Mary Goretti Kitutu, also Mary Goretti Kitutu Kimono is a Ugandan academic, politician and environmentalist. She was appointed Minister for Karamoja Affairs on 8 June 2021, replacing John Byabagambi. She was the Minister of Energy and Mineral Development, in the Ugandan Cabinet, from 14 December 2019 to 8 June 2021. [1] [2] Before that, from 10 June 2016, until 14 December 2019, she served as the State Minister for the Environment in the Cabinet of Uganda. [3] Dr Mary Kitutu concurrently serves as the elected Manafwa District Women's Representative, in the 10th Parliament (2016 - 2021). [4]
She was born in Manafwa District on 17 September 1962. After attending local schools, she entered Makerere University in 1984, graduating in 1987 with a Bachelor of Science degree in Chemistry and Geology. In 1993, she went back to Makerere and obtained a Postgraduate Diploma in Education. Her Master of Science degree was obtained in 1998 from the Faculty of Geo-Information Science and Earth Observation of the University of Twente, in Enschede, Netherlands. In 2011, she obtained a Doctor of Philosophy from Makerere University, in Kampala, Uganda. [4] [5]
Her first job out of university was as a teacher at Busoga College Mwiri, from 1988 until 1991. From 1991 until 1996, she taught at Our Lady of Good Counsel School, in Gayaza, Wakiso District. After she left teaching, she worked as a consultant at Axis Technical Geo Mineral Consult, between 1998 and 2001. [4]
In April 2002, she was hired as a Research Officer and Environmental Specialist at the National Environment Management Authority (NEMA), serving in that capacity until February 2015. From February 2015, she worked as a Senior Technical Advisor and Environmental Monitor at Tetra Tech, a project sponsored by USAID, serving in that capacity until 2015. [4]
In late 2015, she entered Ugandan elective politics by contesting for the Manafwa District Women Representative in the 2016 national and parliamentary elections. She ran on the National Resistance Movement political party platform. [6] She won and is the incumbent. She was appointed State Minister for the Environment on 6 June 2016. [7] In a cabinet reshuffle on 14 December 2019, Mary Goretti Kitutu, was named Cabinet Minister for Energy and Mineral Development. She replaced Irene Muloni, who was dropped from Cabinet. [2]
On April 30, 2024, the UK's Foreign Office announced personal sanctions against Mary Kitutu and another high Ugandan official under its Global Anti-Corruption sanctions regime for their involvement in significant corruption in relation to illegal appropriation of thousands of iron sheets allocated for housing of the poorest communities in the Karamoja region as part of a government-funded project, making her a subject to an asset freeze and a travel ban. Janet Kainembabazi Museveni is a Ugandan politician who has been the First Lady of Uganda since 1986. She is married to Ugandan President Yoweri Museveni, with whom she has four children. She has been Cabinet Minister of Education and Sports since 6 June 2016, although her own education record is questioned,she later graduated at Mukono university also known at UCU in Masters Art in organisational Leadership and Management on The 30th October 2015. She previously served as Minister for Karamoja Affairs in the Ugandan Cabinet from 27 May 2011 until 6 June 2016. She also served as the elected Member of Parliament representing Ruhaama County in Ntungamo District, between 2011 and 2016. She published her autobiography, My Life's Journey, in 2011.
The Ministry of Energy and Mineral Development, also Ministry of Energy, Oil and Mineral Development is one of the governmental bodies of Uganda. The ministry has the function of developing and implementing policies related to electricity, minerals, petroleum and petroleum products. The ministry is part of the national cabinet and is headed by a cabinet minister. The current Cabinet Minister of Energy is [Hon. Ruth Ssentamu Nankabirwa].
Syda Namirembe Bbumba is a Ugandan accountant, politician and banker. She served in the Cabinet of Uganda as Minister of Energy and Minerals from 2002 to 2006, Minister of Gender, Labor and Social Development from 2006 to 2008, Minister of Finance from 2009 to 2011, and Minister of Gender, Labor and Social Development again from 2011 to 2012. She was also the elected Member of Parliament for Nakaseke County North, Nakaseke District She was the Chairperson of the Parliamentary Committee on National Economy and also Chairperson of the Parliamentary Islamic Banking Forum. She was Sub-Saharan Africa's representative to the OIC Women Advisory Panel.
Peter Aimat Lokeris is a Ugandan politician and accountant. He is the current Minister of State for Minerals in the Cabinet of Uganda. He was appointed to this position on 16 February 2009. In the cabinet reshuffle of 27 May 2011, and that of 1 March 2015, Peter Lokeris retained his cabinet post. He is also the elected Member of Parliament representing Chekwii County in Nakapiripirit District. He has continuously represented that constituency since 1996.
Ephraim Kamuntu is a Ugandan management scientist and politician. He has been the Minister of Justice and Constitutional Affairs in the Cabinet of Uganda since 14 December 2019. Previously, he served as Minister of Water and Environment from August 2012 to June 2016. He is also an ex-officio Member of the Parliament of Uganda because of his Cabinet position.
John Byabagambi is a Ugandan engineer and politician. He was the Cabinet Minister for Karamoja Affairs, in the Cabinet of Uganda. He was appointed to that position on 6 June 2016, and was replaced by Mary Goretti Kitutu on 8 June 2021. He previously served as Minister of Works and Transport between March 2015 and June 2016, replacing Abraham Byandala who was appointed Minister Without Portfolio. He is also the elected Member of Parliament, representing Ibanda County South, Ibanda District. He was first elected to that position in 2001.
Beatrice Atim Anywar, also Betty Anywar,, is a Ugandan politician who serves as the Member of Parliament representing the Kitgum Municipality Constituency in the 10th Ugandan Parliament. Effective 14 December 2019, she concurrently serves as the State Minister for the Environment, in the Ugandan Cabinet. She replaced Dr. Mary Goretti Kitutu, who was appointed Minister of Energy and Minerals, in the same cabinet.
Irene Nafuna Muloni is a Ugandan electrical engineer, businesswoman and politician and also a Senior Presidential Advisor to Ugandan President Yoweri Kaguta Museveni. She was previously Cabinet Minister for Energy and Minerals in the Ugandan Cabinet until December 2019, serving from 27 May 2011. She retained her position in the new cabinet after the 2016 national elections. She served as the elected Member of Parliament for Bulambuli District Women's Representative, from 2011 until 2016 when she lost her seat to Independent candidate; Sarah Wekomba. She again regained her seat after the 2021 general elections.
Barbara Nekesa Oundo is a Ugandan politician and diplomat, who serves as Uganda's High Commissioner to South Africa, based in Pretoria. In that capacity, she also represents her country, to the nations of South Africa, Botswana, Namibia, Lesotho and Swaziland.
Sarah Achieng Opendi, sometimes Sarah Opendi Achieng, is a Ugandan accountant and politician. She is the State Minister of Mineral Development in the Ugandan cabinet, serving since 14 December 2019.
Frank Kagyigyi Tumwebaze is a Ugandan educator and politician of the National Resistance Movement political party. He is the Minister of Agriculture, Animal Industry and Fisheries, effective 8 June 2021.
Monica Azuba Ntege is a Ugandan engineer and politician. She was the Minister of Works and Transport in the Ugandan Cabinet. She was appointed to that position on 6 June 2016 replacing John Byabagambi, who became Minister for Karamoja. She was replaced by Katumba Wamala in the cabinet on 14 December 2019.
Betty Amongi Akena,, commonly known as Betty Amongi, is a Ugandan politician. She is the Minister of Gender, Labour and Social Development in the Cabinet of Uganda, as of 9 June 2021. Previously, she served as the Cabinet Minister of Kampala Capital City and before that, from 6 June 2016 until 14 December 2019, as the Minister of Lands, Housing and Urban Development in Uganda's cabinet. She is also the incumbent member of parliament representing the Oyam South Constituency in the 11th Parliament.
Joy Kabatsi, also Joy Kabatsi Kafura, is a Ugandan lawyer, farmer and politician. As of January 2020, she was the State Minister of Transport in the Cabinet of Uganda, effective December 2019. She belongs to National Resistance Movement political party.

She is the first female prime minister of Uganda.
Peter Ogwang is a Ugandan politician. He is the current Minister of State for Sports in the Ugandan Cabinet. He was appointed to that position on 22 July 2022, replacing Denis Obua. Previously, he was the State Minister for Economic Monitoring and had earlier served as the State Minister for Information, Communication, ICT and National Guidance. He is also the elected Member of Parliament for Usuk County in Katakwi District, in the 10th Parliament (2016-2021).
