Raja Muhammad Zulqarnain Khan is an Azad Kashmiri politician who served as the President of Azad Jammu and Kashmir from 25 August 2006 to 25 August 2011. He was replaced by Sardar Muhammad Yaqoob Khan. Prior to this he served as Member of the Legislative Assembly of Azad Kashmir.
Raja Zulqarnain was born on 15 March 1936,in Gujrat,Punjab,into a Rajput family to Khan Bahadur Raja Muhammad Afzal Khan,a member of the Indian Civil Service (ICS) who served as the Home,Education and Revenue Minister in the princely state of Jammu and Kashmir during 1930-1941,and who was a close confidant of Maharaja Hari Singh. After the establishment of Pakistan Raja Zulqarnain's father served as Commissioner of Lahore. [1]
Raja Zulqarnain Khan studied in Srinagar,New Delhi and Lahore,and graduated in French language. [1]
He has 3 sons,Raja Omar Zulqarnain,Raja Qaiser Zulqarnain,and Babar Ali Zulqarnain. He has a Grandson named Muhammad Afzal Ali Zulqarnain.
Raja Zulqarnain began his political career in 1960 by associating with Khurshid Hasan Khurshid and be becoming the first General-Secretary of the Jammu Kashmir Liberation League in 1962. [1]

Sardar Muhammad Abdul Qayyum Khan was a Kashmiri politician who also served as the president and prime minister of Azad Kashmir. He also remained President of All Jammu and Kashmir Muslim Conference for over 20 years. He belonged to the Dhund-Abbassi Tribe.
In spring 1947,an uprising against the Maharaja Hari Singh of Jammu and Kashmir broke out in the Poonch jagir,an area bordering the Rawalpindi district of West Punjab and the Hazara district of the North-West Frontier Province in the future Pakistan. It was driven by grievances such as high taxes,the Maharaja's neglect of World War veterans,and above all,Muslim nationalism with a desire to join Pakistan. The leader of the rebellion,Sardar Ibrahim Khan,escaped to Lahore by the end of August 1947 and persuaded the Pakistani authorities to back the rebellion. In addition to the backing,Prime Minister Liaquat Ali Khan authorised an invasion of the state,by the ex-Indian National Army personnel in the south and a force led by Major Khurshid Anwar in the north. These invasions eventually led to the First Kashmir War fought between India and Pakistan,and the formation of Azad Kashmir provisional government. The Poonch jagir has since been divided across Azad Kashmir,administered by Pakistan and the state of Jammu and Kashmir,administered by India.
Justice Muhammad Yusuf Saraf was the Chief Justice of the Azad Kashmir High Court and the author of the voluminous work,Kashmiris Fight for Freedom. He was born in Baramulla in the then princely state of Jammu and Kashmir,but migrated to Pakistan prior to the Partition of India. He started practising law in Mirpur in 1949,rising to the bench in 1969. He served as the Chief Justice of Azad Kashmir from 1975 to 1980.
General elections were held in Azad Kashmir on 11 July 2006 to elect the members of eighth assembly of Azad Kashmir. Sardar Attique Ahmed Khan and Raja Zulqarnain Khan were elected as Prime Minister and President of Azad Kashmir,respectively.
The High Court of Azad Jammu and Kashmir is an appellate court in Muzaffarabad,Azad Jammu and Kashmir. It hears appeals from the District Courts of Azad Kashmir. The court has three circuit benches based in Kotli,Mirpur,and Rawalakot.
