Onkar Singh (born 8 October 1968) is an Indian Professor of Mechanical Engineering [1] and Vice Chancellor of Veer Madho Singh Bhandari Uttarakhand Technical University,Dehradun. He has been the founder Vice-Chancellor of Madan Mohan Malaviya University of Technology, [2] former Vice-Chancellor of Veer Chandra Singh Garhwali Uttarakhand University of Horticulture and Forestry,Pauri Garhwal / Tehri Garhwal,and former Vice-Chancellor of Uttar Pradesh Technical University. Singh was born in Kanpur,Uttar Pradesh. His father is a retired Indian Air Force personnel. Dr. Singh is a native of Unnao district of Uttar Pradesh.
Singh did his B.Tech. from Kanpur University's Harcourt Butler Technological Institute (now Harcourt Butler Technical University) in 1989. After that,he joined University of Allahabad's Motilal Nehru Regional Engineering College (now Motilal Nehru National Institute of Technology,Allahabad) and completed his M.E. and Ph.D. in 1991 and 2000 respectively. After completing his master's he joined Institute of Engineering and Technology,Lucknow as a faculty. In 1999 he joined Harcourt Butler Technological Institute (now Harcourt Butler Technical University) as a faculty and later became Head,Department of Mechanical Engineering,Harcourt Butler Technological Institute. [6] He also worked as additional controller of examination and later as vice-chancellor at Uttar Pradesh Technical University. [7] [8] After establishment of Madan Mohan Malaviya University of Technology (MMMUT) he joined as its founding vice-chancellor in 2013. [9] [10] He spearheaded the transformation of Madan Mohan Malaviya Engineering College into one of India's top emerging universities –MMMUT.
He has been associated with many apex bodies and organisations of India. He is a member of Board of Governors of many institutions,some of which include (past as well as current associations) -

Onkar has authored many books widely used as textbooks in many engineering colleges across India and for general reading.
He has also authored a large number of articles and his books on education titled Some Discourses on Education–in Indian Context,Musings on Education,The Catch 22s of Indian Education,Exploring Horizons discuss the present-day issues with the education in India.
Onkar has edited two books.

They are governed by the National Institutes of Technology,Science Education,and Research Act,2007,which declared them institutions of national importance and laid down their powers,duties,and framework for governance. The University of Allahabad is a Central University located in Prayagraj,Uttar Pradesh. It was established on 23 September 1887 by an act of Parliament and is recognised as an Institute of National Importance (INI). It is the 4th oldest modern University in India. Its origins lie in the Muir Central College,named after Lt. Governor of North-Western Provinces Sir William Muir in 1873,who suggested the idea of a Central University at Allahabad,which later evolved to the present university. He was then appointed Vice-Chancellor of Vardhaman Mahaveer Open University (VMOU) in Rajasthan’s Kota on 1 February 2013 and served there till 31 July 2015 with additional charge as officiating Vice-Chancellor of the Rajasthan Technical University in Kota on 16 May 2015 till 31 July 2015. On 4 August 2015,he was appointed as Vice-Chancellor of Dr. A.P.J. Abdul Kalam Technical University (AKTU) and served there till 9 August 2021 with additional charge as Vice-Chancellor of Harcourt Butler Technical University Kanpur and officiating Vice-Chancellor of Lucknow’s Khwaja Moinuddin Chishti Language University (KMCLU) till 9 August 2021. In,April 2021 he was appointed as Vice-Chancellor of Chhatrapati Shahu Ji Maharaj University where he is currently serving with additional charge as Vice-Chancellor of the Dr. Bhimrao Ambedkar University in Agra from January 2022 till September 2022. He has also served as President of the Association of Indian Universities (AIU) from 1 July 2024 till 30 June 2025. He has successfully organized many national and international conferences.
Sarvagya Singh Katiyar,FRSC,popularly known as S. S. Katiyar,was an Indian scientist specializing in enzymology,and the founder Director of Dr. Ram Manohar Lohia National Law University,Lucknow. He is a former president of the Association of Indian Universities and a former vice chancellor of Chhatrapati Shahu Ji Maharaj University,Kanpur and Chandra Shekhar Azad University of Agriculture and Technology. He was honoured by the Government of India in 2003 with Padma Shri,the fourth highest Indian civilian award,followed by Padma Bhushan,the third highest civilian award,in 2009.
Jagendra Swarup was an Indian politician,educationist and advocate from Uttar Pradesh,India. He served as a Member of the Legislative Council (MLC) from Kanpur Graduates constituency for 34 years. The constituency was held by the family for 99 years and his father,Virendra Swarup,served it for nearly 24 years. He passed away at Delhi on 30 July 2014,the age of 65,while undergoing treatment for a liver ailment.
