Kelly Teal Thomasson Mercer [1] [2] (born July 7,1979) is an American Democratic politician,who served as the Secretary of the Commonwealth of Virginia from April 2016 to January 2022. Initially appointed by Governor Terry McAuliffe,she continued as Secretary under the administration of Governor Ralph Northam. Prior to her appointment as Secretary,Thomasson served as Deputy Secretary of the Commonwealth under Governor McAuliffe.
Thomasson's family hails from Montpelier in Hanover County,Virginia. [3] She joined Mark Warner's 2001 gubernatorial campaign,upon graduating from Virginia Commonwealth University. Although initially,she intended to pursue a master's degree in education,she instead accepted a job in Warner's administration after the election. Thomasson continued to work for Warner after he left the governor's office,spending a total of fourteen years in his employ. [4] Among other positions,Thomasson served as Director of Scheduling during Warner's time as governor and as Projects Director after Warner was elected to the U.S. Senate. [5]
In 2014,Thomasson was appointed Deputy Secretary of the Commonwealth of Virginia by Governor Terry McAuliffe. [3] [5] [6] She served under Levar Stoney until April 2016,when Stoney resigned to run for Mayor of Richmond. Thomasson was then appointed by McAuliffe as Stoney's successor. [4] [6] [7]
One week later,McAuliffe issued an executive order intended to grant a blanket restoration of civil rights to all released felons in the state (who were not on probation or parole). This would have impacted over 200,000 individuals. [8] [9] As Secretary of the Commonwealth,Thomasson's responsibilities include overseeing the restoration of rights to eligible Virginia residents. [4] Although McAuliffe's executive order was struck down by the Virginia Supreme Court in July of that year,McAuliffe and Thomasson proceeded to restore rights to eligible felons on a case-by-case basis. [10] By the end of McAuliffe's term,over 169,000 individuals had their rights restored under this revised policy. [7] [11]
The Richmond Times-Dispatch has called this restoration of rights "perhaps the most significant policy action" of McAuliffe's administration, [4] and Style Weekly named Thomasson to its 2017 Top 40 Under 40 list,highlighting her work in the matter as a "singular achievement". [8] The policy has also bred controversy. The Virginia Circuit Court judge of Lee,Scott,and Wise counties has argued that the policy may still be unconstitutional,even in its revised form,since it is unlikely that McAuliffe individually reviewed the specific details of each felon's case. In late October 2017,the commonwealth's attorney of Wise County sought to subpoena McAuliffe,then-lieutenant governor Ralph Northam,and Thomasson,in order to resolve the matter. Because this occurred in the weeks leading up to Virginia's 2017 gubernatorial election,some dismissed the attorney's actions as a political stunt. [12] [13]
Thomasson also helped McAuliffe form the Governor's Millennial Civic Engagement Task Force in the Summer of 2017,which focused on promoting civic engagement among Virginia's college students. [14] [15]
Thomasson has continued to serve as Secretary of the Commonwealth under Governor Ralph Northam. [7]
Thomasson is married to Clark Mercer,with whom she has two children. Mercer serves as the chief of staff to Governor Ralph Northam and had previously served in the same post during Northam's term as Lieutenant Governor of Virginia. [4] [16]
Thomasson and her family live in Ashland,Virginia,where she serves on the board of the Ashland Main Street Association. [3] [5] She has also done publicity work for the Ashland Theater,a historic art deco theater built in the 1940s. [3] [4]

Ralph Shearer Northam is an American physician and politician who served as the 73rd governor of Virginia from 2018 to 2022. A pediatric neurologist by occupation,he was an officer in the U.S. Army Medical Corps from 1984 to 1992. Northam,a member of the Democratic Party,served as the 40th lieutenant governor of Virginia from 2014 to 2018 prior to winning the governorship against Republican nominee Ed Gillespie in the 2017 election. Prohibited by the Virginia Constitution from running for a consecutive term,Northam left office in January 2022,succeeded by Republican Glenn Youngkin.
Shannon Rutter Valentine served as the Secretary of Transportation for Virginia from 2018 to 2022. She was appointed Secretary of Transportation by Governor Ralph Northam in January 2018,and oversaw a $5 billion multimodal transportation system crossing seven agencies with more than 10,000 employees. As Secretary,she also serves as Chair of the Commonwealth Transportation Board (CTB). Valentine served previously in the Virginia House of Delegates 2006–2010,representing the 23rd district,made up of the city of Lynchburg,Virginia and part of Amherst County,serving on the House Transportation and Courts of Justice Committees. Following an assignment as a Director of the Transportation Policy Council in 2013 for then Governor-elect Terry McAuliffe's transition team,Valentine was appointed as the Lynchburg District representative to the CTB in May 2014. During this time,she created the first Regional Connectivity Study in Virginia that correlated transportation decisions with workforce,business expansion and recruitment and investment,covering eight modes of transportation. Her legislative priorities focused on transportation,economic development,education,and ethics. She led bipartisan efforts to create transparent government,expand clean energy production,and invest in intercity passenger rail service for the first time in Virginia's history. She is a member of the Democratic Party.
Jennifer Leigh McClellan is an American politician and attorney who has served as the U.S. representative for Virginia's 4th congressional district since 2023. A member of the Democratic Party,she represented the 9th district in the Virginia State Senate from 2017 to 2023 and the 71st district in the Virginia House of Delegates from 2009 to 2017. She ran in the Democratic primary for governor of Virginia in the 2021 election,losing to former governor Terry McAuliffe.

In the general election on November 7,2017,Democratic nominee Justin Fairfax defeated Republican state Senator Jill Vogel to become the 41st Lieutenant Governor of Virginia. This is the last time that a Democrat won the lieutenant governorship in Virginia.

The incumbent attorney general,Democrat Mark Herring,was expected to run for governor,but announced he would run for re-election instead. As only Herring and Republican John Adams qualified for their respective party primaries,the two automatically became their parties' nominees. In the general election,Herring defeated Adams to win a second term as Attorney General of Virginia. This is the last time that a Democrat was elected Attorney General of Virginia.

Emigrating from Karachi,Pakistan,with his family at the age of ten,Qarni grew up in Parkville,Maryland,before moving to Manassas,Virginia,in 2005. He served in the United States Marine Corps,was deployed to Iraq as part of Operation Iraqi Freedom,and rose to the rank of Sergeant. He served as a paralegal at the international law firm McDermott Will &Emery LLP before beginning a career in teaching. Qarni ran for a seat in the Virginia House of Delegates in 2013,losing to incumbent Bob Marshall,and for the Virginia Senate in 2015,losing the Democratic nomination to Jeremy McPike.
