Mel Rey Mingoa Uy (born January 6, 1968) is the fifth Bishop of the Roman Catholic Diocese of Lucena in the Philippines.
Uy was born January 6, 1968 in San Agustin, Romblon. He attended the San Pius X Seminary at Roxas, Capiz, where he completed his philosophical studies, then the University of Santo Tomas (UST) in Manila, where he completed his theological studies. He later returned to UST to receive a master's degree in philosophy. [1]
Before being appointed the fifth Bishop of the Roman Catholic Diocese of Lucena in the Philippines, Uy was a priest in the Diocese of Romblon. On July 29, 2017, the Vatican announced the resignation of the former bishop of Lucena, Emilio Z. Marquez, and the appointment of Mel Rey Uy as his successor. [1] [2]
In September 2020, Uy led a campaign against the construction of new coal-fired power plants in Quezon Province. [3]

The Seminary of St. Pius X, or St. Pius X Seminary (SPXS), is a Filipino Roman Catholic secondary school and seminary in the Lawaan hills, Roxas City, Capiz, in the Philippines, run by the Catholic priests of the Archdiocese of Capiz. The seminary and its surrounding areas comprise some three hectares of rocky hills. Cardinal Jaime Sin was the first rector of the school. In 1999, the college of St. Pius X Seminary transferred to Cagay, Roxas City, Capiz, and named the school Sancta Maria, Mater et Regina, Seminarium (SMMRS) to honor the Blessed Virgin Mary. SPXS decided to retain and maintain its high school and pre-college until 2012, pre-college was transferred to SMMRS.

He previously served as the first Bishop of Gumaca in Quezon province from January 29, 1985 until his appointment as Coadjutor Bishop of Lucena and Apostolic Administrator of Gumaca on May 4, 2002. After the resignation of Bishop Bishop Ruben T. Profugo in 2003, Bishop Marquez was installed as the fourth Bishop of Lucena on November 4, 2003. He is also the Chairman & CEO of Mount Carmel Diocesan General Hospital in Lucena City, Quezon. He later retired as Bishop of Lucena and was succeeded by Fr. Mel Rey Uy, the economer of Romblon Diocese, on July 29, 2017.
