Paul E. Knapp is a major general in the Wisconsin Air National Guard. He resigned from his position as the adjutant general of the Wisconsin National Guard on June 6th 2024. [1]
Maj. Gen. Knapp commissioned into the Air Force in 1992 as a graduate of the U.S. Air Force Academy. He started on active duty as a Special Agent for the Air Force Office of Special Investigations. He then attended navigator training at Randolph AFB, Texas, and Pensacola Naval Air Station, Florida. After completing training, Knapp served two operational tours as an F-15E Strike Eagle weapon systems officer and one as an air liaison officer to the U.S. Army in South Korea. In August 2003 Knapp separated from active duty and joined the 95th Airlift Squadron of the 440th Airlift Wing, General Mitchell Air Reserve Station, Milwaukee, Wisconsin, flying the C-130H Hercules. He maintained various positions there until 2008. In February 2019, Knapp became the Mobilization Assistant to the Commander of Air Force Nuclear Weapons Center at Kirtland Air Force Base, New Mexico. There he directed the Air Force's nuclear modernization, acquisition and sustainment programs with more than 1,300 personnel at 18 locations worldwide. [2] [3]
On March 5, 2020, Knapp was appointed Adjutant General of the Wisconsin National Guard by Governor Tony Evers. The position has a five-year term and a promotion to major general. [4] Knapp took the command from Brig. Gen. Joane Mathews and Brig. Gen. Gary L. Ebben who both took turns serving as interim adjutants general since the dismissal of former state adjutant Maj. Gen. Donald P. Dunbar by Governor Evers. [5] On November 18, 2020, Knapp was nominated for federal recognition and United States Senate confirmation of his promotion to major general. On December 14, 2020, his promotion was confirmed by voice vote of the full Senate. [6]
Knapp has served as an instructor, evaluator, flight commander, squadron commander, deputy operations group commander and vice wing commander. He has 681 combat hours, more than 262 combat sorties supporting operations Allied Force, Northern Watch, Southern Watch, Enduring Freedom, Iraqi Freedom and Joint Task Force Horn of Africa. [2] Flying in 21 different aircraft, Knapp has over 3,000 flying hours.
Knapp is a native of Antigo, Wisconsin. He currently resides in Whitefish Bay, Wisconsin, with his wife, Dr. Renee Knapp and their two children. [7]

The Air Force Reserve Command (AFRC) is a major command (MAJCOM) of the United States Air Force, with its headquarters at Robins Air Force Base, Georgia. It is the federal Air Reserve Component (ARC) of the U.S. Air Force, consisting of commissioned officers and enlisted airmen. Together, the Air Force Reserve and the Air National Guard constitute the Air Force element of the reserve components of the United States Armed Forces. AFRC also plays an integral role in the day-to-day Air Force mission and is not strictly a force held in reserve for possible war or contingency operations. AFRC also supports the United States Space Force through the 310th Space Wing, pending the creation of a space reserve component.
The Vermont National Guard is composed of the Vermont Army National Guard and the Vermont Air National Guard. Together, they are collectively known as the Green Mountain Boys. Both units use the original Revolutionary War-era Flag of the Green Mountain Boys as their banner. In 2009, they had 2,600 members.

Major General Albert H. Wilkening was the adjutant general of Wisconsin from 2002 to 2007, when he was succeeded by Donald P. Dunbar. He was responsible for both the federal and state missions of the Wisconsin Army and Air National Guard and the Wisconsin Division of Emergency Management. In March 2003 Wilkening was appointed by Governor Jim Doyle to head a new Homeland Security Council in Wisconsin and to be the governor's homeland security advisor. He died of pancreatic cancer in 2020, at the age of 74.

Michael D. Dubie is a United States Air Force officer who attained the rank of lieutenant general while serving as the deputy commander of United States Northern Command from 2012 to 2015. From 2006 to 2012 he was Adjutant General of the State of Vermont, serving as the senior uniformed officer in the state responsible for the organization, training and equipage of the 4,000 members of the Vermont Army and Air National Guard. As adjutant general, he also served as inspector general, quartermaster general and head of the State Military Department, including Veterans Affairs.

The Wisconsin National Guard dates back to 1848 when it was commissioned by the State as the "Wisconsin State Militia". In 1879, the organization's name was changed to its current title.
Lieutenant General (Brevet) Richard C. Nash was the 30th adjutant general of the Minnesota National Guard, having been appointed to that position by the governor of Minnesota in 2010. Nash had previously served as commanding general of both US Army and multi-national forces including the US Army's 34th Red Bull Infantry Division, the Multi-National Division-South during Operation Iraqi Freedom, and the Multi-National Brigade-North (SFOR-14) in Bosnia Herzegovina during Operation Joint Forge.

Lieutenant General Leon Scott Rice is a former director of the Air National Guard. He previously served as The Adjutant General (TAG) and Commander of the Massachusetts National Guard and as an assistant to Gen Mark A. Welsh III, former commander of the United States Air Forces in Europe. Rice has also served as commander of USAF Forces deployed for United States Central Command in the Middle East Area of Operations. He is a Boeing 777 first officer flying for United Airlines in Washington Dulles International Airport. On 3 April 2012 he was appointed by Governor Deval Patrick as The Adjutant General (TAG) of the Massachusetts National Guard and reappointed as The Adjutant General by Governor Charles Baker on 12 May 2015. Rice retired from the U.S. Air Force on 1 August 2020 after over 40 years of service.
Each state in the United States has a senior military officer, as the state adjutant general, who is the de facto commander of a state's military forces, including the National Guard residing within the state, the state's naval militia, and any state defense forces. This officer is known as TAG, and is subordinated to the chief executive. They do not have authority over police forces, only military forces.
Gary L. Ebben is a retired brigadier general in the Wisconsin Air National Guard. He served as the interim adjutant general of the Wisconsin National Guard prior to his retirement.
Major General Carol A. Timmons was an American military officer who served as Adjutant General of Delaware from February 1, 2017, until her retirement on March 2, 2019. She was also the first female general in Delaware National Guard history.
