Peter Elwelu is a Lieutenant General in the Ugandan military, known formally as the Uganda People's Defence Force (UPDF).He currently serves as the Deputy Chief of the Defense Forces of the UPDF. [2] He was appointed to that position on 24 June 2021 [3] Since 9 January 2017, he has served as the commander of land forces, which is the fourth-highest position in the UPDF hierarchy. [4] Prior to that, from June 2013 until January 2017, he was the commander of the UPDF 2nd division, based in Mbarara, the largest town in Uganda's Western Region. [5] Elwelu is most known for the Kasese massacre in which according to Human Rights Watch 153 people, including children, were killed. [6] "They deserved to die" he told the Observer in May 2021. [7]

Military career

He is reported to have joined the Ugandan military in 1987. He first attended the Tanzania Military Academy in Monduli. Following that, he was posted to the military installation at Kabamba. In 1995, he was transferred to the Gaddafi military barracks at Jinja, at the Cadet Officer School. [8]

He served as a commander within the UPDF when it invaded Zaire and overthrew Mobutu Sese Seko, alongside the Rwandan military. He returned to Uganda in 1999 and was deployed to the Northern Region to fight Joseph Kony and his guerilla Lord's Resistance Army. During that tour, he survived being shot in the back. [8]

When Uganda first sent troops to Somalia in 2007 under the African Union Mission to Somalia, Elwelu commanded the first Uganda military contingent. He received commendation from the UPDF chief of defence forces, General Katumba Wamala, for his role on that tour. [8]

In June 2013, he was appointed commander of the 2nd UPDF Division based at Mbarara. [5] Before that, he had served as the commander of the UPDF 3rd Division based at Moroto. [5]

In November 2016, in his capacity as 2nd Division commander, Elwelu commanded the UPDF troops that overran the palace in Kasese of Charles Mumbere, the traditional ruler of the Rwenzururu. [8] [9] At least 153 people, including children, died during these clashes. [10]

Major General Elwelu, in his capacity as the UPDF Land forces commander, made his first visit to UPDF troops in Somalia under AMISOM on Wednesday 22 March 2017. According to the spokesman of the Ugandan contingent in Somalia, the general's visit was to "check on the operational tempo, boost the morale of the troops and also update the troops on the situation in Uganda". [11]

In February 2019, over 2,000 men and women in the UPDF received promotions. Peter Elwelu was one of those promoted from the rank of Major General to that of Lieutenant General. [12]

He was appointed to that position in October 2022 by the President of Uganda and Commander in chief of the UPDF, Yoweri Museveni. He previously served as commander of the Uganda People's Defence Force contingent in Eastern DRC under operation code named Operation Shujja. He was appointed to that position in January 2021 by General Yoweri Museveni, the Commander in Chief of the UPDF and the President of Uganda. Prior to that, Maj. General Muhanga served as the commandant of the military police within the Uganda People's Defence Force (UPDF).

Major General Richard Prit Olum, commonly known as Dick Olum, is a military officer in the Uganda People's Defence Force (UPDF), who serves as the Ugandan commander of the UPDF forces in the Democratic Republic of the Congo under the joint Uganda/DRC mission code named Operation Shujaa. He also serves as the commander of the UPDF Mountain Division, based in Fort Portal, Kabarole District at the base of the Rwenzori Mountains. His appointment was made on 12 October 2022.

Joseph Musanyufu, is a lieutenant general in the Uganda People's Defence Force,(UPDF), who serves as the joint chief of staff of the UPDF, the third highest rank in the military who is known to have only one son Musanyufu Chris junior. Immediately prior to his present position, Musanyufu served as the chief of personnel and administration in the UPDF, a position that he was appointed to in 2014.

Major General Don William Nabasa, is a Ugandan military officer in the Uganda People's Defence Forces (UPDF). He currently serves as the Commander of the UPDF Military Police, effective 26 October 2021. Before that, he was the Commander of the Uganda Contingent in Somalia as part of AMISOM.

<span class="mw-page-title-main">Chief of Defence Forces (Uganda)</span>

The Chief of Defence Forces (CDF) is the professional head of the Uganda People's Defence Forces. He is responsible for the administration and the operational control of the Ugandan military. The position was established after the National Resistance Army was reconstituted as the Uganda People's Defence Forces, three years after the NRA's victory in the Ugandan Bush War in 1986. The current CDF is General Muhoozi Kainerugaba.

Hudson Mukasa is a Major General in the Uganda People's Defence Forces (UPDF). Since June 2016, he has been the Military Attaché to Uganda's Embassy to Kenya, based in Nairobi. Before that he served as the Military Attaché Uganda's Embassy to Burundi, based in Bujumbura.

Paul L'Okech, was a senior military officer at the rank of Lieutenant General, in the Uganda People's Defence Forces (UPDF), who was appointed Deputy Inspector General of Police of the Uganda Police Force on 16 December 2020. Between November 2017 and December 2019, he served on special assignment "to monitor on behalf of the guarantors of the South Sudan peace process, the assembling, screening, demobilization and integration of the armed forces of South Sudan".

Victor Nekesa is a Ugandan physician, military officer and legislator. She represents the Uganda People's Defense Forces (UPDF) in the parliament of Uganda.

Brigadier General Robert Freeman Mugabe is a Ugandan military officer in the Uganda People's Defence Forces (UPDF). Effective 12 July 2022, he is the Chairman of the UPDF General Court Martial, the highest court of military justice in the country. Before that, he served as the adjutant general of Bombo Military Barracks, the headquarters of the UPDF Land Forces, located in Bombo, Uganda.
