Miaoli County is a county in western Taiwan. Miaoli is adjacent with Hsinchu County and Hsinchu City to the north, Taichung to the south, and borders the Taiwan Strait to the west. Miaoli is classified as a county in central Taiwan by the National Development Council, while the Taiwan Central Weather Bureau classifies Miaoli as a county in northern Taiwan. Miaoli City is the capital of the county, and is also known as "Mountain Town", owing to the number of mountains nearby, making it a destination for hiking.

The elections were not held in the special municipalities of Kaohsiung and Taipei as well as the counties and cities that were set to be reform as special municipalities in 2010, including Taipei County, Taichung County, Taichung City, Tainan County, Tainan City, or Kaohsiung County. The new formed municipalities has their elections in 2010.

Fu Kun-chi (Chinese: 傅崐萁; pinyin: Fu Kūnqí; Wade–Giles: Fu4 Kʻun1-chʻi2; born 8 May 1962) is a Taiwanese politician. He was a member of the Legislative Yuan from 2002 to 2009, when he assumed the Hualien County magistracy. In September 2018, Fu was removed from the latter office, as the Supreme Court issued its final ruling on charges of insider trading against him, outstanding since 2005.
