Francis Patrick Carroll, a retired Australian archbishop, was the fifth Roman Catholic Archbishop of Canberra–Goulburn, serving between 1983 until his retirement in 2006. Prior to his election as archbishop, Carroll served as Bishop of Wagga Wagga between 1968 and 1983. Carroll served as president of the Australian Catholic Bishops Conference between 2000 and 2006.

On 13 April 2013, he was appointed to the eight-member Council of Cardinals, informally the Council of Cardinal Advisers, established by Pope Francis to help with governing the Catholic Church and reforming its central administration. He was mentioned as a possible candidate to succeed Pope Benedict XVI in 2013.

On 26 May 2020, Pope Francis announced Mark Stuart Edwards would become the sixth Bishop of Wagga Wagga, however Prowse remained apostolic administrator until Bishop Edwards' installation on 22 July 2020.
