MacArthur Center is a shopping mall in Norfolk, Virginia, in the center of the Hampton Roads metropolitan area. [1] [2]
Built by the Taubman Company, the mall is owned by S.L. Nusbaum Realty since August 2023. [3] The 1,100,000 sq ft (100,000 m2) mall is adjacent to the General Douglas MacArthur Memorial. There are 400,000 sq ft (37,000 m2) of mall tenant shops and 100,000 sq ft (9,300 m2) of food and entertainment offerings, including the Regal MacArthur 18 movie theater.
Plans were announced in June 1994, for a shopping mall bounded by Monticello and City Hall Avenues, Freemason Street and St. Paul's Boulevard. The Southwest corner of the site at Monticello and City Hall Avenues, what would become the corner of the Dillard's tenant at the mall, had previously been the site of Norfolk's historic City Market. That was demolished in the early 1950s for a single building complex with a JCPenny store, garage and office tower, later known as the Systems Management America (SMA) tower — which was imploded on November 24, 1996. The remainder of the 17 acre site had sat vacant since being razed in the early 1960s.
The original mall was intended to have Macy's, who had signed a letter of interest during the early stages of development for the property. [4] The mall officially opened on March 12, 1999. [5]
Beginning in 2005, MacArthur Center operated "MacArthur on Ice", a 7,200-square-foot (670 m2) ice skating rink on the property. [6]
At the end of the 2010s, the MacArthur Center experienced a wave of store closures due to changing customer spending habits and the effects of the retail apocalypse.
In 2018 and 2019, J Crew, [7] Fossil, [8] Yankee Candle, [9] Banana Republic, [10] Williams Sonoma, [11] Pottery Barn, [12] Eddie Bauer, [13] Charlotte Russe, [14] Forever 21, [15] Brighton Collectables, [16] Chicos, [17] Zales [18] and many other stores announced their closure at the mall. On April 5, 2019, Nordstrom closed their store at the mall, leaving Dillard's as the only anchor store remaining. [19]
In 2020, primarily due to the impacts of the COVID-19 pandemic, Express, [20] Victorias Secret, [21] Talbots, [22] Abercrombie and Fitch, [23] Papyrus, [24] Francescas, [25] The Walking Company, [26] Justice, [27] J Jill, [28] New York & Company, [29] and others closed at the mall. [30]
After Starwood Capital Group defaulted on a $750,000,000 loan for the mall, [31] management was temporarily handed over to JLL until Spinoso Real Estate Group began managing the mall in 2021. [32]
In May 2021, Apple announced they would close their MacArthur Center location leaving the Lynnhaven Mall location as their only store in the Hampton Roads area. [33] Following a shooting in April 2022, Texas De Brazil closed its location at the mall. [34] In December 2022, Barnes & Noble closed. [35] In June, 2023, Chili's closed, after almost two decades at the mall. [36]
In March 2021, the city of Norfolk announced plans to redevelop or demolish the mall by 2030 to make room for new developments. The mall would continue to operate normally until then. [37]
In early July 2023, a month after the city of Norfolk purchased the mall, Dillard's, which has been one of the mall's major anchors since the mall's opening, announced it would close its upper two floors to become a single floor clearance store, and that the interior entrance to the mall from Dillard's would be permanently closed. Its last day was September 4, 2023. [38]
In mid-July 2023, the development authority voted to allocate $4 million to purchase Dillard's, meaning that the mall was now be entirely under City of Norfolk control and will potentially pave the way for redevelopment plans. [39]

Currently, the largest number of stores are located in Texas with 57 and Florida with 42. The company also has stores in 27 more states; however, it is absent from the Northeast, most of the Upper Midwest, and most of the West Coast, aside from three stores in California.
The Virginian-Pilot is the daily newspaper for Hampton Roads, Virginia. Commonly known as The Pilot, it is Virginia's largest daily. It serves the five cities of South Hampton Roads as well as several smaller towns across southeast Virginia and northeast North Carolina. SouthPark Mall is an enclosed shopping mall located in Strongsville, Ohio a Greater Cleveland suburb. Its anchor stores are Dick's Sporting Goods, Dillard's, JCPenney, Macy's, and a 14-Screen Cinemark Movie Theater. Kohl's is also an anchor, though located on the outskirts of the plaza. Being one of the largest shopping centers in Ohio at 1,677,272 square feet (155,823.7 m2), SouthPark Mall is also ranked as one of the largest shopping malls in the United States. The mall features over 170 specialty shops, restaurants, and is the largest retail destination in Northern Ohio.
South Plains Mall is a 1,200,000-square-foot (110,000 m2) shopping mall located in Lubbock, Texas. It is located at the northwest corner of Loop 289 and Slide Road. It is anchored by Dillard's, JCPenney, Barnes & Noble bookstore, and a 16-screen Premiere Cinemas. There are three vacant anchors, two of them formerly occupied by Dillard's and one occupied by Bealls. The mall contains over 145 shops, restaurants, and kiosks. The mall serves the entire South Plains region. It is the only regional mall within 120 miles (190 km) and it serves an estimated market of 500,000 people.
Pembroke Mall was an enclosed shopping mall located in Virginia Beach, Virginia, United States. It was opened in March 1966 as the first shopping mall in the Hampton Roads metro area. It comprised more than 48 stores, including anchor stores Target and Kohl's.
Paradise Valley Mall was a shopping mall located in Phoenix, Arizona, United States. The last remaining anchor stores were JCPenney and Costco. There were 3 vacant anchor stores that were once Sears, Dillard's, and Macy's.
Tri-County Mall, originally Tri-County Center, was a shopping mall located on State Route 747 just south of Interstate 275 in the city of Springdale, Ohio, a suburb of Cincinnati, Ohio, United States. Originally known as Tri-County Shopping Center, it opened in 1960 and has been expanded several times in its history. The original shopping center was an open-air property featuring H. & S. Pogue Company (Pogue's) and John Shillito Company (Shillito's) as the anchor stores. An enclosed wing anchored by Sears was added in 1969, followed by the enclosure of the rest of the mall. Shillito's was later known as Shillito-Rike's, Lazarus, Lazarus-Macy's, and then just Macy's; Pogue's was consolidated with L. S. Ayres and then converted to JCPenney. A mall expansion begun in 1990 and finished in 1992 added a second level of stores and McAlpin's as a fourth anchor store. The mall underwent a slow decline in the 21st century, owing mainly to the center's age and increased competition, and lost all of its anchors. Both JCPenney and Dillard's relocated to newer shopping centers in the 2010s, while Sears closed in 2018 and Macy's closed in 2021. The mall itself closed on May 15, 2022. It is owned by MarketSpace Capital and Park Harbor Capital.
Eastwood Mall is an indoor shopping center in Niles, Ohio, United States, serving the Youngstown–Warren metropolitan area. It is owned by the Cafaro Company. Its anchor stores are Boscov's, JCPenney, Macy's, and Target. The mall contains over 100 stores and restaurants across 1,600,000 sq ft (150,000 m2) of space. The mall is part of the greater Eastwood Mall Complex, which includes a variety of outdoor strip plazas totaling in over 3,200,000 square feet (300,000 m2) of shopping space.
Eastland Mall is a regional shopping mall located on North Green River Road in Evansville, Indiana. It is operated by the Macerich, a group which owns and develops malls around the United States. The mall has 130 specialty stores, three department stores, and a food court with a variety of fast food eateries and a TGI Fridays restaurant. The anchor stores are Macy's, Dillard's, and JCPenney.
Lynnhaven Mall is an enclosed super-regional shopping mall in Virginia Beach, Virginia, USA. It opened in August 1981. At 1,170,000 square feet (109,000 m2) of gross leasable area, it is the largest mall in the Hampton Roads metropolitan area of southeastern Virginia and one of the largest malls on the East Coast. The mall contains more than 180 stores, including Dillard's, JCPenney, and Macy's as main anchor stores. FlatIron Crossing is an enclosed shopping mall in Broomfield, Colorado anchored by Macy's, Dillard's, and Dick's Sporting Goods. An outdoor lifestyle center, named FlatIron Village; extends out of the mall's southern side and is anchored by a 14-screen AMC Theatres cinema and several restaurants. Other stores at the mall include Crate & Barrel, White House Black Market, Cotton On, Williams Sonoma, Apple, Pottery Barn, and MAC Cosmetics.
Downtown Norfolk serves as the traditional center of commerce, government, and culture in the Hampton Roads region. Norfolk, Virginia's downtown waterfront shipping and port activities historically played host to numerous and often noxious port and shipping-related uses. With the advent of containerized shipping in the mid-19th century, the shipping uses located on Norfolk's downtown waterfront became obsolete as larger and more modern port facilities opened elsewhere in the region. The vacant piers and cargo warehouses eventually became a blight on downtown and Norfolk's fortunes as a whole. But in the second half of the century, Norfolk had a vibrant retail community in its suburbs; companies like Smith & Welton, High's, Colonial Stores, Goldman's Shoes, Lerner Shops, Hofheimer's, Giant Open Air, Dollar Tree and K & K Toys were regional leaders in their respective fields. Norfolk was also the birthplace of Econo-Travel, now Econo Lodge, one of the nation's first discount motel chains.
Baybrook Mall is a shopping mall located near the Clear Lake City area in Houston, Texas; It has a Friendswood mailing address, but it is in the Houston city limits. The mall is located off Interstate 45, and it is also in proximity to Webster and the NASA Johnson Space Center. Macon Mall is a two-level, 1.1-million-square-foot (100,000 m2) shopping mall located in Macon, Georgia. It is a dead mall with a 74% and rising vacancy rate with only one anchor store, Burlington.
