Samuel Odonga Otto, (born 11 November 1977), is a lawyer in Uganda, who serves as the Uganda Law Review for Aruu County Constituency in Pader District, in the Northern Region of that county. He has continuously represented that constituency since 2001. [1]

Background and education

He was born Odonga Otto on 11 November 0 in Aruu County, Pader District, Acholi sub-region in Uganda's Northern Region. [1] [2]

He attended Gulu Public Primary School and Sacred Heart Seminary, Lacor, where he completed his O-Level studies. He attended St. Joseph's College, Layibi, in the city of Gulu, where he completed his A-Level education, graduating with a High School Diploma in 1996. [1]

In 1997, he was admitted to Makerere University, the largest and oldest public university in Uganda, graduating with a Bachelor of Arts degree in Social Sciences, in 2000. Later, he obtained a Master of International Relations and Diplomatic Studies, from the same university. [1]

He also holds a Bachelor of Laws degree, awarded by Uganda Christian University, in Mukono District. In 2010, he was awarded a Postgraduate Diploma in Legal Practice, by the Law Development Centre, in Kampala. He is a member of the Ugandan Bar, as a practicing Attorney. [1]

Work experience

Ondonga Otto is the Managing Partner at Odonga Otto & Company Advocates, a Kampala-based law firm, founded in 2010, that he co-owns with his wife, Juliet Oyulu. [1] [3]

Political career

In 2010, he joined Uganda. He was elected to the USL, to represent the Aruu County Constituency. Committee on Budget and the Committee on Finance, Planning and Economic Development. [1]

Family

Odonga Otto is married to Oyulu, a fellow lawyer with whom he co-owns their law practice. As of 2012, they had three children together. Odonga Otto has two other children from a previous relationship. [3]

Other considerations

Otto has been a vocal member of the Forum for Democratic Change (FDC) political party since 2010. In recent years he has, on numerous occasions, announced his intentions to quit FDC, during the 2021 election cycle. [4] [5]

Jacob Oulanyah Ugandan lawyer and politician (1965–2022)

Jacob L'Okori Oulanyah was a Ugandan agricultural economist, lawyer, and politician, who served as the Speaker of the 11th Parliament of Uganda since 2021 until 2022. He was elected to that position on 24 May 2021, after defeating his tenacious rival the then incumbent Speaker Rebecca Alitwala Kadaga. He served as Deputy Speaker of the Ugandan parliament, from May 2011 until May 2021. Oulanyah was also the member of parliament representing the Omoro County constituency, Omoro District, Acholi sub-region, in the Uganda's Northern Region.

Phillip Wafula Oguttu is a Ugandan journalist and politician. He is a former Leader of Opposition in the Ugandan Parliament. He was appointed to that position on 31 January 2014, replacing Nandala Mafabi, and held it until June 2016 when he handed over the position to Winnie Kiiza.

Her tenure as member of parliament was cut short when the Ugandan supreme court nullified her election for non-compliance with electoral laws because the electoral commission failed to carry out a vote recount after she had won with a two vote margin, beating James Nabinson Kidega of the National Resistance Movement (NRM). However, she returned as member of parliament after being re-elected Aruu north member of parliament in the April 2017 election by again beating Kidega, this time 64 percent to 32 percent.

Gilbert Olanya is a Ugandan politician who served as a member of the Ugandan Parliament representing Kilak South on the ticket of the Forum for Democratic Change.
