Raymond Mnyamezeli Mlungisi "Ray" Zondo (born 4 May 1960) is a South African judge who is currently serving as Chief Justice of South Africa since 2022 and Chancellor of the University of Zululand. President Cyril Ramaphosa appointed Zondo as South Africa's new chief justice with effect from 1 April 2022. [1] He served as acting Chief Justice from 11 October 2021, when Mogoeng Mogoeng retired, until 31 March 2022. [2]

Early life

Zondo was educated at St Mary's Seminary in Ixopo, the University of Zululand and the University of Natal, where he completed his LLB. He was admitted as an attorney in 1989 and practised as a partner in Mathe & Zondo Inc. Judge Zondo received a Master of Laws in commercial law, a Master of Laws in labour law, and a Master of Laws in patent law at the University of South Africa.

Judicial career

In 1997 he was appointed a judge of the Labour Court, [3] and in 1999 he was appointed to the Transvaal Provincial Division of the High Court (later the North Gauteng High Court, now the Gauteng Division). [4] In 2000 he was elevated to Judge President of the Labour Court, [4] a post in which he served for ten years. [5] In 2010 he returned to the Pretoria High Court.

From November 2011 to May 2012, Zondo served as an acting judge of the Constitutional Court. He was permanently appointed with effect from September 2012 [6] and is now considered a key member, with Chris Jafta, of the Court's conservative wing. [7] In June 2017, President Jacob Zuma appointed Zondo to the office of Deputy Chief Justice, succeeding Dikgang Moseneke who retired in 2016. [8] On 10 March 2022, President Cyril Ramaphosa appointed Zondo as the new Chief Justice of the Constitutional Court of South Africa, effective 1 April. [9]

Commission of Inquiry into State Capture

Shortly after taking office in 2018, Ramaphosa approved an inquiry into allegations of corruption during the previous Jacob Zuma government administration, [10] [11] stating that "This is the year in which we will turn the tide of corruption in our public institutions". [12] Zondo was appointed as presiding judge for the Judicial Commission of Inquiry into Allegations of State Capture, Corruption and Fraud in the Public Sector including Organs of State, leading to its popular name, the Zondo Commission. Hearings began on 20 August 2018, [13] it issued its final report in June 2022 [14] and cost close to R1 billion, far more than any prior South African judicial inquiry. [15]

Bosasa was a South African company specialising in providing services to government, most notably correctional services. It consisted of Bosasa Group, Bosasa Youth Development Centres, and African Global Operations. The company was liquidated in 2019 after whistleblower Angelo Agrizzi revealed the malfeasance in prolonged scandal about its allegedly corrupt relationship with members of the governing African National Congress (ANC), aired during the Zondo Commission of Inquiry.

Xola Mlungisi Petse is a South African judge who has been the Deputy President of the Supreme Court of Appeal since 2019. A former attorney, he joined the Supreme Court as a puisne judge in June 2012. Before that, he was a judge of the Eastern Cape High Court from July 2005 to May 2012.

Rammaka Steven Mathopo is a judge of the Constitutional Court of South Africa. Before his elevation to that court in January 2022, he served in the Supreme Court of Appeal between June 2015 and December 2021. He was formerly a judge of the Gauteng High Court from January 2006 to May 2015, and he practised as an attorney for 17 years before then.

Mahube Betty Molemela is a South African judge who has been the President of the Supreme Court of Appeal since 1 June 2023. Before her appointment to the Supreme Court in June 2018, she was the first woman Judge President of the Free State High Court from 2015 to 2018. A former attorney, she was appointed to the bench in the Free State in July 2008.

Fayeeza Kathree-Setiloane is a South African judge of the Supreme Court of Appeal. She joined the appellate court in December 2023 after 13 years in the Gauteng High Court. Dumisani Hamilton Zondi is a South African judge of the Supreme Court of Appeal. He was appointed as the chairperson of the Electoral Court in 2022. Before his elevation to the Supreme Court in June 2014, he served in the Western Cape High Court between 2007 and 2014, as well as in the Competition Appeal Court between 2011 and 2014. He entered legal practice as an attorney in 1986.

Aubrey Phago Ledwaba is South African judge who is currently serving as the Deputy Judge President of the Gauteng Division of the High Court of South Africa. Formerly a practising attorney in Gauteng, he joined the bench as a puisne judge in November 2005 and was elevated to his leadership position in July 2013. He was an acting judge in the Constitutional Court in 2019 and an acting judge in the Supreme Court of Appeal between 2020 and 2021.

Annali Christelle Basson is a South African judge of the High Court of South Africa. She was appointed to the Gauteng Division in January 2016 after serving in the Labour Court from 2007 to 2016. Before her appointment to the bench, she was a legal academic at the University of South Africa, where she specialised in labour law and mercantile law. She was an acting judge in the Constitutional Court in 2018 and was shortlisted for permanent appointment to that court in 2019.

Phineas Mathale Deon Mojapelo is a South African retired judge of the High Court of South Africa. He was the Deputy Judge President of the South Gauteng Division from January 2005 to June 2020, and he joined the bench in January 2003 as a puisne judge of the North Gauteng Division. He was also an acting judge in the Constitutional Court of South Africa in 2017.

<span class="mw-page-title-main">Jacob Zuma contempt of court</span>

Jacob Zuma, the former President of South Africa, was imprisoned on 7 July 2021 following a finding by the Constitutional Court of South Africa that he was guilty of contempt of court. The charges originated in Zuma's refusal to provide testimony to Deputy Chief Justice Raymond Zondo's judicial commission of inquiry into alleged state capture. During 2021, the Constitutional Court handed down three related decisions.
