It is headed by the secretary of housing and urban development,who reports directly to the president of the United States and is a member of the president's Cabinet.

Cisneros's decision to leave the HUD position and not serve a second term was overshadowed by controversy involving payments to his former mistress.

A member of the Republican Party,she previously served as the 5th United States Secretary of Housing and Urban Development under President Gerald Ford from 1975 to 1977 and as the 10th United States Trade Representative under President George H.
