The Privy Seal of England originally served to authenticate the king's personal communication and can be traced back to the reign of King John in the early thirteenth century. While the Great Seal was required to remain in Chancery, the Privy Seal travelled with the sovereign. However, during the second half of King Edward III's reign, in the mid-fourteenth century, the Office of the Privy Seal took on various additional government roles. This led to the development of a third seal, known at first as the "secret" seal, to handle the private communication that had been the original remit of the Privy Seal.
By the end of Edward III's reign, this seal was known as the Signet and was in the custody of the King's Secretary. [1] As such it is the precursor to the seals of office held by today's Secretaries of State. [2]
The Great Seal Act 1884 (47 & 48 Vict. c. 30) effectively ended the use of the Privy Seal by providing that it was no longer necessary for any instrument to be passed under the Privy Seal.
The Privy Seal of England was originally overseen by the Clerks of the King's Chamber, but soon came to be kept by the controller of the wardrobe; [2] by 1323, however, the distinct office of Keeper of the Privy Seal had emerged with the appointment of Adam de Lymbergh (the first Keeper, who was not also Controller, having been appointed in 1307). [3] The present-day title of this office, Lord Privy Seal, is first recorded in 1539.
Edward III, also known as Edward of Windsor before his accession, was King of England from January 1327 until his death in 1377. He is noted for his military success and for restoring royal authority after the disastrous and unorthodox reign of his father, Edward II. Edward III transformed the Kingdom of England into one of the most formidable military powers in Europe. His fifty-year reign is one of the longest in English history, and saw vital developments in legislation and government, in particular the evolution of the English Parliament, as well as the ravages of the Black Death. He outlived his eldest son, Edward the Black Prince, and was succeeded by his grandson, Richard II.
Robert Burnell was an English bishop who served as Lord Chancellor of England from 1274 to 1292. A native of Shropshire, he served as a minor royal official before entering into the service of Prince Edward, the future King Edward I of England. When Edward went on the Eighth Crusade in 1270, Burnell stayed in England to secure the prince's interests. He served as regent after the death of King Henry III of England while Edward was still on crusade. He was twice elected Archbishop of Canterbury, but his personal life—which included a long-term mistress who was rumoured to have borne him four sons—prevented his confirmation by the papacy. In 1275 Burnell was elected Bishop of Bath and Wells, after Edward had appointed him Lord Chancellor in 1274.
The Lord Privy Seal is the fifth of the Great Officers of State in the United Kingdom, ranking beneath the Lord President of the Council and above the Lord Great Chamberlain. Originally, its holder was responsible for the monarch's personal (privy) seal until the use of such a seal became obsolete. Though one of the oldest offices in European governments, it has no particular function today because the use of a privy seal has been obsolete for centuries; it may be regarded as a traditional sinecure, but today, the holder of the office is invariably given a seat in the Cabinet of the United Kingdom, and is sometimes referred to as a minister without portfolio.
The Lord Chancellor, formally titled Lord High Chancellor of Great Britain, is the highest-ranking traditional minister among the Great Officers of State in Scotland and England in the United Kingdom, nominally outranking the prime minister. The lord chancellor is appointed by the sovereign on the advice of the prime minister. Prior to the union of England and Scotland into the Kingdom of Great Britain, there were separate lord chancellors for the Kingdom of England and the Kingdom of Scotland. There were Lord Chancellors of Ireland until 1922.
A privy seal is the personal seal of a reigning monarch, used to authenticate official documents of a personal nature, in contrast to a great seal, which is used for documents of greater importance.
Ralph Neville was a medieval clergyman and politician who served as Bishop of Chichester and Lord Chancellor of England. Neville first appears in the historical record in 1207 in the service of King John, and remained in royal service throughout the rest of his life. By 1213 Neville had custody of the Great Seal of England, although he was not named chancellor, the office responsible for the seal, until 1226. He was rewarded with the bishopric of Chichester in 1222. Although he was also briefly Archbishop-elect of Canterbury and Bishop-elect of Winchester, both elections were set aside, or quashed, and he held neither office.
His or Her Majesty's Privy Council in Ireland, commonly called the Privy Council of Ireland, Irish Privy Council, or in earlier centuries the Irish Council, was the institution within the Dublin Castle administration which exercised formal executive power in conjunction with the chief governor of Ireland, who was viceroy of the British monarch. The council evolved in the Lordship of Ireland on the model of the Privy Council of England; as the English council advised the king in person, so the Irish council advised the viceroy, who in medieval times was a powerful Lord Deputy. In the early modern period the council gained more influence at the expense of the viceroy, but in the 18th century lost influence to the Parliament of Ireland. In the post-1800 United Kingdom of Great Britain and Ireland, the Irish Privy Council and viceroy Lord Lieutenant had formal and ceremonial power, while policy formulation rested with a Chief Secretary directly answerable to the British cabinet. The council comprised senior public servants, judges, and parliamentarians, and eminent men appointed for knowledge of public affairs or as a civic honour.
The Privy Council of England, also known as HisMajesty's Most Honourable Privy Council, was a body of advisers to the sovereign of the Kingdom of England. Its members were often senior members of the House of Lords and the House of Commons, together with leading churchmen, judges, diplomats and military leaders.
The Court of Common Pleas, or Common Bench, was a common law court in the English legal system that covered "common pleas"; actions between subject and subject, which did not concern the king. Created in the late 12th to early 13th century after splitting from the Exchequer of Pleas, the Common Pleas served as one of the central English courts for around 600 years. Authorised by Magna Carta to sit in a fixed location, the Common Pleas sat in Westminster Hall for its entire existence, joined by the Exchequer of Pleas and Court of King's Bench.
The King's Wardrobe, together with the Chamber, made up the personal part of medieval English government known as the King's household. Originally the room where the king's clothes, armour, and treasure were stored, the term was expanded to describe both its contents and the department of clerks who ran it. Early in the reign of Henry III the Wardrobe emerged out of the fragmentation of the Curia Regis to become the chief administrative and accounting department of the Household. The Wardrobe received regular block grants from the Exchequer for much of its history; in addition, however, the wardrobe treasure of gold and jewels enabled the king to make secret and rapid payments to fund his diplomatic and military operations, and for a time, in the 13th-14th centuries, it eclipsed the Exchequer as the chief spending department of central government.

In the Kingdom of England, the title of Secretary of State came into being near the end of the reign of Elizabeth I, the usual title before that having been King's Clerk, King's Secretary, or Principal Secretary.
John Prophet (1356–1416) was an English medieval Secretary to King Henry IV, Keeper of the Privy Seal and, Dean of Hereford and York. A distinguished and capable administrator he remained loyal to all kings through a mix of shrewdness, and cunning. Guilty of simony and pluralism, Prophet was no Lollard, but successfully made the transition from Richard II's extravagant court at Westminster to an indispensable servant of the Lancastrians.
The Royal Court of Scotland was the administrative, political and artistic centre of the Kingdom of Scotland. It emerged in the tenth century and continued until it ceased to function when James VI inherited the throne of England in 1603. For most of the medieval era, the king had no "capital" as such. The Pictish centre of Forteviot was the chief royal seat of the early Gaelic Kingdom of Alba that became the Kingdom of Scotland. In the twelfth and thirteenth centuries Scone was a centre for royal business. Edinburgh only began to emerge as the capital in the reign of James III but his successors undertook occasional royal progress to a part of the kingdom. Little is known about the structure of the Scottish royal court in the period before the reign of David I when it began to take on a distinctly feudal character, with the major offices of the Steward, Chamberlain, Constable, Marischal and Lord Chancellor. By the early modern era the court consisted of leading nobles, office holders, ambassadors and supplicants who surrounded the king or queen. The Chancellor was now effectively the first minister of the kingdom and from the mid-sixteenth century he was the leading figure of the Privy Council.
The Great Seal of Ireland was the seal used until 1922 by the Dublin Castle administration to authenticate important state documents in Ireland, in the same manner as the Great Seal of the Realm in England. The Great Seal of Ireland was used from at least the 1220s in the Lordship of Ireland and the ensuing Kingdom of Ireland, and remained in use when the island became part of the United Kingdom of Great Britain and Ireland (1801–1922), just as the Great Seal of Scotland remained in use after the Act of Union 1707. After 1922, the single Great Seal of Ireland was superseded by the separate Great Seal of the Irish Free State and Great Seal of Northern Ireland for the respective jurisdictions created by the partition of Ireland.
The Clerk of the Acts, originally known as the Keeper of the King's Ports and Galleys, was a civilian officer in the Royal Navy and a principal member of the Navy Board. The office was created by King Charles II in 1660 and succeeded the earlier position of Clerk of the Navy. The Clerk was responsible for the organisation of Navy Office, processing naval contracts and coordinating the administrative and secretarial side of the Navy Board's work. The post lasted until 1796, when its duties were merged with that of the Second Secretary to the Admiralty later known as the Permanent Secretary to the Admiralty.
In the United Kingdom, the Great Officers of State are traditional ministers of the Crown who either inherit their positions or are appointed to exercise certain largely ceremonial functions or to operate as members of the government. Separate Great Officers exist for England and Wales, Scotland, and formerly for Ireland, though some exist for Great Britain and the United Kingdom as a whole.
One of the earliest documented uses of Yeoman, it refers to a servant or attendant in a late Medieval English royal or noble household. A Yeoman was usually of higher rank in the household hierarchy. This hierarchy reflected the feudal society in which they lived. Everyone who served a royal or noble household knew their duties, and knew their place. This was especially important when the household staff consisted of both nobles and commoners. There were actually two household hierarchies which existed in parallel. One was the organization based upon the function (duty) being performed. The other was based upon whether the person performing the duty was a noble or a commoner.
The government of the Kingdom of England in the Middle Ages was a monarchy based on the principles of feudalism. The king possessed ultimate executive, legislative, and judicial power. However, some limits to the king's authority had been imposed by the 13th century. Magna Carta established the principle that taxes could not be levied without common consent, and Parliament was able to assert its power over taxation throughout this period.
