Rudolph George Perpich Sr. was an American politician and dentist who served as the governor of Minnesota from 1976 to 1979 and again from 1983 to 1991. A member of the Democratic-Farmer-Labor Party,he is labeled as Minnesota's 34th and 36th governor. He was also the state's only Roman Catholic governor and the only one to serve non-consecutive terms.

He was elected on the Independent-Republican ticket with Governor Al Quie and served from January 1,1979,to January 3,1983. He also served as Quie's chief of staff for part of the term until he sought the governor's office on his own. In 1982,when Quie chose not to run for reelection,Wangberg was the Independent-Republican endorsed candidate for governor,but lost the primary to Wheelock Whitney.

She chaired the state's Gender Bias Taskforce and Racial Bias Taskforce and led the American Bar Association's efforts to establish clinical legal education. She was a champion for the mentally ill and for displaced homemakers. She wrote 549 opinions including for the majority in holding that different penalties for crack and powder cocaine were unconstitutional in State v. Russell .

She majored in biology and chemistry at Wayne State University,graduating in 1965. Then,in 1969,she entered Michigan State University's College of Osteopathic Medicine. In 1993,she was elected as the first woman dean of a medical school,at Ohio University's Heritage College of Osteopathic Medicine. She has earned several awards and honors for her work and accomplishments.
