Peter Mark Haymond is an American diplomat who had served as the United States Ambassador to Laos from February 2020 to September 2023.
Haymond earned a Bachelor of Arts from Brigham Young University and an Master of Arts in Law and Diplomacy and Doctor of Philosophy from the Fletcher School of Law and Diplomacy at Tufts University. [3] [4]
Haymond is a career member of the Senior Foreign Service,class of Minister-Counselor,joining the Foreign Service in 1991. [5] Previous posts include being Director of the State Department's Office of Chinese and Mongolian Affairs,Consul General at the United States Consulate in Chengdu,China,and Deputy Chief of Mission at the United States Embassy in Vientiane,Laos. He also served as Division Chief in the Office of Energy and Commodities in the Bureau of Economic and Energy Affairs at the Department of State,and as Arabian Peninsula Officer in the Office of the Counterterrorism Coordinator. He recently served as Chargéd’Affaires at the United States Embassy in Bangkok,Thailand. [3]
On September 3,2019,President Trump nominated Haymond to be the next United States Ambassador to Laos. His nomination was sent to the United States Senate on September 9,2019. [6] He appeared before the Foreign Relations Committee on October 31,2019. [7] On December 19,2019,his nomination was confirmed in the Senate by voice vote. [8] He was sworn in on January 15,2020, [9] and presented his credentials to Laotian President Bounnhang Vorachit in Vientiane on February 7,2020. [10]
Haymond is married to his wife of over 30 years,Dusadee. [7] He speaks Lao,Thai,Mandarin,and French. [3]
Laos,officially the Lao People's Democratic Republic,is the only landlocked country in Southeast Asia. At the heart of the Indochinese Peninsula,Laos is bordered by Myanmar and China to the northwest,Vietnam to the east,Cambodia to the southeast,and Thailand to the west and southwest. Its capital and largest city is Vientiane.

Philip Seth Goldberg is an American diplomat and government official who has served as United States ambassador to South Korea since 2022. He served previously as ambassador to the Philippines,Bolivia and Colombia and chief of the U.S. mission in UN-administered Kosovo during the George W. Bush and Barack Obama administrations. Lesbian,gay,bisexual and transgender (LGBT) rights in Laos go unreported and unnoticed. While homosexuality is legal in Laos,it is very difficult to assess the current state of acceptance and violence that LGBT people face because of government interference. Numerous claims have suggested that Laos is one of the most tolerant communist states. Despite such claims,discrimination still exists. Laos provides no anti-discrimination protections for LGBT people,nor does it prohibit hate crimes based on sexual orientation and gender identity. Households headed by same-sex couples are not eligible for any of the rights that opposite-sex married couples enjoy,as neither same-sex marriage nor civil unions are legal.
