The Ministry of Interior and National Security [1] [2] is the branch of the Palestinian National Authority (PNA) cabinet in charge of the security and the statistics of the population of the State of Palestine. The Palestinian Central Bureau of Statistics (PCBS) is a sub-branch of the Interior Ministry that has the responsibility for the population and economic statistics of the Palestinian territories. Since Hamas' takeover of Gaza, the position of the Interior Ministry within the Palestinian Security Services is unclear.

History

In 2006, the Israeli Defense Forces struck the office building of the Interior Ministry multiple times as a part of a bombing campaign in Gaza. The attacks were in response to the kidnapping of Gilad Shalit, an Israeli soldier. [3]

In June 2007, the office in Gaza was taken by Said Seyam as part of the Hamas government of June 2007. Fathi Hamad took office in January 2009, following assassination of Said Seyam on 15 January 2009 during the Gaza War. In August 2012, following government reshuffle by Prime Minister Ismail Haniyye, Fathi Hamad remained in position.

The Palestinian National Authority, commonly known as the Palestinian Authority and officially the State of Palestine, is the Fatah-controlled government body that exercises partial civil control over West Bank areas "A" and "B" as a consequence of the 1993–1995 Oslo Accords. The Palestinian Authority controlled the Gaza Strip prior to the Palestinian elections of 2006 and the subsequent Gaza conflict between the Fatah and Hamas parties, when it lost control to Hamas; the PA continues to claim the Gaza Strip, although Hamas exercises de facto control. Since January 2013, the Palestinian Authority has used the name "State of Palestine" on official documents, although the United Nations continues to recognize the Palestinian Liberation Organization (PLO) as the "representative of the Palestinian people".

<span class="mw-page-title-main">Palestinian government</span> Government in State of Palestine

The Palestinian government is the government of the Palestinian Authority or State of Palestine. The Executive Committee of the Palestine Liberation Organization (EC) is the highest executive body of the Palestine Liberation Organization and acts as the government. Since June 2007, there have been two separate administrations in Palestine, one in the West Bank and the other in the Gaza Strip. The government on the West Bank was generally recognised as the Palestinian Authority Government. On the other hand, the government in the Gaza Strip claimed to be the legitimate government of the Palestinian Authority. Until June 2014, when the Palestinian Unity Government was formed, the government in the West Bank was the Fatah-dominated Palestinian government of 2013. In the Gaza Strip, the government was the Hamas government of 2012. Following two Fatah–Hamas Agreements in 2014, on 25 September 2014 Hamas agreed to let the PA Government resume control over the Gaza Strip and its border crossings with Egypt and Israel, but that agreement had broken down by June 2015, after President Abbas said the PA government was unable to operate in the Gaza Strip.

Samir Ghawshah also spelled Samir Ghosha, was a Palestinian politician and militia leader. He was the head of the Secretary-General of the Palestinian Popular Struggle Front (PPSF) and member of the Palestine Liberation Organization Executive Committee. Ghawsha also served in the Palestinian National Authority as Minister of Labor and later on Minister of Jerusalem.

<span class="mw-page-title-main">Palestinian National Security Forces</span> PNA paramilitary security forces

The Palestinian National Security Forces are the paramilitary security forces of the Palestinian National Authority. The name may either refer to all National Security Forces, including some special services but not including the Interior Security Forces, the Presidential Guard and General Intelligence, or refer to the main force within the National Security Forces. Since the signing of the Oslo Accords, these forces operate in areas controlled by the PNA. In 2003, the organizations were merged into the Palestinian Security Services.

The Palestinian Authority Government of March 2006, also known as the First Haniyeh Government, was a government of the Palestinian National Authority (PA), led by Ismail Haniyeh, that was sworn in on 29 March 2006 and was followed by the Palestinian unity government of 17 March 2007. On 25 January 2006, Hamas won the election for the Palestinian Legislative Council (PLC) with 44.4% of the vote vs Fatah's 41.4%, and its leader Haniyeh formed the government, which comprised mostly Hamas members as well as four independents, after Fatah and other factions had refused to form a government with Hamas. It was the first Hamas-led PA government in the Palestinian territories.

The Second Haniyeh Government, also known as the Palestinian National Unity Government of March 2007, was a Palestinian Authority unity government headed by Ismail Haniyeh, the Prime Minister of the Palestinian National Authority that was formed on 17 March 2007 and dissolved on 14 June 2007.

Hani Talab al-Qawasmi is a Palestinian politician. He was born in Gaza, although his family originated from Hebron in the modern-day West Bank and emigrated to Gaza in 1949. Al-Qawasmi received his BA degree in accounting from Cairo University and pursued his studies and got a high diploma in human resources from Cairo University. Al-Qawasmi worked at the religious al-Azhar Institute for 10 years. He worked with the establishment of the Palestinian National Authority in its Civil Affairs Ministry for 7 years.

Palestinian Authority Governments of June and July 2007 is a conciliation pact between Hamas and Fatah in the Palestinian Authority This agreement convened a council (PA) of emergency cabinets led by Salam Fayyad established by the Palestinian President Mahmoud Abbas by presidential decree. The first Fayyad government was formed on June 14, 2007. Although widely supported by the international community, its creation is controversial as it was established under the Basic Law which requires the approval of the new government by Palestinian Legislative Council. President Abbas has enacted some articles of the Basic Law to allow cabinets to be sworn in with the approval of the PLC.

The Palestinian Authority Government of June 2002 was a government of the Palestinian National Authority (PA) from June to September 2002, headed by Yasser Arafat, the President of the Palestinian National Authority.

Fathi Ahmad Hamad is a Palestinian politician and member of the Hamas political bureau. He was Interior Minister in the Hamas-administered Gaza Strip from 2009 to 2014.

The United States has provided security assistance to the Palestinian Authority (PA) since the mid-1990s. After the Oslo Accords formed the PA, the U.S. gave aid on an ad hoc basis, often covertly at the outset. Since 2005, however, the U.S. State Department has provided direct financial and personnel assistance to Palestinian security organizations when it established the office of the United States Security Coordinator (USSC) for Israel and the Palestinian territories through the Bureau for International Narcotics and Law Enforcement Affairs (INL). In 2007 the USSC team began training certain Palestinian Authority Security Forces (PASF) including the Palestinian National Security Forces (NSF) and the Presidential Guard with the intent to train, equip, and garrison 10 NSF battalions by the end of 2010. Over the year, U.S. security assistance to the Palestinian Authority has expanded and received praise as well as criticism from American, Palestinian, and Israeli groups.

The Interior Minister in the Gaza Strip is an office created in June 2007, following the Hamas takeover of the Gaza Strip, that left the Palestinian National Authority (PNA) in control only of the West Bank and Hamas in control of the Gaza Strip. The office is in charge of the security and statistics of the people in the Gaza Strip.

The prime minister of the Palestinian National Authority was the position of the official head of government of the Palestinian Authority government, which operated between 2003 and January 2013, when it was officially transformed into the State of Palestine. Some still refer to the position of the prime minister of the Gaza Strip as the prime minister of the Palestinian National Authority.

<span class="mw-page-title-main">Palestinian Legislative Council</span> Unicameral legislature of the Palestinian Authority

The Palestinian Legislative Council (PLC) is the unicameral legislature of the Palestinian Authority, elected by the Palestinian residents of the Palestinian territories of the West Bank and Gaza Strip. It currently comprises 132 members, elected from 16 electoral districts of the Palestinian Authority. The PLC has a quorum requirement of two-thirds, and since 2006 Hamas and Hamas-affiliated members have held 74 of the 132 seats in the PLC. The PLC's activities were suspended in 2007 and remained so as of November 2023, while PLC committees continue working at a low rate and parliamentary panel discussions are still occurring.

The Second and Third Fayyad Governments or the Palestinian Government of May 2009 was a Palestinian government of the Palestinian National Authority led by Salam Fayyad from 19 May 2009 to June 2013. Fayyad had been Prime Minister of the First Fayyad Government of June 2007.

<span class="mw-page-title-main">Third Hamdallah Government</span> Palestinian national unity government formed 2014

The Palestinian Unity Government of June 2014 was a national unity government of the Palestinian National Authority under Palestinian President Mahmoud Abbas formed on 2 June 2014 following the Fatah-Hamas Reconciliation Agreement that had been signed on 23 April 2014. The ministers were nominally independent, but overwhelmingly seen as loyal to President Abbas and his Fatah movement or to smaller leftist factions, none of whom were believed to have close ties to Hamas. However, the Unity Government was not approved by the Legislative Council, leading to its legitimacy being questioned. The Unity Government dissolved on 17 June 2015 after President Abbas said it was unable to operate in the Gaza Strip.

The Palestinian Security Services (PSS) are the armed forces and intelligence agencies of the State of Palestine. They comprise several institutions, notably the Security Forces and the Police. The President of the Palestinian National Authority is Commander-in-Chief of the Palestinian Forces.

The Palestinian Authority Government of October 2003 was an eight-member Palestinian Authority (PA) emergency government that was formed on 6 October and existed until 12 November 2003. It was headed by newly appointed Prime Minister Ahmed Qurei and established by presidential decree.
