Lofa-4 is an electoral district for the elections to the House of Representatives of Liberia. The constituency covers Voinjama City, Quardu Gboni District, six communities of Voinjama District (Worbalamai, Kesselemai, Vezala, Dayzabah, Zogolemai, Karzah) and two communities of Zorzor District (Barziwen, Konia). Lofa is a county in the northernmost portion of Liberia. One of 15 counties that constitute the first-level of administrative division in the nation, it has nine districts. Voinjama serves as the capital with the area of the county measuring 9,982 square kilometres (3,854 sq mi). As of the 2008 Census, it had a population of 276,863, making it the third most populous county in Liberia.

James Fromayan is the chairman of the Liberian National Election Commission and former Executive Director of Liberia Democracy Resource Center, former Project Manager, Seeds and Tools Project, Catholic Relief Services. He has also served as Assistant Minister for Administration, Ministry of Education and as Minister of Education. He also taught at the University of Liberia and served as Vice Principal of the Voinjama Multilateral High School.

The 12th Street constitutes the boundary between Montserrado-8 and Montserrado-9.

The district covers the Monrovia communities of ICA Camp, Pyne People, Fiama, Fiama East, Fish Market, Gbangaye Town, Wroto Town, Raymond Field, Central Lakpazee, Old Matadi and New Matadi, as well as the eastern parts of Cooper Clinic and Ocean View communities. The 12th Street constitutes the boundary between Montserrado-8.
