Chaudhry Qamar Zaman is a retired Pakistani bureaucrat who served in BPS-22 grade as the Interior Secretary of Pakistan and ex-Chairman National Accountability Bureau (NAB). [3] [4] [1]
NAB,the country’s top anti-graft watchdog, [1] had almost become dysfunctional after the Supreme Court of Pakistan dismissed the then NAB chairman Fasih Bokhari through its 28 May 2013 judgment. Qamar Zaman has held several key positions in his career. [5] Qamar Zaman was criticized in the local media after Supreme Court ordered an investigation of Qamar for his alleged involvement in a major corruption scandal. However,an internal inquiry carried out by his own agency did not lead to any formal charges against him in a court of law. [6]

Admiral Fasih BokhariNI(M) HI(M) SI(M) SBt PGAT was a Pakistani admiral who served as the Chief of Naval Staff from 1997 to 1999. He was a well-known pacifist and a prominent political figure as the Chief of Naval Staff from 1997 until his voluntary resignation in 1999,which stemmed from his staunch opposition to the then-Pakistani President Pervez Musharraf's instigation of the Kargil War with India,a conflict that Bokhari reportedly saw as an act of inappropriate and uncoordinated aggression from Pakistan and one that subsequently led him into a bitter dispute with Musharraf. Bokhari also served as the chairman of the National Accountability Bureau,a Pakistani anti-corruption agency.
Rana Bhagwandas was a Pakistani jurist who served as a senior judge and acting chief justice of the Supreme Court of Pakistan (CJP). He enjoyed extremely high reputation as a judge. He remained the acting CJP during the 2007 judicial crisis in Pakistan,and also briefly became the acting Chief Justice of Pakistan when the incumbent Iftikhar Muhammad Chaudhry went on foreign tours in 2005 and 2006,and thus became the first Hindu and the second non-Muslim to serve as chief of the highest court in Pakistan. Rana Bhagwandas also worked as the Chairman of Federal Public Service Commission of Pakistan. He headed the interview panel for the selection of the federal civil servants in 2009.

The National Reconciliation Ordinance was a controversial ordinance issued by the former President of Pakistan,General Pervez Musharraf,on 5 October 2007. It granted amnesty to politicians,political workers and bureaucrats who were accused of corruption,and wanted to leave country for their own profit embezzlement,money laundering,murder,and between 1 January 1986,and 12 October 1999,the time between two states of martial law in Pakistan. It was declared unconstitutional by the Supreme Court of Pakistan on 16 December 2009,saving the country from political crisis.
