The All India Council for Technical Education (AICTE) is a statutory body, and a national-level council for technical education, under the Department of Higher Education. [5] Established in November 1945 first as an advisory body, which was given statutory status by an Act of Parliament in 1987, the AICTE is responsible for proper planning and coordinated development of the technical education and management education system in India.
It is assisted by 10 Statutory Boards of Studies, namely, UG Studies in Eng. & Tech., PG and Research in Eng. and Tech., Management Studies, Vocational Education, Technical Education, Pharmaceutical Education, Architecture, Hotel Management and Catering Technology, Information Technology, Town and Country Planning. The AICTE has its new headquarters building in Delhi on the Nelson Mandela Road, Vasant Kunj, New Delhi, 110 067, which has the offices of the chairman, vice-chairman and the member secretary, plus it has regional offices at Kanpur, Chandigarh, Gurugram, Mumbai, Bhopal, Vadodara, Kolkata, Guwahati, Bengaluru, Hyderabad, Chennai and Thiruvananthapuram. In its 25 April 2013 judgment, the Supreme Court said "as per provisions of the AICTE Act and University Grants Commission (UGC) Act, the council has no authority which empowers it to issue or enforce any sanctions on colleges affiliated with the universities as its role is to provide only guidance and recommendations." Subsequently, AICTE was getting approval from the Supreme court to regulate technical colleges on a year to year basis till January 2016, when AICTE got blanket approval for publishing the Approval Process Handbook and approve technical colleges including management for the session 2016-17 and in all future sessions." [7]
According to the All India Council for Technical Education, 1987, the AICTE is vested with statutory authority for planning, formulation and maintenance of norms and standards, quality assurance through school accreditation, funding in priority areas, monitoring and evaluation, maintaining parity of certification and awards and ensuring coordinated and integrated development and management of technical education in the country. [8] In the words of the Act itself:
To provide for establishment of an All India council for Technical Education with a view to the proper planning and co-ordinated development of the technical education system throughout the country, the promotion of qualitative improvement of such education in relation to planned quantitative growth and the regulation and proper maintenance of norms and standards in the technical education system and for matters connected therewith.
The AICTE is composed of the e-Governance, Approval, Planning and Coordination, Academic, University, Administration, Finance, and Research, Institutional and Faculty Development Bureaus. There are 10 additional Board Studies dealing with technician, vocational, undergraduate engineering, postgraduate engineering and research, architecture, town and country planning, pharmacy, management, applied arts and crafts, hotel management and catering technology education. For each bureau, adviser is the bureau head who is assisted by technical officers and other supporting staff. The multidiscipline technical officer and staff of the Council are on deputation (the tenure staff uses their addresses ending in aicteindia.co.in) or on contract from government departments, University Grants Commission, academic institutions, etc.

In 2016, three important initiatives were taken up by AICTE. First one was a responsibility given by MHRD to evolve a national MOOCs platform SWAYAM. Second one is that of launching a Smart India Hackathon-2017 challenging the young bright talented students of technical colleges to solve the 598 problems of 29 different Government departments. Third one is that of launching of an AICTE's Student Start up Policy by Hon. President on 16 Nov, during visitors conference from rashtrapati Bhavan. In 2009, the Union Minister of Education formally communicated his intentions of closing down AICTE and related body, the University Grants Commission (UGC). [10] This later led to reforms in the way the AICTE approves institutes, and to establishing the National Board of Accreditation (NBA) as an independent body. [11]
On 6 June 2017, Prime Minister Narendra Modi announced that the AICTE along with the University Grants Commission would be scrapped and replaced by a new body called Heera (Higher Education Empowerment Regulation Agency (HEERA)) [12] This has been done in a bid to simplify the excessive regulations that exist due to both these bodies. According to the draft of law backed on the ideas of NITI Aayog and the Prime Minister Office, the National Council for Teacher Education was also planned to be subsumed by HEERA. [13]
The Indian Institute of Planning and Management (IIPM) was an unaccredited institute headquartered in New Delhi, which previously had 18 branches across India. IIPM was shut down after multiple allegations and lawsuits concerning the institute's use of false advertisements and fraudulent practices. After several controversies, the school's Honorary Dean Arindam Chaudhuri decided to shut down all campuses across India, except the one in Delhi. Founded in 1973, the institute used to offer undergraduate, postgraduate and doctoral programmes in national economic planning and entrepreneurship, and international and fellowship programmes. Its executive education programmes include non-credit courses and visits to foreign business schools. IIPM is not accredited by UGC or All India Council for Technical Education (AICTE), and is not affiliated with the public Indian Institutes of Management.
B.S. Abdur Rahman Crescent Institute of Science and Technology is a private deemed university located in Tamil Nadu, India. Founded in 1984, Crescent was one of the first self-financing engineering institutions in the Indian State of Tamil Nadu. After being affiliated to University of Madras and Anna University for 25 years, Crescent was Deemed to be University by Indian Government and was known as B.S. Abdur Rahman Crescent University. Since 2017, Crescent is known as B.S. Abdur Rahman Crescent Institute of Science and Technology.
University Grants Commission is a statutory body under Department of Higher Education, Ministry of Education, Government of India. It was set up in accordance to the UGC Act 1956 and is charged with coordination, determination and maintenance of standards of higher education in India. It provides recognition to universities in India, and disbursements of funds to such recognized universities and colleges. The UGC headquarters are in New Delhi, and it has six regional centres in Pune, Bhopal, Kolkata, Hyderabad, Guwahati and Bangalore. A proposal to replace it with another new regulatory body called HECI is under consideration by the Government of India. The UGC provides doctoral scholarships to all those who clear JRF in the National Eligibility Test. On an average, each year ₹725 crore (US$87 million) is spent on doctoral and post-doctoral fellowships by the commission.
National Institute of Technology Durgapur, formerly known as Regional Engineering College, Durgapur, is a public technical university in the city of Durgapur in West Bengal, India. Founded in 1960, it is one of India's oldest technical universities. It is located on a campus of 187 acres (0.75 km²).

Shri Mata Vaishno Devi University, commonly referred to as SMVD University or SMVDU, is a Government Owned Higher Institution/University located in Katra, Reasi district, Jammu and Kashmir, India. It was founded in 1999, as fully residential and technical university, a Public University recognised by UGC under section 2(f) and 12(B) and is established on more than an 470-acre (190 ha) residential and provides technical education in the field of engineering, architecture, science, management, philosophy and other subjects, with all technical courses recognised by AICTE, University Grants Commission (India), National Board of Accreditation and Council of Architecture.
Federal Institute of Science And Technology (FISAT) is a private Engineering College and Business School in Ernakulam, Kerala, India. It is one of the top private technical institutions in the State. FISAT is accredited by NBA and NAAC and approved by AICTE and UGC. It is an initiative of the Federal Bank Officers' Association (FBOA), the organization representing the officers of the Federal Bank.
Vivekananda Institute of Professional Studies-Technical Campus (VIPS-TC) is in Pitampura, New Delhi, India. It is a private college, affiliated with Guru Gobind Singh Indraprastha University (GGSIPU). It has seven different schools/departments. The college admits students in the different schools based on their performance in the IPU common entrance test for the respective course. Apart from the Common entrance test, the college also accepts CLAT for law and CAT scores for business administration courses.

Institute Of Engineering & Science IPS Academy Indore is an Autonomous engineering education institution affiliated to RGPV BHOPAL under UGC guidelines, located at Indore city beside NH-3 in Madhya pradesh state, India. It was established in Indore on 19 October 1999 after securing approval of the All India Council for Technical Education, New Delhi, and Government of Madhya Pradesh to commence in the 1999–2000 academic year. It ranks among the top 45 private engineering institutions in India.

The National Board of Accreditation (NBA) is one of the two major bodies responsible for accreditation of higher education institutions in India, along with the National Assessment and Accreditation Council (NAAC). NBA accredits technical programmes, such engineering and management programmes, while NAAC accredits general colleges and universities. NBA is a full member of the Washington Accord.
Usha Martin University is a private university located in Ranchi, Jharkhand, India set up by Usha Martin. Usha Martin University was set up in 2012 vide Usha Martin University, Jharkhand Act 2012 and is duly recognised by the University Grants Commission as a private university.

The institution was founded in 1989 by A.P. Majeed Khan and it was declared as a Deemed to be University by the Ministry of Human Resource Development, Govt. of India at 8 December 2008. It is now run by Noorul Islam Centre for Higher Education (NICHE) Society.
