The Ministry of Migration and Asylum is the official government body that oversees migration and asylum policy issues in Greece. [1] It also contributes and implements European policies on Migration. [2] It collaborates with the European Union Agency for Asylum, [3] the International Organization for Migration and the United Nations. It receives funding from the Asylum, Migration and Integration Fund, [4] the Internal Security Fund [5] and the European Recovery and Resilience Fund. [6] The Ministry of Migration and Asylum was established on 15 January 2020. The Ministry of Migration Policy, established on 5 November 2016, was abolished on 8 July 2019.

Administrative Services

Secretariat-General of Migration Policy

The General Secretariat of Migration Policy was established in 2010 with Article 1 of the Presidential Decree 11/2010 (16.02.10 Α’15). Following a series of administrative changes, the Secretariat was re-established in 2020 with the Presidential Decree 18/2020 (Α34).The General Secretariat participates in the planning and implementation of national and European policies for migration, [8] oversees international protection policies [9] by examining asylum applications, and promotes the social integration of third-country nationals in Greece. According to the Presidential Decree 106/2020, the Secretariat-General of Migration Policy oversees the Directorate-General of Migration Policy, the Appeals Authority, Directorate–General for the Coordination and Management of Migration and Home Affairs Funds [4] and the Asylum Service

Secretariat-General for Reception of Asylum Seekers

The Secretariat-General for Reception of Asylum Seekers was established by the first article of the Presidential Decree 18/2020 (Government Gazette 34/Issue Α’/19-02-2020). The Reception and Identification Service (previously named First Reception Service according to Law 3907/2011) was established with Law Ν.4375/2016 (Government Gazette 51/Issue Α’/ 03-04-2016) and operates under the Secretariat-General for Reception of Asylum Seekers. The Reception and Identification Service is responsible for the reception and identification procedures for third-country nationals [10] who enter Greece without the lawful requirements.

Secretariat-General for Vulnerable Individuals & Institutional Protection

The Secretariat Special for the Protection of Unaccompanied Minors was established in paragraph 3 of the first article of the Presidential Decree 18/2020. It operates according to Articles 35 and 42 of Law 4622/2019 and reports to the Deputy Minister for Migration and Asylum. Its mission was to plan, implement and supervise the National Strategy in Greece for the protection of unaccompanied minors. On June 27, 2023, with Presidential Decree 77/2023, the Secretariat-General for Vulnerable Individuals & Institutional Protection was established, which took on all the responsibilities of the Secretariat Special for the Protection of Unaccompanied Minors.

The Cyber Crime Unit of the Hellenic Police, for which legislative responsibility remains with the Ministry of Citizen Protection, was officially founded in 2004 with Greek Presidential Decree 100/2004 Government Gazette 69/Α/3-3-2004. In 2011 with Presidential Decree 9/2011 Government Gazette 24/Α/21-2-2011 was the establishment of the Authority of Financial Police and Cyber Crime Subdivision, of Police Directorate level, commenced operation in August 2011 comprises the Financial Police Subdivision and the Cyber Crime Subdivision. It was reformed in 2014 with Article 17 of Section 2 of Law 4249/2014 Government Gazette 73/Α/24-3-2014 in which renamed Cyber Crime Division, including the foundation and structure of Cyber Crime Subdivision of Northern Greece in Thessaloniki. Although it is still continues to be commonly known to as Cyber Crime Unit or Cyber Crime Center. The legislation for the Cyber Crime Division has amended with the Article 31 of the Presidential Decree 82/2020 Government Gazette 183/A/23-9-2020.

The Office of Refugee Resettlement (ORR) is a program of the Administration for Children and Families, an office within the United States Department of Health and Human Services, created with the passing of the United States Refugee Act of 1980. The Office of Refugee Resettlement offers support for refugees seeking safe haven within the United States, including victims of human trafficking, those seeking asylum from persecution, survivors of torture and war, and unaccompanied alien children. The mission and purpose of the Office of Refugee Resettlement is to assist in the relocation process and provide needed services to individuals granted asylum within the United States.

<span class="mw-page-title-main">Migrant crisis</span> Situation resulting from flows of immigrants to a country

Migrant crisis is the intense difficulty, trouble, or danger situation in the receiving state due to the movements of large groups of immigrants escaping from the conditions which negatively affected their situation at the country of origin (departure). The "crisis" situation is not the refugee numbers but the system's failure to respond in an orderly way to the government's legal obligations. Some notable crises are; European migrant crisis, English Channel migrant crisis and World War II evacuation and expulsion.

Transnational child protection refers to the protection of children from violence, exploitation, abuse and neglect in an international setting. When a non-national child comes into contact with public authorities and service providers, a series of checks, assessments and immediate measures sets in to identify the child and to assess her or his situation. Article 19 of the UN Convention on the Rights of the Child provides for the protection of children in and out of the home, including in their country of origin, residence or a third country. Article 2 of the Convention provides for the right to non-discrimination, meaning children have the right to protection regardless of the national origin or status of the child or his or her parents or legal guardians.

<span class="mw-page-title-main">Asylum, Migration and Integration Fund</span>

The European Commission's Asylum, Migration and Integration Fund is a funding programme managed by the Directorate-General for Migration and Home Affairs which promotes the efficient management of migration flows and the implementation, strengthening and development of a common approach to asylum and immigration in the European Union. All EU Member States except Denmark participate in the implementation of this Fund. Most of the funds are provided to the EU Member States for activities addressing previously agreed upon themes. A part of the funding is reserved for emergency assistance. A final part is reserved for Union Actions, which are European Commission managed projects that are developed as either calls for proposals, direct awards, procurements, or delegation agreements.

Humanitarian visas are visas granted by some countries in order to fulfill their international obligation to protect refugees from persecution. The criteria in the Convention Relating to the Status of Refugees are often used in assessing whether or not there is a legitimate claim for protection. It defines a refugee as a person who:

Fedasil is a Belgian institution that is responsible for the reception of asylum seekers. The organisation is further responsible for the observation and orientation of unaccompanied minor foreign nationals (UMFNs). The reception of asylum seekers is provided at individual reception locations or collective reception centres.

The Secretary of State for Migration (SEM) is a senior official of the Spanish Ministry of Labour, Migrations and Social Security responsible for developing the government's policy on foreigners, immigration and emigration. It also attends and advises the minister in the international meetings about these matters, especially in the European Union meetings.

The National Research and Innovation Agency is a cabinet-level government agency formed by the Indonesian government in 2019.
