Matthew Sinclair is a British political consultant. [1] He was the chief economist to Liz Truss when she was Prime Minister. [2]

Career

Sinclair is a former employee of the Institute of Economic Affairs. [3] Sinclair was a director of Deloitte and a former chief executive of the TaxPayers’ Alliance think tank. [4] He was chief economic adviser to the Truss ministry. [5] He ran the No 10 economic unit. [6] Sinclair was an important figure in her economic agenda of cutting taxes. [7] He reportedly supported scrapping HS2 and the Equality and Human Rights Commission. [8] He also supported a reduction in the number of government departments and the abolishment of the Green Investment Bank. [9] With the resignation of Liz Truss, Sinclair left government. In 2023, he was appointed director of the UK branch of the Computer & Communications Industry Association. [10]

Sinclair has been described as a "philosophically-committed right-winger". [11]

Widely referred to in the media as a mini-budget, it contained a set of economic policies and tax cuts such as bringing forward the planned cut in the basic rate of income tax from 20% to 19%; abolishing the highest (45%) rate of income tax in England, Wales and Northern Ireland; reversing a plan announced in March 2021 to increase corporation tax from 19% to 25% from April 2023; reversing the April 2022 increase in National Insurance; and cancelling the proposed Health and Social Care Levy. Following widespread negative response to the mini-budget, the planned abolition of the 45% tax rate was reversed 10 days later, while plans to cancel the increase in corporation tax were reversed 21 days later.
