Richard Daryl "Ric" Brown (born June 1, 1946) is an American economist who served from 2008-2018 as the Virginia Secretary of Finance. He joined the Virginia Department of Planning and Budget in 1971 and was appointed as its director by Governor Jim Gilmore in 2001. [1] He was reappointed in 2002 and 2006 and, in 2008, was made Secretary of Finance following Jody Wagner's departure to run for Lieutenant Governor of Virginia. [2]

Jody Moses Wagner is an American politician from Virginia Beach, Virginia. A Democrat, she served as State Treasurer of Virginia from January 2002 to January 2006, and as Virginia Secretary of Finance in the Cabinet of Governor Tim Kaine from January 2006 to August 2008. She was an unsuccessful candidate for United States House of Representatives in Virginia's 2nd congressional district in 2000. She was the Democratic Party nominee for Lieutenant Governor of Virginia in the 2009 election. She lost the election to Republican incumbent Bill Bolling.
The Lieutenant Governor is a constitutional officer of the Commonwealth of Virginia. The Lieutenant Governor is elected every four years along with the Governor and Attorney General. The office is currently held by Democrat Justin Fairfax. The governor and lieutenant governor are elected separately and thus may be of different political parties. The lieutenant governor's office is located in the Oliver Hill Building on Capitol Square in Richmond, Virginia. The lieutenant governor serves as the President of the Senate of Virginia and is first in the line of succession to the governor; in the event the governor dies, resigns, or otherwise leaves office, the lieutenant governor becomes governor. Unlike the governor, the Lieutenant Governor of Virginia can serve consecutive terms.
Born in Arlington, Virginia, Brown graduated in 1968 from the College of William & Mary, earning a B.A. in economics and received a Master of Commerce degree from the University of Richmond.
