Naval Support Activity Hampton Roads (NSA HR) is a United States Navy Echelon 4 regional support commander that is responsible to Navy Region Mid-Atlantic for the operation and maintenance of the installation of the same name that it is headquartered on. Adjacent to, but separate from Naval Station Norfolk, NSA Hampton Roads has the largest concentration of fleet headquarters administrative and communication facilities outside of Washington, D.C., including the headquarters for United States Fleet Forces Command, Naval Reserve Forces Command and United States Marine Corps Forces Command, along with components of the Joint Chiefs of Staff, and the home campus for the Joint Forces Staff College. NSA Hampton Roads is also home to NATO’s Joint Force Command Norfolk and NATO's Allied Command Transformation.
In addition, NSAHR manages Naval Support Activity Northwest Annex in the Hickory section of Chesapeake and provides installation support services to Naval Medical Center Portsmouth (NMCP).
NSA Hampton Roads traces its lineage back to the Commander in Chief, U.S. Atlantic Fleet (now U.S. Fleet Forces Command). On 1 February 1941, when the Atlantic Fleet was resurrected, the LANTFLEET staff was headquartered in an odd assortment of ships; the USS Augusta (CA-31), then the old wooden ship USS Constellation, USS Vixen (PG-53), and then USS Pocono (AGC-16). In 1948, the LANTFLEET staff moved into the former naval hospital at Norfolk, Virginia, which is where it currently remains. It was at that time, that the Atlantic Fleet Commander would create the CINCLANTFLEET Flag Administrative Unit to provide limited logistic services and support to CINCLANTFLT staff's.
In May 1977, after a four-month study, the Chief of Naval Operations established the Atlantic Fleet Headquarters Support Activity (HSA) to provide administrative, personnel, logistics, maintenance, transportation, special services, supply, and fiscal services to tenant activities and commands so they could operate with maximum emphasis on their primary missions. In 1987, the chain of command was restructured once again, making the HSA an echelon four command under Commander, Naval Base, Norfolk (the predecessor for Navy Region Mid-Atlantic).
In 1999, HSA was redesignated a major command and dual-hatted with the responsibilities as the Installation Commander for three base installations and as the Program Director for Regional Support Services. The following year, Headquarters Support Activity was disestablished and renamed Naval Support Activity, Norfolk. In October 2011, NSA received approval to change its name to Naval Support Activity Hampton Roads, as it now included two additional bases that were not located in Norfolk.

The main campus of NSA Hampton Roads is located in Norfolk, Virginia, with Virginia State Route 406 (International Terminal Boulevard) bordering its southern side, Virginia State Route 337 (Hampton Boulevard) bordering its western side, and Interstate 564 bordering its eastern side, with the main entrance located on Terminal Blvd.
Most of the commands on the main campus are either force-level (Echelon II) or fleet level (Echelon III) commanders. It is the headquarters for four Echelon II commands -- United States Fleet Forces Command, Navy Reserve Forces, Operational Test and Evaluation Force and United States Marine Corps Forces Command, and for two Echelon III commands: Naval Air Force Atlantic, and Submarine Forces Atlantic.
It is also the home for part of the Joint Chiefs of Staff Operational Plans and Joint Force Development (J7) directorate alongside the Joint Forces Staff College. NATO's Allied Command Transformation and the joint NATO-USFF Combined Joint Operations from the Sea Center of Excellence are also both located on this campus.

NSA Hampton Roads - Portsmouth is a separate sub-installation of the main campus that houses Navy Medicine East and Naval Medical Center Portsmouth (NMCP) on the latter's sprawling 20 acres campus situated directly on the Elizabeth River in Portsmouth. The hospital's buildings are registered National Register of Historic Places
In 2011, the Chief of Naval Operations directed the Bureau of Medicine and Surgery (BUMED) to transfer control of the base to CNIC, which subsequently assigned it to Navy Region Mid-Atlantic and to NSA Hampton Roads. NSAHR assumed installation control on October 1, 2011 and now provides all base operation support services (such as security/police services, housing, and Morale, Welfare and Recreation to the installation. [2] Prior to that, NMCP personnel and contract staff had been performing most of the duties.

Naval Support Activity Northwest Annex is located in rural southern Chesapeake, Virginia on the border of North Carolina. Approximately 2/3 of the land is located in Virginia, while the remaining 1/3 is in North Carolina. [3] It provides support to the eleven tenant commands, the largest of which is the Naval Consolidated Brig, Chesapeake (NAVCONBRIG Chesapeake) or the Joint Regional Correctional Facility Mid-Atlantic. The brig is a military prison, serving as Building 500 of the Northwest Annex of NSA Hampton Roads. [4]
In May 1955, the U.S. Naval Radio Station was activated to serve as a receiving facility for naval activities in the Norfolk area. After years of operating and functioning as a naval radio station, in September 1970, the Naval Radio Station Northwest became a component activity of the Naval Communication Station Norfolk. In 1975, the Naval Security Group Activity Northwest was established. Since 1975, the base has continued to change, but it still hosts an interesting and diverse group of tenant commands and personnel. [5]
Outside of the Brig, NSA Northwest Annex is the home to several Naval Security Forces related training schools. It also lays host to a number of communications and information commands, including a Navy Information Operations Command detachment.
The United States Fleet Forces Command (USFFC) is a service component command of the United States Navy that provides naval forces to a wide variety of U.S. forces. The naval resources may be allocated to Combatant Commanders such as United States Northern Command (USNORTHCOM) under the authority of the Secretary of Defense. Originally formed as United States Atlantic Fleet (USLANTFLT) in 1906, it has been an integral part of the defense of the United States of America since the early 20th century. In 2002, the Fleet comprised over 118,000 Navy and Marine Corps personnel serving on 186 ships and in 1,300 aircraft, with an area of responsibility ranging over most of the Atlantic Ocean from the North Pole to the South Pole, the Caribbean Sea, Gulf of Mexico, and the waters of the Pacific Ocean along the coasts of Central and South America.
Joint Expeditionary Base–Little Creek (JEB–LC), formerly known as Naval Amphibious Base Little Creek and commonly called simply Little Creek, is the major operating base for the Amphibious Forces in the United States Navy's Atlantic Fleet. The mission of the Naval Amphibious Base is to provide required support services to over 15,000 personnel of the 27 homeported ships and 78 resident and/or supported activities. The base's combination of operational, support, and training facilities are geared predominantly to amphibious operations, making the base unique among bases of the United States and Allied Navies.
South Hampton Roads is a region located in the extreme southeastern portion of Virginia's Tidewater region in the United States with a total population of 1,177,742 as of 2020. It is part of the Virginia Beach-Norfolk-Newport News, VA-NC MSA, which itself has a population of 1,780,059 as of 2020.
Naval Weapons Station Yorktown is a United States Navy base in York County, James City County, and Newport News in the Hampton Roads region of Virginia. It provided a weapons and ammunition storage and loading facility for ships of the United States Atlantic Fleet, and more recently, for those from the Fleet Forces Command.
Naval Station Norfolk Chambers Field (IATA: NGU, ICAO: KNGU, FAA LID: NGU),or LP-1/Chambers Field, is commonly known simply as, Chambers Field, and is named after Captain Washington Irving Chambers. It is a military airport in Norfolk, Virginia that is a part of Naval Station Norfolk. It supports naval air forces in the United States Fleet Forces Command, those operating in the Atlantic Ocean, Mediterranean Sea, and Indian Ocean. It's important to note that, "Chambers Field" only refers to the geographical area of the airport runway, taxiways, two heliports and six helipads.
The Commander, U.S. Marine Corps Forces Command (COMMARFORCOM), headquartered at the Naval Support Activity Hampton Roads in Norfolk, Virginia, commands service retained-operating forces; executes force sourcing and synchronization to affect force generation actions in the provisioning of joint capable Marine Corps forces, and directs deployment planning and execution of service retained-operating forces in support of Combatant Commander (CCDR) and service requirements; serves as Commanding General, Fleet Marine Force, Atlantic and commands embarked Marine Corps forces; coordinates Marine Corps-Navy integration of operational initiatives and advises CDR U.S. Fleet Forces Command (USFF) on support to Marine Corps forces assigned to naval ships, bases, and installations; conducts Service directed operational tasks as required. COMMARFORCOM is also the Commander, Marine Corps Forces Northern Command (MARFORNORTH), the Marine service component command of U.S. Northern Command.
Naval Base Point Loma (NBPL) is a United States Navy base in Point Loma, a neighborhood of San Diego, California. It was established on 1 October 1998 when Navy facilities in the Point Loma area of San Diego were consolidated under Commander, Navy Region Southwest. Naval Base Point Loma consists of seven facilities: Submarine Base, Naval Mine and Anti-Submarine Warfare Command, Fleet Combat Training Center Pacific, Naval Information Warfare Systems Command (NAVWAR), Naval Information Warfare Center Pacific, the Fleet Intelligence Command Pacific and Naval Consolidated Brig, Miramar. These close-knit commands form a diverse and highly technical hub of naval activity. The on-base population is around 22,000 Navy and civilian personnel.
United States Naval Districts is a system created by the United States Navy to organize military facilities, numbered sequentially by geographic region, for the operational and administrative control of naval bases and shore commands in the United States and around the world. Established in 1903, naval districts became the foundational system for organizing U.S. naval forces ashore during the 20th century. The term "Naval" forces includes United States Marine Corps and current United States Coast Guard units.
The Commander, Navy Installations Command (CNIC) is an Echelon II shore command responsible for all shore installations under the control of the United States Navy. As an Echelon II command, it reports directly to the Chief of Naval Operations. It is responsible for the operation and management of all Naval installations worldwide through eleven Navy regions.
St. Julien's Creek Annex (SJCA) is a U.S. naval support facility that provides administrative offices, light industrial shops, and storage facilities for tenant naval commands. Its primary mission is to provide a radar testing range and various administrative and warehousing structures for the Norfolk Naval Station.
The Naval Information Warfare Center Atlantic is an Echelon III activity of the United States Navy located in North Charleston, South Carolina.
The Marine Corps Security Force Regiment is a dedicated expeditionary security and anti-terrorism regiment of the United States Marine Corps. Its mission is to provide security forces to guard high-value naval installations, most notably those containing nuclear vessels and weapons. Additionally, it also provides the Fleet Anti-terrorism Security Teams (FAST) and Recapture Tactics Teams (RTT). Marines who complete Security Forces training are assigned a secondary Military Occupational Specialty (MOS) of 8152, while instructors can earn 8153.
The Naval District Washington is one of eleven current naval regions responsible to Commander, Navy Installations Command for the operation and management of Naval shore installations in the Washington D.C. Metropolitan Area. The Commandant is currently the only remaining Naval Districts from the 1900s era, making it, by default the oldest of the current naval regions. The Commandant is headquartered at the Washington Navy Yard only a few yards away from the Commander, Navy Installations Command headquarters.
The Naval Meteorology and Oceanography Command (COMNAVMETOCCOM) or CNMOC, serves as the operational arm of the Naval Oceanography Program. Headquartered at the Stennis Space Center in Mississippi, CNMOC is an echelon three command reporting to United States Fleet Forces Command (USFLTFORCOM). CNMOC's area of responsibility is globally distributed, with assets on larger ships, shore facilities at fleet concentration areas, and larger production centers in the US.
Naval Support Activity Charleston, originally designated Naval Weapons Station Charleston, is a base of the United States Navy located on the west bank of the Cooper River, in the cities of Goose Creek and Hanahan South Carolina. The base encompasses more than 17,000 acres (69 km2) of land with 10,000 acres (40 km2) of forest and wetlands, 16-plus miles of waterfront, four deep-water piers, 38.2 miles (61.5 km) of railroad and 292 miles (470 km) of road. The current workforce numbers more than 11,000 with an additional 3,600 people in on-base family housing.

Naval Support Activity Mechanicsburg is an 806 acres (1.259 sq mi) naval supply depot just outside of Mechanicsburg in Cumberland County, Pennsylvania, United States. Largely industrial, and home to over 150 warehouses containing 8,800,000 square feet (820,000 m2) of storage space and other buildings, it is the headquarters of the Naval Supply Systems Command. It is also the parent installation of Naval Support Activity Philadelphia and the Philadelphia Navy Yard Annex, which share the same commanding officer.
