his bodyguards. A UN Panel states the LTTE leaders intended to surrender. The Sri Lankan government has denied any accusations of wrongdoing.

G. D. H. Kamal Gunaratne, WWV, RWP, RSP, USP is a retired Sri Lankan army general. He is the Secretary to the Ministry of Defence and the State Ministry of National Security and Disaster Management. A retired career officer of the Sri Lanka Army, Gunaratne had served as the former Commander Security Forces Headquarters - Wanni, general officer commanding (GOC), 53 Division and was a former Deputy Ambassador to Brazil. He was the GOC of the 53 Division which killed the LTTE leader Velupillai Prabhakaran at Nandikadal, Mullaitivu.

<span class="mw-page-title-main">Sarath Dissanayake</span> Sri Lankan admiral

Rear Admiral Dissanayake Mudiyanselage Sarath Dissanayake RWP, RSP, VSV, USP, NDU, MMS, HDMC, ADIDSM, AIMA, JP is a retired Sri Lankan admiral. Rear Admiral Sarath Dissanayake joined Sri Lanka Navy in 1982 as an Officer Cadet of the 11th Cadet Intake. During his highly decorated naval career, Rear Admiral Dissanayake had served in many ships and establishments and imparted his hard-earned experience and knowledge for the progress of the Navy.

<span class="mw-page-title-main">Rohan Amarasinghe</span> Sri Lankan rear admiral (born 1959)

Anthony Rohan Amarasinghe, RSP, VSV, USP, psc, MNI, SLN was a distinguished Sri Lankan admiral. He served as the Director of Naval Rapid Action Boat Squadron, Director Naval Operations, Commander Southern Naval Area (ComSouth), Director General Personnel and Training, Commander North Central Naval Area (ComNorCen), Commander Western Naval Area (ComWest) and Commander Eastern Naval Area (ComEast). He retired from the active service in 2014 upon reaching a mandatory retirement age of 55 for Sri Lankan Armed Forces Personnel. At the time of his retirement, he was the third most senior executive officer behind Commander of the Navy and the Chief of Staff.

Rear admiral Conan Anthony Mohan Jayamaha, RWP, VSV, USP, psc, SLN was a Sri Lankan Admiral. He was Commander, Northern Naval Area of the Sri Lanka Navy when he was killed from wounds sustained in a land mine explosion that killed 7 other senior military officers including Lieutenant General Denzil Kobbekaduwa in island of Kayts while making preparations for Operation Final Countdown the proposed invasion of the Jaffna Peninsula.

Admiral Travis Jeremy Liyanduru Sinniah, WWV, RWP, RSP and two Bars, USP was a Sri Lankan admiral and the 21st Commander of the Sri Lanka Navy. He has served as the Commander of Sri Lanka's Eastern Naval Area and as Flag Officer Commanding the Naval Fleet. He was the second Tamil to be appointed the commander of the Sri Lankan Navy after Rajan Kadiragamar in the 1960s.
