The Racketeer Influenced and Corrupt Organizations (RICO) Act is a United States federal law that provides for extended criminal penalties and a civil cause of action for acts performed as part of an ongoing criminal organization. The RICO Act focuses specifically on racketeering and allows the leaders of a syndicate to be tried for the crimes they ordered others to do or assisted them in doing, closing a perceived loophole that allowed a person who instructed someone else to, for example, murder, to be exempt from the trial because they did not actually commit the crime personally.
San Juan is the capital and most-populous municipality in the Commonwealth of Puerto Rico, an unincorporated territory of the United States. As of the 2010 census, it is the 46th-largest city under the jurisdiction of the United States, with a population of 395,326. San Juan was founded by Spanish colonists in 1521, who called it Ciudad de Puerto Rico. Puerto Rico's capital is the third oldest European-established capital city in the Americas, after Santo Domingo, in the Dominican Republic, founded in 1496, and Panama City, in Panama, founded in 1521, and is the oldest European-established city in the U.S. proper or U.S. territories. Several historical buildings are located in San Juan; among the most notable are the city's former defensive forts, Fort San Felipe del Morro and Fort San Cristóbal, and La Fortaleza, the oldest executive mansion in continuous use in the Americas.

The municipalities of Puerto Rico are the second-order administrative divisions in the Commonwealth of Puerto Rico. There are 78 such administrative divisions covering all 78 incorporated towns and cities. Each municipality is led by a mayor and divided into barrios, though the latter are not vested with any political authority. Every municipality is governed by the Autonomous Municipalities Act of 1991, which establishes that every municipality must have an elected strong mayor with a municipal legislature as the form of government. Each legislature must be unicameral, with the number of members related to adequate representation of the total municipality's population. In contrast to other jurisdictions, both the mayors and the municipal legislators are elected on the same date and for the same term of office.
The federal government of the United States is the national government of the United States, a federal republic in North America, composed of 50 states, a federal district, five major self-governing territories and several island possessions. The federal government is composed of three distinct branches: legislative, executive, and judicial, whose powers are vested by the U.S. Constitution in the Congress, the president and the federal courts, respectively. The powers and duties of these branches are further defined by acts of Congress, including the creation of executive departments and courts inferior to the Supreme Court.
Territories of the United States are sub-national administrative divisions overseen by the United States government. The various U.S. territories differ from the U.S. states and Native American tribes in that they are not sovereign entities. Territories are classified by incorporation and whether they have an "organized" government through an organic act passed by the Congress. U.S. territories are under U.S. sovereignty and, consequently, may be treated as part of the United States proper in some ways and not others. Unincorporated territories in particular are not considered to be integral parts of the United States, and the Constitution of the United States applies only partially in those territories.

Under United States Law, an unincorporated territory is an area controlled by the U.S. federal government that is not "incorporated" for the purposes of United States constitutional law. In unincorporated territories, the U.S. Constitution applies only partially. In the absence of an organic law, a territory is classified as unorganized. In unincorporated territories, "fundamental rights apply as a matter of law, but other constitutional rights are not available". Selected constitutional provisions apply, depending on congressional acts and judicial rulings according to U.S. constitutional practice, local tradition, and law. As such, these territories are often considered colonies of the United States.
The history of Puerto Rico began with the settlement of the archipelago of Puerto Rico by the Ortoiroid people between 3,000 and 2,000 BC. Other tribes, such as the Saladoid and Arawak Native Puerto Ricans, populated the island between 430 BC and 1000 AD. At the time of Christopher Columbus's arrival in the New World in 1493, the dominant indigenous culture was that of the Taínos. The Taíno people's numbers went dangerously low during the later half of the 16th century because of new infectious diseases carried by Europeans, exploitation by Spanish settlers, and warfare.

The political status of Puerto Rico is that of an unincorporated territory of the United States. As such, the island of Puerto Rico is neither a sovereign nation nor a U.S. state. Because of that ambiguity, the territory, as a polity, lacks certain rights but enjoys certain benefits that other polities have or lack. For instance, in contrast to U.S. states, Puerto Rico residents cannot vote in U.S. presidential elections nor can they elect their own senators and representatives to the U.S. Congress. On the other hand, in contrast to U.S. states, only some residents of Puerto Rico are subject to federal income taxes. The political status of the island thus stems from how different Puerto Rico is politically from sovereign nations and from U.S. states.
The flag of Puerto Rico represents and symbolizes Puerto Rico and its people.
Hurricane Maria was a deadly Category 5 hurricane that devastated Dominica, St Croix, and Puerto Rico in September 2017. It is regarded as the worst natural disaster in recorded history to affect those islands and was also the deadliest Atlantic hurricane since Mitch in 1998. The tenth most intense Atlantic hurricane on record and the most intense tropical cyclone worldwide in 2017, Maria was the thirteenth named storm, eighth consecutive hurricane, fourth major hurricane, second Category 5 hurricane, and deadliest storm of the hyperactive 2017 Atlantic hurricane season. At its peak, the hurricane caused catastrophic destruction and numerous fatalities across the northeastern Caribbean, compounding recovery efforts in the areas of the Leeward Islands already struck by Hurricane Irma. Total losses from the hurricane are estimated at upwards of $91.61 billion, mostly in Puerto Rico, ranking it as the third-costliest tropical cyclone on record.
